BRIEF ON PUNJAB ROZGAR SCHEME (PRS)

Punjab Rozgar Scheme, a flagship initiative of Government of the Punjab has been launched during October 2020 to provide subsidized credit facilities to the startups and existing business (SMEs) in collaboration with Commercial Banks from Rs.100,000/- to Rs.10.00 million on subsidized rate of markup i.e. 4% & 5% p.a.

Punjab Green Development Program (PGDP) has been initiated to improve environment quality in the province and to reduce air, soil, and water pollution; address deforestation, floods, and land degradation; manage surface water and groundwater resources; conserve natural resources and protect biodiversity; develop public transportation and other alternatives to private motorized vehicles; integrate environmental considerations in public policymaking and private investments; comply with international standards and enhance green competitiveness; and to promote resource and energy efficiency.

Bank of Punjab (BoP) accepted the offer of Punjab Government to execute the scheme in collaboration with PSIC/GoPb to provide credit facility from own resources.

The online mechanism for receipt and processing of applications has been developed with dedicated web portal of Punjab Rozgar Scheme with the support of Punjab Information Technology Board. The broad features of the scheme as under:

In order to support and promote the scope of cottage industry and different types of micro, small- and mid-sized enterprises (MSMEs) in Punjab, the provincial government has recently launched the Punjab Rozgar Scheme. It’s an initiative of the Government of Punjab, which is being jointly supported by the Punjab Small Industries Corporation (PSIC), a statutory body established by the provincial parliament under the PSIC Act, 1973.

So, if you want to learn more about this newly launched employment programme by the Punjab Government, then you have come to the right place. Scope of Punjab Rozgar Scheme

The scope of this employment programme launched by the Punjab Government is to provide financial support to start-ups as well as the existing small-scale businesses that have been severely affected in recent years due to the COVD-19 pandemic. 

The initiative supports different industries such as trade, service, agriculture, manufacturing and livestock sectors. The programme has been designed with a total cost of PKR 30 billion which will be used to provide subsidized credit to the approved applicants in collaboration with banks. The credit can be used in micro, small and medium startups and even existing businesses. The loans granted will amount from PKR one lakh to a maximum of PKR one crore.

Target Sectors of the Punjab Rozgar Scheme

According to the official website of the Punjab Rozgar Scheme, the target sectors of this government-run programme have been listed as under:

• University/College grads with entrepreneurial skill
• Diploma/Certificate holder from Technical and Vocational Education and Training (TVET) having technical/vocational training.
• Artisans and skilled workers in the cottage industry.
• Existing businesses. However, preference will be given to the ones affected by the COVID-19 pandemic
• Micro and other enterprises that apply for a loan to adopt resource-efficient and cleaner production technologies or any Green / Environment-friendly intervention to improve the environmental performance of their operations

Eligibility Criteria for Punjab Rozgar Scheme 2022

Some of the key pointers regarding the eligibility criteria for the Punjab Rozgar Scheme are as follows:

• People falling in the age group from 20 to 50 years are eligible to apply.
• Applicant should be a citizen of Pakistan, resident in Punjab, verified through CNIC
• Businesses availing credit facility in Lahore should be based in Punjab
• Businesses eligible for the programme include sole proprietorship, partnership, or any business fulfilling other eligibility criteria
• The applicant must have a good credit history
• New startups must have a viable business plan with proper forecasting

Documents & Information You May Need

Following is the list of documents for which you will need the scanned copy to attach to your online application. 

• A picture with a complete face
• Front-side of CNIC
• Back-side of CNIC
• Latest educational degree/certificate, if and whatever applicable (Matric, Intermediate, Bachelors, Masters, PHD) etc (if applicable)
• Experience certificate(s) (if applicable)
• License / Registration with chamber or trade body (if applicable)
• Scanned copy of security documents to be offered for availing Loan

Furthermore, keep the following documents handy while filling out your application.

• National Tax Number(non-mandatory), in case you don’t have one please register at https://iris.fbr.gov.pk/
• Consumer ID of electricity bill installed at your current address
• Consumer ID of electricity bill installed at your current office address (if applicable)
• Registration number of any vehicle registered in your name (if applicable)
• In case of new business an estimate of monthly business income, business expenses, household expenses and other income
• In the case of existing business actual monthly business income, business expenses, household expenses and other income
• Name, CNIC and Mobile numbers of two references other than a blood relative

How to Apply for Punjab Rozgar Scheme

Here is the application process for the Punjab Rozgar Scheme:

• First of all, visit the official website of the Punjab Rozgar Scheme
• On the home page, you see the following window. Click on the Sign-up button to continue with the application process for Punjab Rozgar Scheme
• The next screen appearing will have fields where you have to fill in your name, valid CNIC number, your mobile number
• After providing your personal information, the next section will be about your business information. After providing all the required information, you’ll have to fill in the details about your credit. 
• Also, don’t forget to upload all the necessary documents related to your personal and business details during the online application process for the Punjab Rozgar Scheme

You will need 15 minutes to fill out the application if you have all the required documents and once submitted, you will not be allowed to make any changes. You can complete the application in a single go or you can save your information in a current section. Moreover, you can also upload documents which you think will help your application and case such as financial statements and business feasibility etc. 

Once your application is submitted, your application number will be generated on the screen and you will also receive an SMS notifying you of the same. After submitting the application online, you will need to deposit PKR 2,000 in your nearest Bank of Punjab branch using the same application number. Once done, the processing of your application will start. You will also be alerted via SMS as your application moves to the next step. You can also check the status using the link .

Note: You can only file an application if you are a new applicant or your previous application was rejected or you have paid off the load if acquired previously.

Salient Features of Punjab Rozgar Scheme 2022

• As discussed, the scheme provides loan amounts ranging from PKR 1 lakh to 1 crore
• Loan Tenure from 2 till 5 years including a grace period of six months
• Offers the lowest mark-up rate as it is a government-sponsored programme to provide subsidized credit facilities
• You will have to pay a non-refundable application fee of PKR 2,000 at the time of submission

Chief Minister (CM) Punjab, Hamza Shehbaz, has approved to launch Punjab Rozgar Scheme 2022. The initiative is aimed at tackling poverty and unemployment in the province.

According to details, loans worth Rs. 30 billion will be given to citizens in easy installments. Those looking to set up their businesses will be given a minimum loan of Rs. 100,000 and a maximum loan of Rs. 10,000,000 under the program.

Target groups

• University or college graduates with entrepreneurial skills.
• Diploma holders from recognized Technical and Vocational Education and Training (TVET) institutes.
• Artisans and skilled workers.
• Existing businesses.
• Those looking to adopt resource-efficient and cleaner production technologies or any green/environment-friendly intervention to improve the environment.

Eligibility Criteria

• Valid CNIC with the residential address of Punjab
• Business location : Punjab.
• Business type : Sole proprietor, partnership, or any business having a clean e-CIB/credit history. Startups as well as new and existing businesses having a feasible business plan.
• Gender : male, female, and transgender.
• Age limit : 20 to 50 years.

Terms and conditions

• Rs. 2,000 non-refundable application processing fee at the time of submission of the application
• Clean lending: Rs. 100,000 to Rs. 10,000,000.
• Secured lending: Rs. 1,000,000 to Rs. 10,000,000.
• Tenure of loan repayment: 2 to 5 years including a grace period of 6 months.
• Personal guarantee of the borrower along with a net worth statement for clean lending of Rs. 100,000 to Rs. 500,000.
• Personal guarantee of the borrower along with one third-party guarantor with a net worth equal to the loan for clean lending of Rs. 500,000 to Rs. 1,000,000.
• Mortgage of residential, commercial, industrial, or agricultural properties or vehicles in the name of borrower or blood relative, proprietor, or partner for loans of Rs. 1,000,000 to Rs. 10,000,000.

Documents Required

Scanned copies of the following documents are required:

• CNIC (front/back).
• Latest educational degree/certificate.
• Experience certificates (if applicable).
• License/registration with chamber or trade body (if applicable).
• Security documents for availing loan.
