Personnel Services Delivery Guide 5 August 2011 1 INTRODUCTION ASSIGNMENT NOTIFICATION The virtual automated <strong>Assignment</strong> <strong>Notification</strong> process replaces the manual <strong>Assignment</strong> <strong>Notification</strong> Report on Individual Personnel (RIP) process and unless otherwise stated, is mandatory for Regular Air Force enlisted personnel in all grades (excluding basic trainees and pipeline students), and officers in the grades of lieutenant colonel and below (excluding officers selected for colonel). Those exempt from the automated assignment notification procedures will follow the manual assignment notification procedures in Section B of this guide. The process begins when AFPC updates an assignment in the Military Personnel Data System (MilPDS). This action triggers the virtual Military Personnel Flight (vMPF) to send an e-mail to the Airman’s e-mail for life (E4L) address (us.af.mil) listed in MilPDS and any e-mail address listed in vMPF. The e-mail notification instructs Airmen of the assignment selection (without assignment details) and notifies them to access the vMPF within seven calendar days to acknowledge receipt. Upon accessing the vMPF, the Airman is automatically directed to the official assignment notification page. This action updates MilPDS with the official assignment notification date. In instances where Airmen are unable to receive e-mail or are exempt from this process, the official assignment notification returns to the manual process, with modifications, per this instruction. More of the Air Force’s toughest enlisted jobs qualify for bonus pay

The Air Force is bumping up the number of challenging jobs for which airmen and guardians can earn bonus pay in the coming year.

Enlisted airmen in 78 job specialties will be eligible for special duty assignment pay in fiscal year 2025, which starts Oct. 1, the Air Force said in a release . That’s an increase from last year, when the Air Force approved bonuses for 70 critical fields, ranging from an extra $75 to $450 a month.

The air force's fiscal year 2025 budget includes plan to cut $4 million and more than 700 airmen from the special duty assignment pay program..

Space Force guardians working in 22 fields will also be eligible for the bonuses, up from 14 last year.

The service estimated in its fiscal year 2025 budget request, released in March, that around 30,000 troops would receive special duty pay totaling $91.3 million.

In the past, airmen ranging from recruiters and boot camp instructors to pararescuemen, flying crew chiefs and more have reaped special duty pay. Not all troops in a given field may qualify for a bonus, depending on where they work and whether they perform duties that others in their role do not. The Air Force declined to provide Air Force Times with the current list of jobs that qualify for the bonuses in FY25.

Of the 78 Air Force specialties approved to receive the bonuses, 10 are new and 61 were approved at their current rate. Another four will see higher bonuses than in the past, while extra pay for three will decline. One specialty was removed and 18 requests to join the list were denied, the service said.

Air Force to phase out bonuses for airmen in 33 tough jobs

Seventy career fields will be eligible for bonuses ranging from $75 to $450 a month; another 33 will receive half-pay for a year before they are cut..

For the Space Force, nine of last year’s 14 specialties that earned special duty pay will remain unchanged, plus eight new ones.

All specialties approved for the upcoming cycle can expect to receive bonuses through Sept. 30, 2028, with no changes; those coming off the list will be phased out by receiving half of their original bonus through Sept. 30, 2025. Specialties that didn’t make the list for FY25 can reapply for bonuses after two years.

The Air Force and Space Force routinely offer bonuses in some of their most demanding jobs to bolster retention.

In a shift, the Air Force said it would no longer convene an annual board to consider SDAP changes, and instead will do so every four years. The service said the change would bring predictability to airmen and guardians’ personal budgets, as well as its own. It will, however, consider allowing annual reviews as necessary, like when new jobs are added to the workforce.

This year’s board focused on “identifying personnel in extremely demanding positions with unusually challenging responsibilities,” the Air Force said in a news release.

Airmen and guardians can check MyFSS to view the full list of approved specialties for FY25.

HI there... Question about AAC 31... We received an assignment to England, husband talked to PCM which said he was good to go.. However, next thing we know a 469 was generated with a AAC 31 and MR until May 2022 for SYNCOPE, weekly and AIMOVIG injections for Migraines, MONTHLY. Our RNLTD is 31 Oct 21.... Question is.. will the assignment get cancelled, we have not received official orders yet.. Any experience or suggestions is appreciated. Additionally, he is at 18 years TIS...

26AFI36-2110 5OCTOBER 2018 2.7.Medical Deferment or Limitation.Worldwide commitments require every Airman to be physically qualified for immediate global reassignment, except as indicated below.2.7.1.Temporary Medical Deferment. An Airman may be deferred from PCS or TDY when a temporary medical condition (expected to last less than 12 months) prevents worldwide service. When an authorized official at the Medical Treatment Facility (MTF) updates a temporary medical deferment, an automatic interface with the personnel data system processes an assignment availability code 31 (Table 2.1) if the date of availability is 30 calendar days or more from the date of the AF Form 469, Duty Limiting Conditions Report. For deferments of less than 30 calendar days, do not authorize an assignment availability code 31. The date of availability cannot exceed and cannot be extended beyond 12 months from the date when the underlying defect was deemed, or clearly should have been deemed, disqualifying for worldwide duty. When an Airman is scheduled for a mandatory PCS while temporarily medically deferred from PCS, medical treatment facility officials determine if the Airman should proceed on PCS and can be evaluated and/or treated upon arrival at the next duty station, or whether the Airman should be evaluated and/or treated at the current station. If the medical treatment facility determines the Airman should be evaluated at the current location, the MPF will reclama the assignment (see paragraph 5.33) upon written notification. I'm going through something similar, was coded 31 for Asthma then received an overseas assignment to Misawa the next week. Basically what I have learned is that at the 120 day mark AFPC will review for medical clearance and determine if the gaining location has the medical facilities to provide continued treatment. At that point if they determine that it cannot support the medical needs of the member then they will reclama the orders. Unfortunately in my experience even though I see one of the few MD's on base as my PCM, even he cant make the determination and say for sure what's going to happen. In my case he has strongly suggested that my orders are going to get turned off once the medical review is completed, but its got to go through the process for that. Anyway this is what my PCM explained to me, as far as I have been able to read its accurate but I will defer to the more experienced in this matter. My 120 day mark is June 15th, I should hear back then if I keep my assignment (probably not).

yeah. it probably shouldn't happen but it did. probably because Im a mandatory mover so that may have tripped things up. yeah im headed for a med board. PCM was hinting pretty hard that i should be ready. they are doing a DAWG on me right now. which will they recommend IRILO since Im non deployable and not able to do my job since its a lot of manual labor. Ill let you know what happens. Right now its just a waiting game for AFPC to kill the assignment. Oh wow, i am surprised you received an assignment AFTER you were coded.. So you think you are going to likely get med boarded then? Please let me know what happens and best of luck to you.

Although newly commissioned second lieutenants don’t need to worry about the assignment process for the first few years, it has always been my method to understand the next step of every process.  This has been extremely helpful to me while enlisted, but from what I understand of the commissioned side it is crucial.  One of my mentors told me that opportunities in the officer corps may come and go without your knowledge if you are aren’t paying attention, and I believe playing your part in your second assignment is one of these opportunities.  I have heard more than once that the first 4-6 years of an officer’s career lays the foundation and establishes the overall direction of the career.

On the enlisted side there are sometimes ‘blocks’ you have to check in order to promote to the next grade.  One example is the requirement of having a CCAF degree to promote to SMSgt.  On the officer side there are not only blocks, but you compete for different opportunities within each block.  For example, officers compete for the most prestigious DO or commander positions which may play into how quickly they promote to the appropriate grade.  The competition aspect still plays a role in officer PME, but I will expand on this in later posts.

The 13S career field is much different than other career fields in many ways, but I believe the general assignment process is the same for all AFSCs.  As of now new 13S officers are generally expected to do two “ops tours” which means you will be an operator at two different assignments.  At each assignment you may have the opportunity to work as an evaluator or instructor after you are an operator, but you will generally learn a new “weapon system” at your next assignment as an operator.  I have my own opinion on what types of ops tours are most beneficial for my situation but I will save that for another post as well.  This is related to the “depth vs. breadth” discussion you may hear about in the 13S career field.

Assignment Timeline Example

In reference to the table above, there are three general cycles every officer falls into for assignments.  If your first RNLTD is in May you will be on the spring cycle (look at the RNLTD months category on the right).  Once you know your cycle you can walk the process all the way to the left to see when you have to start thinking about your next assignment.  I will walk through and describe the entire process as I understand it from left to right.

I will use the spring cycle in my example.  On 19 July an initial Vulnerable Mover List (VML) will be released identifying all individuals who may be due to PCS in the spring cycle.  This is a list released by AFPC of the majority of officers who are due to PCS.  Once this list is released, commander’s have the opportunity of adding or removing officers from this list during the “Field Reclama VML.”  If your commander is going to alter the list for an officer, there has to be a valid reason.  An example of this would be if he wants to keep you another year so you can be a Flight Commander.  Due to the somewhat short period of this window this is a conversation I recommend you have with your commander well in advance of actually entering the window.

Once the reclama window closes AFPC will release a final VML.  This is the final list of all officers who are vulnerable to move, and from what I understand it doesn’t change.  Imagine if you were to pop up on this list and you didn’t know it, and your commander didn’t catch it.  You would have missed your opportunity to fight it!

The next step in the process is the Personnel Requirements Display (PRD) Visibility Window.  The PRD is the list of all assignments available, and it is separated by grade and AFSC.  This is essentially the list of where the officers on the VML can PCS to.  It would be in your best interest to only apply to slots on this list, which leads me to the Airman Development Plan (ADP).

The ADP is how you tell AFPC what your assignment preference is for the cycle.  This is the first and main input you have on the assignment process.  This is someone similar to the enlisted dream sheet, but I don’t want to use that terminology because it is still much different.  The main difference is how your preferences are prioritized as an officer, which I will talk about in later paragraphs.  Your ADP is due in the system NLT than the ADP due date.

The ‘AFPC matches assignments’ window is the two month period where the assignment team for your AFSC actually matches your assignment.  The 13S assignment team told me they use the entire window because there is always tweaking and fine tuning involved with the process.  At some point after this window, assignments will be pushed through the vMPF system.  We were told once you get your assignment there is little that can be done because your chance at input was your ADP.  The assignment team cannot talk to you about your assignment until you accept it.  Once you accept it again there is little they can do, but they can provide insight into why it was selected for you.

Assignment Priorities

This is the part which surprises me about the officer assignment process.  While enlisted I would estimate your input at around 10%.  Once the assignment list comes out for that cycle you rush to update your dream sheet, but it is strictly a numbers game.  The computer matches the available slots to those who volunteered, and if you high enough on the list (among a number of factors), you may get an assignment you didn’t despise.  On the officer side there is much more emphasis on placing you in an assignment which is good for your career.  The proportional amount of input you have (I would quantify this at 40%) tells a lot about how important each assignment is to your career.  Each officer assignment is hand selected by the assignment team.  The paraphrased priorities from my notes are as follows.  I am sure this is in the AFI but I am too lazy to look it up right now.

  • Air Force Mission Needs
  • Officer Professional Development
  • Career Field Functional Priorities
  • Individual Priorities.

OPD being number two is what shocked me, I would have expected it to be number three.  What this means is the AF is not going to put you in an assignment which will be terrible for your career.  For example if you were a squadron DO as a Capt, the Air Force is not going to make you a flight commander at your next assignment.  This can get murky depending on your AFSC and special circumstances, but it is important to know that your assignment team has the best interest of your career in mind.

Year Group Milestones

Any time people are discussing anything related to an officer career, you will hear the term “year group.”  Your year group is the year you commissioned.  Here are the general milestones I was given as a 2015.  I know I talked about how your first 4-6 years plays a large role in vectoring your career, but we are talking about a small percentage of a long timeline.  Similar to applying to OTS, don’t get caught up in the small details of your career.  Always be thinking about the big picture and how each piece fits into the puzzle.  I share this to show you I have long-term Situational Awareness on my future so I can better gauge the meaning if something changes (e.g., First look Squadron Commander pushed up to 2029).  As a disclaimer I will say this is all info based on my own personal notes from the information I was given; it is not official information.

Can you be forced to PCS with one year of ADSC left?

Scenario: one year left of ADSC, but I'm on the VML. My commander put in a reclama, but let's assume it's denied for whatever reason.

A PCS incurs an additional 2 year ADSC which would extend past my current 1 year ADSC.

Assuming I'm planning on getting out, can I just take the 7-day option? Is there anyway I can be forced to PCS?

We were told once you get your assignment there is little that can be done because your chance at input was your ADP.
