PhD Thesis Proposal
Each student who successfully completes the PhD qualifying examination is required to write a PhD thesis proposal, and present and defend the proposal orally before a committee.
As indicated on the Schedule for Timely PhD Completion , ECE doctoral students are expected to achieve candidacy before the end of their fifteenth month of studies.
- May starters must complete the PhD thesis proposal by July of the following year.
- September starters must complete the PhD thesis proposal by November of the following year.
- January starts must complete the PhD thesis proposal by March of the following year.
Format and Content of the Proposal
Please review the following guidelines and suggestions for the format and content of the PhD thesis proposal. The PhD thesis proposal should contain two fundamental components:
- review of the “state of the art” in a reasonably focused contemporary area of electrical and computer engineering research;
- outline of known problems to be solved or original developments that might be anticipated, accompanied by a line of approach to these problems or developments.
The “state of the art” review must refer explicitly to the relevant literature, with all references listed at the end of the proposal. The list of references need not be long, but it should be carefully considered. The list and review should show clear evidence that the student has sufficient knowledge to continue immediately into doctoral level research that will potentially lead to new results, without needing to do further background preparation in the area.
The outline of problems or developments must show that the student can formulate a line of research, including initial methodologies to be used, which should lead to significant contributions and new knowledge.
It is neither necessary nor expected that the PhD thesis proposal contain new research results, though such would be welcome. It is only necessary to be convincing that the chosen proposed area and topic of research has a very good chance of leading to new results.
PhD Thesis Proposal Committee
The supervisor will select professors to serve on the PhD thesis proposal committee according to the following regulations:
- The committee must consist of at least three professors, including the supervisor.
- Ideally, all committee members will hold a graduate faculty membership in ECE.
- One of the committee members may hold a graduate faculty membership in a unit other than ECE, where appropriate for the thesis topic.
PhD Thesis Proposal Presentation
- The supervisor will schedule the presentation. All members of the PhD thesis proposal committee must attend the presentation.
- The written proposal must be submitted to the committee at least two weeks prior to the presentation.
- The student will make a presentation at the meeting and orally defend the PhD thesis proposal.
- If the committee does not consider the proposal to be satisfactory, the student must present and defend a new PhD thesis proposal within four months. If the new proposal is also unsatisfactory, the student’s registration in the PhD program will be terminated.
- The supervisor must submit the PhD Thesis Proposal Report to the ECE Graduate Office within one week of the presentation.
- Upon the successful completion of the PhD thesis proposal, the student will have achieved “PhD candidacy.” The date of PhD candidacy will be recorded on the student’s U of T transcript.

The EECS Department requires that students submit a thesis proposal during their first semester as MEng students, before they have begun substantial work on the thesis. Thesis proposals are brief documents (1500-2500 words) which focus on the ultimate, novel goals of your research project. While it is nearly impossible to extrapolate exactly what could (or will) happen during the course of your research, your proposal serves as a thoughtful approximation of the impact that your project could have as new work in the field, as well as an agreement between you and your thesis research advisor on the scope of your thesis.
Finding a Thesis Research Advisor
MEng thesis research advisors are not required to be EECS faculty members; however, research advisors from other departments, or non-faculty research advisors, must be approved by the EECS Undergraduate Office .
It is the sole responsibility of a student in the MEng program to find a thesis research advisor. There are many ways to go about this process:
- If you are still an undergraduate, look for UROP or SuperUROP opportunities . Many MEng projects stem from UROPs.
- Consider what areas you might be interested in working in, and search relevant lab webpages for people working in those areas. Many EECS MEng students work in RLE, CSAIL, MTL, LIDS, or the Media Lab, but you don’t need to limit your search to these labs. If you find a person whom you think might be a good match, reach out to them with a short email explaining why you’d be interested in MEng opportunities with their group.
- Attend seminars held by research labs that interest you.
- Reach out to instructors you know who teach in the area you’re interested in, as they may be able to point you in a useful direction. Instructors that you’ve gotten to know well (even if they don’t work in your area of interest) as well as your advisor are also useful resources, for the same reasons.
- Keep an open mind to opportunities that are outside of your area. Many students do very interesting MEng projects with faculty from other departments.
- Subscribe to the EECS Opportunities List , which often has advertisements for MEng projects.
Writing Your Proposal
Once you’ve found a thesis research advisor, you should get to work proposing a thesis. Your thesis proposal should be completed while you are in continual conversation with your research advisor. The proposal itself should be divided into five sections:
- The introduction, to introduce the reader to the topic of your thesis.
- Related work, which describes previously-published work that is relevant to your thesis.
- Proposed work, which describes the work you will be doing for your thesis.
- Timeline, which breaks down your proposed work into concrete steps, each with an approximate due date. At a minimum, you should describe what you plan to do each semester of your MEng, but many students give a timeline that is broken down by months, not semesters.
- A bibliography

Submitting Your Proposal
The thesis proposal, and research advisor approval of the proposal, are typically due on the last day of classes each semester (see here for official deadlines) and there are no formatting requirements for the thesis proposal. When you are ready to submit, you can do so here . If you change your topic or research advisor, you should submit a new proposal.
6-A students must also submit a thesis proposal release letter. These letters can be sent to [email protected] and should follow one of the two templates below.

Engineering Proposals
Consulting engineers aren't the only engineers who write proposals. For instance, in academia, engineers write proposals to receive funding for their research or even to initiate a project. Some engineers produce proposals to be read and approved by management while others send proposals to specific funding agencies or clients.
Definition of Proposals
A proposal is a description of the work you will complete on a project. The details included in a proposal depend on the project's scope and who will read the document. Typically, organizations advertise a need for proposalsand consulting engineers respond to the need. However, as an engineer, you may determine that a problem exists, and therefore, propose solutions to an organization. In this case, you must first convince the agency that the problem exists before proposing your solutions.
Types of Proposals
Different types of proposals are necessary for different projects. In academia, engineers produce grant proposals or research proposals in order to receive funding from government agencies and non-profit organizations. In industry, engineers, especially consultants, write proposals or "bids." Engineers produce these proposals for the company where they are working or for other organizations.
A proposal's audience is those supporting the proposed project. The details you provide in a proposal may change, depending on your audience. For instance, if you submit a Proposal to your company's management, you may not have to include project costs or other background information. On the other hand, if you produce a proposal for an organization outside your company, you may need to provide more details. These details might include a rationale for why they should fund your project, as well as the necessary materials and costs. Before writing a proposal, you should always research your audience's background. This way, you will have a better idea about what information to include in your proposal.
General Format
You can submit a proposal in several ways, depending on your audience. For example, proposing a project to your supervisor may require a phone call or a quick e-mail. Or, you may write a short memo, outlining your ideas. On the other hand, you may have to produce a lengthy proposal that provides project background and completely describes the proposed work. Typically, you will know which format to use based on the proposal's context.
When you write a lengthy proposal, you will have to spend time conducting research before you begin writing. This research might include locating other designs and theories to refer to as examples or to critique. A proposal might also include graphics to help an audience visualize your ideas. You might incorporate other data, such as dollar figures and time schedules, so your audience knows exactly how long the project will take to complete and much it will cost them To read more, choose any of the items below:
Introduction
In the proposal's Introduction, you should provide information about the need for a proposal. In other words, here is where you state why you are writing the proposal in the first place. You should also provide an overview of what the rest of the proposal includes.
Qualifications
In the Qualifications section, you should show that you and your organization (if applicable) are skilled and capable of completing the proposed work successfully. You should view this section as a "resume" since in it, you will depict your skills and experiences. If your audience is your supervisor or other managing decision-makers, then you may not need to include this section.
In the Background section, you should depict the problem/situation that lead to your writing a proposal. Here, you should show that you thoroughly understand the problem. If your audience already knows the Background, you may not need to include this section. For example, your supervisor or other managing decision-makers may already be familiar with the specific problem. Therefore, you don't need to tell them what they already know.
Work Schedule
The Work Schedule section does exactly what its name implies: It presents the time frame in which you will complete the proposed work. This section informs your audience of what to expect from you and when. It also helps to keep you organized. If, after you begin working, you are unable to keep this schedule, you should always communicate changes in deadlines to the appropriate people.
Proposal Statement
In the Proposal Statement section, you should inform your audience of exactly what you are proposing. You should also include what you aren't proposing. For example, if you are proposing partial work on a project, state this and then verify what your work will not include.
In the Cost section, you should present what costs you anticipate your project will involve. To do this, divide your expenses into categories and provide dollar figures. For example, labor costs for each worker, materials, etc. Then, you might provide a total cost.
In the Results section, you should discuss the outcome of your proposal. The types of outcomes resulting from a proposal cover a wide range. For example, you may be creating a design, building an actual construction, or even producing a lengthy report. Be sure to state exactly what the Results will be.
The Conclusion section is similar to the ending of a cover letter. Here, you should summarize why you should be considered and how you can be contacted. You might also reiterate why you are the best person or group for the project.
Methodology
In the Methodology section, you should present how you will complete the project's work. This is similar to a Lab Report's Procedures section in that you have to discuss the steps you will have taken to reach a final goal.

Research Plan / Thesis Proposal
According to Academic Regulations , all doctorands must elaborate and defend a report containing the research plan to be developed during the thesis. The research plan must be delivered up to one year since the date of first registration. The research plan shall be defended before a committee in the spring following the plan delivery.
Report structure
The report shall contain the necessary information to evaluate the originality, coherence and viability of the proposed thesis. It is suggested that the document is structured in the following sections:
- Personal details of the doctoral student and the thesis supervisor(s).
- Title of the thesis proposal.
- Summary of the proposal.
- Critical state of the art on the subject.
- Thesis goals.
- Methodology and resources needed.
- Description of tasks to achieve the thesis objectives.
- Workplan schedule with estimated deadlines.
- Bibliography.
- Material published in the field, if applicable.
Delivery procedure
The delivery and assessment is done through Atenea PhD The Research Plan document needs to be uploaded by the Doctorand, and validated by the Supervisor, before 1 year has passed after the date of first registration. Next is a description of the different steps involved;
- The Program administration enables the dates for upload of the research plan in Atenea PhD.
- The supervisor authorizes the upload of the document by the doctorand in Atenea PhD, Research Plan section.
- Doctorand uploads the updated version of the Research Plan in Atenea PhD, Research Plan section.
- Supervisor validates the submission, adding a comment in the Observations section.
When to defend the Research Plan
The Doctoral Program organizes the presentations of the research plans in early summer; typically, late June. The Program will appoint evaluation committees according to research areas, and all delivered research plans will be evaluated. The exact dates for Research Plan defenses will be announced by the Program.
It is the responsibility of the doctorand to have delivered the Research Plan via Atenea in due time. Failure to deliver the Research Plan at the time of presentation implies the dismissal of the program.
Research Plan Evaluation
The research plan shall be examined by a committee composed of three doctor members, one of them a professor of the program representing the CAPD, another member a professor of the program expert in the subject of the proposal, and a third member an expert external to the Program. The evaluation criteria used by the jury can be found in the Guidelines for the evaluation of the thesis proposal / research plan .
The evaluation committee will address the candidate comments and recommendations about his/her thesis proposal. These comments and recommendations must be considered by the doctorand, together with the thesis advisor . In case the evaluation committee writes them in the assessment report, the Academic Committee is in charge to check how they have been attended. Throughout the following years, the doctorand will have to justify the thesis progress compared to the proposed research plan, as a part of the yearly tutorship evaluation . This justification may also include an update, revision or improvement of the research plan, with the validation of the thesis advisor.
