NBCFDC has been nominated as Nodal Agency for implementation of the scheme of National Fellowship for Other Backward Classes (NFOBC) funded by Ministry of Social Justice & Empowerment, Govt. of India, New Delhi. The scheme is open to candidates who belong to Other Backward Classes (OBCs) and are pursuing higher studies such as regular and full time M.Phil and Ph.D degrees in Humanities and Social Sciences, Engineering & Technology and Sciences. The total number of slots for NFOBC under the scheme is 1000 per year. Out of 1000 slots available under this scheme, 750 will be allocated for the subjects under National Eligibility Test- Junior Research Fellowship (NET-JRF) of UGC and remaining 250 UGC-Council of Scientific and Industrial Research (UGC-CSIR) NETJRF joint test (for Science streams). There is a provision of 5% reservation for slots for consideration of award of fellowship to research scholars for Persons with Disability (PwD) who belongs to OBC category .

National Fellowship for OBC Students (NF-OBC)

(Revised with effect from 2017-2018)

The scheme aims at providing financial assistance to the OBC students in obtaining quality higher education leading to degrees such as M.Phil and Ph.D in universities, research institutions and scientific institutions.

The scheme is designed to provide a total number of 300 Junior Research Fellowships per year from the year 2014-15 onwards and 300 Senior Research Fellowships during 2016-17 to Other Backward Class (OBC) students. The UGC is the nodal agency for implementing the scheme and notifies the scheme through advertisements in the media at a suitable date. The scheme covers all universities/institutions recognized by the University Grants Commission (UGC). Fellowships are awarded to research students pursuing M. Phil. and Ph.D. The rate of fellowship for JRF level is Rs. 25000 per month and for SRF level, it is Rs. 28000 per month.

An OBC student admitted to M.Phil./Ph.D. course in a University or academic institution after completing the required formalities of admission, is eligible for the award of Fellowship subject to provisions of the scheme as per the advertisement of UGC. The total period of award of JRF and SRF shall not exceed a period of 5 years. The fellowship will be paid from the date of registration of the student in the M.Phil./Ph.D. course. Only those, doing regular and full time M.Phil./Ph.D. course of a University/Research Institution shall be eligible for the fellowship.

National Fellowship for OBC has been announced by the University Grant Commission for the students who are going to pursue an M.Phil./Ph.D. Degree. There are only 1000 slots available for this scheme out of which 4% of seats are reserved for Persons with disabilities. What is National Fellowship for OBC

Under this National Fellowship for OBC, a fellowship opportunity has been provided to the students of the Other Backward Class category. Applicants will get the opportunity to complete research work as Senior Research Fellow and Junior Research Fellow. Fellowship will be of a maximum 5 years duration 2 years of Junior Research Fellowship and rest 3 for Senior Research Fellowship. Monetary benefits will be given to the candidates. Selection of the entrants will be made on the basis of UGC-NET and CSIR-UGC-NET examination merit basis.

Eligibility Criteria for Applicants -
  • The applicant should be an Indian national.
  • The applicant should belong to OBCs, as notified by their State Govt./ UT Admn.
  • The applicant should be pursuing post-matriculation or post-secondary courses in a recognized institution.
  • The applicant should be permanently settled and should have passed a recognized Matriculation or Higher Secondary or any higher examination.
  • The applicant should be eligible if, after failing or passing the undergraduate/Post-Graduate examinations in Arts/Science/Commerce, they join any recognized professional or technical certificate/diploma/degree courses, provided they are otherwise eligible. No subsequent failure will be condoned, except for courses in Group 'A', and no further change in the course will be allowed.
  • The employed applicant should be eligible to the extent of reimbursement of all compulsorily payable non-refundable fees if their income, combined with the income of their parents/guardians, does not exceed Rs. 1.50 lakh per annum.
  • The unemployed applicant should be eligible if their parents/guardians' income from all sources does not exceed Rs. 1.50 lakh per annum.
  • The scholarships are restricted to two boys of the same parents/guardian, with this restriction not applying to girls.
  • The applicant should be eligible to pursue post-graduate courses in medicine only if they are not allowed to practice during the period of their course.
  • The applicant should not hold any other scholarship/stipend concurrently under this Scheme. If awarded any other scholarship/stipend, they can exercise their option for either of the two scholarships/stipends, whichever is more beneficial to them, and should inform the awarding authority through the Head of the Institution about the option made. No scholarship will be paid from the date they accept any other scholarship/stipend. However, students can accept free lodging or a grant or ad-hoc monetary help from the State Government or any other source for the purchase of books, equipment, or for meeting the expenses on board and lodging, in addition to the scholarship amount paid under the Scheme.
  • The applicant should be eligible if they pursue their studies through correspondence courses, with eligibility only towards reimbursement of a non-refundable fee and an annual allowance of Rs. 900/- for essential/prescribed books, as applicable.
Eligibility Criteria for Beneficiaries -
  • Scholarships shall not be awarded for Commercial Pilot Licence (CPL) Courses and other aviation-linked courses.
  • Candidates who, after passing one stage of education, are studying in the same stage of education in a different subject e.g. I.Sc. after I.A or B.Com. after a B.A. or M.A. in a subject after an M.A. in another subject will not be eligible.
  • Students who, after having completed their educational career in one professional line, e.g., LLB after B.T/B. Ed will not be eligible.
  • Students studying in the XI Class of the Higher Secondary School courses or the XII class of the Multipurpose High School will not be eligible for it being a continuous school course. However, in cases, where the tenth class examination of such courses is treated as equivalent to Matriculation and students who after passing the tenth class join other courses, such students will be treated as post-matric students and will be eligible for the award of scholarships.
  • One copy of the application for the scholarship in the prescribed form (a separate application form may be prescribed by the concerned State Government/UT for a 'fresh' and 'renewal' scholarship).
  • One copy of the passport-size photograph with signatures of the student thereon (for fresh scholarship)
  • One attested copy of each of the certificates/diplomas/degrees etc., with respect of all examinations passed
  • A certificate (in original) of income issued by an authorized Revenue Officer, not below the rank of Tehsildar.
  • A receipt in acknowledgement of the scholarship in the previous year on the form attached to the application only duly countersigned by the Head of the Institution concerned, if the applicant was in receipt of a scholarship under this Scheme in the preceding year.

When either of the parents (or the husband in the case of married unemployed girl students) is alive, only their income should be considered, excluding the income of other family members, even if they are earning. However, when both parents (or the husband in the case of married but unemployed girl students) have passed away, the income of the guardian who is supporting the student in their studies should be considered. In cases where a student's parent's income is affected due to the death of one earning parent and falls within the income ceiling prescribed under the scheme, they become eligible for the scholarship, provided they meet other eligibility conditions. This applies from the month in which the parent's death occurred.

Could you provide examples of situations where an applicant would be ineligible based on these exclusions?

Certainly. Applicants would be ineligible if they are studying in the same stage of education in a different subject after passing one stage of education. Additionally, they would be ineligible if they have completed their educational career in one professional line, such as pursuing LLB after B.T/B. Ed. Furthermore, if they are studying in XI class of the Higher Secondary School courses or the XII class of the Multipurpose High School, they are ineligible, unless their tenth class examination is treated as equivalent to Matriculation, and they join other courses.

I'd like to know more about the eligibility criteria for beneficiaries receiving coaching. What are the conditions that disqualify them from receiving a stipend?

Scholarship holders receiving coaching with financial assistance from the Central Government or State Government are not eligible for a stipend under the coaching schemes for the duration of the coaching program.

I'm considering pursuing correspondence courses. How does the scholarship apply to students studying through correspondence courses, and what expenses are covered?

If you're pursuing studies through correspondence courses, you are eligible for reimbursement of non-refundable fees and an annual allowance of Rs. 900 for essential and prescribed books, as applicable.

Over 1500 OBC students benefitted from MPhil, PhD scholarships in 2022: Govt

This year, the state which had the highest number of beneficiaries was uttar pradesh with 325 students, followed by 120 students in kerala, 114 in west bengal, 97 in bihar, and 96 students in rajasthan.

A total of 1570 students are benefitted from the MPhil and PhD OBC Scholarship under NF-OBC in the 2022-23 financial year. This is the highest number of beneficiaries in the past five years.

As per the data released by the government in Lok Sabha, 679 students benefitted in the 2018-19 financial year, 1192 students in the 2019-20 financial year. The number then increased to 1233 in the 2020-21 financial year and 1338 in the 2021-22 financial year.

This year, the state which had the highest number of beneficiaries was Uttar Pradesh with 325 students, followed by 120 students in Kerala, 114 in West Bengal , 97 in Bihar, and 96 students in Rajasthan . The states/UTs which had less than 10 benefitted students were Chandigarh (1), Arunachal Pradesh (3), Sikkim (6), Tripura (7), and Goa (9).

The data was released after a member of Lok Sabha, Kodikunnil Suresh, asked the Minister of Social Justice and Empowerment, whether the Government is aware of increased delay in stipends of the scholarship scheme meant to help MPhil and PhD scholars from Other Backward Class (OBC) groups in the year 2014 under the aegis of the Ministry of Social Justice and Empowerment.

Responding to this, Virendra Kumar claimed that the Scheme of National Fellowship for OBCs was introduced in the year 2014-15, and in 2022-23, stipend/fellowship has been released to all eligible beneficiaries by the end of 2022-23. “In order to ensure timely release, the system of Central Nodal Agency (CNA) has been adopted and the CNA ensures release of stipends /fellowship to scholars within the prescribed time limit. 1. introduction.

1.1 Doctoral Fellowships are awarded to selected Indian scholars, who are registered for Ph.D. in UGC recognized universities / deemed universities, institutes of national importance, ICSSR research institutes and colleges having approved Ph.D. programme with requisite infrastructure as defined by MoE / UGC to pursue and complete their doctoral research in any social science discipline.

1.2   The broad disciplines of study within the domain of social sciences identified by ICSSR are:​

Note : Support may also be provided to persons belonging to a discipline other than the ones mentioned above provided he/she is interested in and has in the opinion of the ICSSR the necessary competence to conduct research in social sciences or social aspects of other sciences. Projects that span across disciplinary boundaries also fall within the areas of the Council’s interests.

1.3 . Categories of Doctoral Fellowship

ICSSR is providing Doctoral Fellowships under its three ‘Centrally-Administered Doctoral Fellowship Schemes’ and ‘Institutional Doctoral Fellowship Scheme’ in accordance with the prescribed guidelines. In case of Centrally-Administered schemes, the fellowships are awarded and monitored directly by ICSSR and the concerned doctoral fellows are affiliated to a university or college. Under the Institutional Fellowship Scheme, the doctoral fellows are affiliated to and monitored by an ICSSR sponsored / recognized research institute. The scholar can avail anyone of the fellowships under the following categories:

A. Centrally Administered Full-Term Doctoral Fellowship

B. Institutional Full-Term Doctoral Fellowship (administered by the ICSSR research institutes)

C. Centrally Administered Short-Term Doctoral Fellowship

D. Centrally Administered Contingency Grant

2. Eligibility

A) Centrally Administered Full-Term Doctoral Fellowship

2.1 The candidate must have a confirmed Ph.D. registration (Research Advisory Committee (RAC) approved) at any of the institutions mentioned at 1.1. It includes the requirements of clearance of Research Entrance Test (RET); The Ph.D. topic must have been confirmed.

2.2 The candidate must not be more than 40 years of age on the last date of application. There shall be an age relaxation of 5 years for SC/ST/OBC-(NCL) candidates & Persons with benchmark disability (PWD).

2.3 The candidate must have secured a minimum 45% marks in Graduation and 55% in Post-Graduation or equivalent grades in any social science disciplines. Five per cent (5%) relaxation of marks will be given to SC/ST/ OBC-(NCL) candidates & Persons with benchmark Disability (PwD). The submission of marks sheets, particularly of Graduation and Post-Graduation are mandatory otherwise the candidate shall be considered as Not Eligible.

2.4 NET will carry weightage in the assessment of research proposal. But NET qualification is not mandatory for eligibility purposes. However, the submission of the NET Certificate is mandatory to secure weightage in assessment.

2.5 Candidates who have already availed UGC Junior Research Fellowship (JRF) / Rajiv Gandhi National Fellowship (RGNF) / Maulana Azad National Fellowship (MANF) / ICSSR / ICAR / CSIR / ICPR / ICMR / ICHR / Jawaharlal Nehru Memorial Foundation Fund Fellowship (JNMF) or any such major doctoral fellowship are not eligible to apply. Candidates drawing UGC Non-NET Fellowship are eligible.

B)   Institutional Full-Term Doctoral Fellowship

All the conditions of the Centrally Administered Doctoral Fellowship (2.1 to 2.5) shall apply to this category also and the fellowship shall be administered through the ICSSR research institutes.

C) Centrally Administered   Short-Term Fellowship

2.7 All the conditions of the Centrally Administered Doctoral Fellowship (2.1 to 2.5) shall apply and, in addition, the candidate should have completed at least two years of research work for Ph.D degree at any of the institutions mentioned at 1.1 above.

D) Centrally Administered   Contingency Grant

2.8 Under this scheme, a one-time grant is awarded to a registered Ph.D scholar at any of the institutions mentioned at 1.1 above, who is at an advanced stage of his/her research work. The candidate meeting all conditions of the Centrally Administered Doctoral Fellowship (2.1 to 2.5) is eligible to apply for Contingency Grant for the purposes of field trip, stationery and computer consumable related expenses.

3. How to Apply

3.1 Applications will be invited through open advertisement on ICSSR website and its social media platforms and should be received before the deadline mentioned in the advertisement.

3.2.1 The candidates shall submit an online application which includes the Research Proposal Format, namely, ‘Section IV: Details of Research Proposal’ given in the Application Form. The proposal must be submitted in the given proforma along with the attachments mentioned in the application form.

3.2.2 They are also required to submit the hard copies of their application and annexures, duly forwarded by the Competent Authorities of the affiliating university/college/institute, within 10 days of the prescribed last date of online submission.

3.2.3 In case, the hard copy of application is not received within 10 days of asking, the candidature of applicants shall be treated as withdrawn/cancelled.

3.3 The Research Proposal should be either in English or Hindi.

3.4 One applicant can apply only once under a particular Doctoral Fellowship scheme. However, he / she can apply separately for another scheme.

B. Institutional Doctoral Full-Term Fellowship

3.5 The applicants seeking consideration under Institutional Doctoral Fellowship scheme must apply at the respective ICSSR research institute against their Call for Applications for Institutional Doctoral Fellowship in the prescribed format along with the annexures within the given deadline.

3.6 The ICSSR research institutes are required to follow the guidelines of the ICSSR Centrally Administered Doctoral Fellowship. The institutes must send the applications of their short-listed candidates to ICSSR for evaluation by ICSSR Expert Committee(s) within the specified timeline.

C) Centrally Administered Short-Term Doctoral Fellowship 

D) Centrally Administered Contingency Grant

3.7 The Application procedure for both of the schemes mentioned at C and D above shall also be the same as per the conditions at Clauses 3.1 to 3.4

4. Procedure for Award

4.1 Applications are scrutinized and short-listed.

4.2 Expert Committee(s) give their assessment, in terms of grades and scores.  Based on the assessment of Expert Committee(s), subject-wise merit lists are prepared for award of fellowship with the approval of the competent authority.

4.3 In case ICSSR feels the need, it may invite any short-listed applicant for presentation before an Expert Committee of ICSSR.

4.4 The recommendations of the Expert Committee(s) are placed before the requisite Committee(s) of ICSSR for their consent / approval.

4.5 The Subject-wise merit lists of selected candidates of Centrally-Administered Doctoral Fellowships are placed on the ICSSR website, normally within four to six months.

4.6 Only the selected candidates and their affiliating universities are informed individually through Award letter.

B) Institutional Doctoral Full-Term Fellowship

4.7 The ICSSR research institutes are required to follow the rules of the ICSSR Centrally Administered Doctoral Fellowship. The institutes are required to send, within the specified timeline, the applications of their short-listed candidates to ICSSR for evaluation by ICSSR Expert Committee(s).

4.8 The institutes shall inform the selected candidates individually through their Award letters.

C) Centrally Administered Short-Term Doctoral Fellowship

4.9 The procedure of award of these fellowships shall be same as per the conditions at Clauses 4.1 to 4. 6

5. Duration and Value

5.1 The duration of the fellowship is strictly for two years or till the date of Ph.D submission at the university, whichever is earlier.

5.2 The value of the fellowship is Rs.20,000/- p.m. and contingency grant is Rs.20,000 /- p.a.

5.3 Doctoral Fellow should be a full-time bonafide Ph. D student at the affiliating university throughout the duration of fellowship tenure.

5.4 The duration and value of fellowship will be the same as mentioned under the Centrally Administered Full-Term Doctoral Fellowship. (5.1 to 5.3)

C) Short-Term Doctoral Fellowship

5.5 The duration of the Short-Term Doctoral Fellowship is strictly for six months or till the date of Ph.D. submission at the university, whichever is earlier.

5.6 The value of fellowship is Rs.20,000/- per month plus contingency grant of Rs.10,000 /- for the six-month duration of the Fellowship.

D) Contingency Grant

5.7 This scheme provides for a consolidated grant for meeting the contingency expenses of Ph.D., not exceeding Rs.62,500/-, that are incurred during the period of joining the fellowship and date of submission of thesis at the university.

6. Joining and Release of Fellowship

6.1 The scholar must join the fellowship within two weeks of the date of the award letter by submitting the prescribed documents to ICSSR.

6.2 The sanction of the fellowship will be issued initially for a period of one year, effective from the date of joining of the Fellowship. The renewal of the Fellowship for the subsequent year shall be subject to the receipt of satisfactory Annual Progress Report and Statement of Expenditure for the entire fellowship grant released for first year.

6.3 The first-year fellowship and contingency grant will be released in two equal instalments. The first instalment will be released after receiving the documents prescribed in the Award letter along with the Grant-in-aid-Bill (GIB) and Registration Mandate Form of PFMS Account of those affiliating / administering institutions, which have not linked their accounts to PFMS for ICSSR grant. The second instalment shall be released after receiving a satisfactory Six-Monthly Progress Report in the prescribed format along with Statement of Expenditure.

6.4 The second-year fellowship grant will be released in three instalments:

6.4.1 The first instalment of second year will be released on receiving the Grant-in-Aid Bill (GIB).

6.4.2 The second instalment will be released on receipt of satisfactory First Six-Monthly Progress report of the Second Year in the prescribed format along with Statement of Expenditure.

6.4.3 The third and final instalment will be released on receipt of a Thesis Submission Certificate issued by the Controller of Examination/Competent Authority of the University, a summary in 3000 to 4000 words along with the audited Statement of Accounts and Utilization Certificate for the admissible grant (in GFR 12A Form).

6.5 The Statement of Accounts and Utilization certificate should be signed by the Finance Officer / Registrar / Principal / Director in case the accounts of the institution are audited by the CAG/AG. Otherwise, they need to be signed both by the competent authority of the affiliating institution along with the chartered accountant.

6.6 The requisite documents at every stage should be submitted within the prescribed time frame.

6.7 Same as mentioned under the Centrally Administered Doctoral Fellowship. (6.1 to 6.6)

C) Centrally Administered Short-Term Doctoral Fellowship and

6.8 The Short-Term Fellowship and Contingency Grant are released in two instalments. The first instalment of upto 70% is released on receipt of the documents prescribed in the Award letter along with the grant-in-aid bill (GIB) and Registration Mandate Form of PFMS Account of concerned affiliating / administering institution. The second and final instalment of the admissible grant shall be released after receiving a Thesis Submission Certificate issued by the Controller of Examination/Competent Authority of the University, a summary in 3000 to 4000 words along with the audited Statement of Accounts with Utilization Certificate (in GFR-12A Form) for the admissible amount duly signed by the competent authority of the affiliating institution.

6.9 The Statement of Accounts and Utilization Certificate will be signed by the Finance Officer / Registrar / Director in case the accounts of the Institution are audited by the CAG/AG. Otherwise, they need to be signed by the competent authority of the affiliating institution along with a chartered accountant.

7. Monitoring of Fellowship

7.1. Regular monitoring of Fellowship is done on the basis of Six Monthly and Annual Progress Report in the prescribed format submitted by the scholar and duly forwarded by the supervisor.

7.2. The fellowship may be discontinued / terminated if research progress is found to be unsatisfactory or any ICSSR rules are violated or the research topic is changed without the permission of ICSSR.

7.3 The ICSSR may ask for annual presentation / mid-term appraisal of the research work.

7.4 In cases of delayed Progress Reports the scholar will be required to give the justification of the delay on which the final decision shall be taken by ICSSR. The scholar may be asked to furnish an Undertaking specifying the date of Ph.D. submission to ICSSR.

7.5 During the course of the fellowship, the scholars are required to publish at least two research papers in reputed journals preferably in SCOPUS / UGC CARE journals and / or edited books by reputed publishers, on the theme of the research undertaken and submit a copy of these to ICSSR.

7.6 The scholars must acknowledge ICSSR while getting their research paper published.

7.7. Same as mentioned under the Centrally Administered Doctoral Fellowship.

C) Centrally Administered Short-Term Doctoral Fellowship and D) Centrally-Administered Contingency Grant

7.8. The fellowship may be discontinued / terminated if any of the ICSSR rules are violated or the research topic is changed without the permission of ICSSR.

8. Completion of the Fellowship

A)   Centrally Administered Full-Term Doctoral Fellowship

8.1 If a fellow leaves the fellowship before its full-term, he/she has to inform ICSSR in advance.

8.1.1 The scholar shall be permitted to retain the grant released from date of Joining till the date of leaving / discontinuing the ICSSR fellowship subject to submission of the following:

(i) An updated Progress Report for the said period duly forwarded by the Supervisor.

(ii) An Undertaking to submit a Thesis Submission Certificate within a reasonable time on a Non-Judicial stamp paper of Rs. 100/- (in prescribed format).

(iii) Statement of Accounts and Utilization Certificate (in GFR-12 A form) for the admissible amount.

(iv) Refund of the unspent balance, if any, the payment may be made by sending a cheque/ DD in favour of ICSSR, New Delhi or through PFMS /RTGS.

8.1.2 In such cases, the ICSSR may consider to pay contingency grant subsequent to submission of thesis to ICSSR.

8.1.3 In other cases, the scholar can leave the fellowship by refunding the entire amount already released by the ICSSR.

8.1.4 The scholars leaving the fellowship before completion of their fellowship tenure without informing ICSSR shall be required to refund the entire amount of fellowship released with penalty/penal interest.

8.2 The fellows are required to submit a Ph D Thesis Submission Certificate issued by the Controller of Examinations/Competent Authority immediately after submission of the Ph D Thesis to the University for award of the Ph D Degree, failing which the fellow has to refund the amount of fellowship to the ICSSR.

8.3 If, as a special case, a scholar remains on leave due to maternity / medical / extra ordinary circumstances (not exceeding six months) with due approval by the ICSSR, the tenure of fellowship shall be deferred by that period but the total amount of fellowship sanctioned shall not exceed 24 months.

8.4 Again, as a special case, a scholar can avail a foreign fellowship and re-join ICSSR Fellowship on return with due approval by the ICSSR, the tenure of fellowship may be deferred by that period.

8. 5 After the thesis is submitted to the concerned university, the scholar must submit the following to ICSSR at the earliest within a year:

(i) A Ph D Thesis Submission Certificate issued by the Controller of Examinations/Competent Authority immediately after submission of the Ph D Thesis to the University for award of the Ph D Degree along with a copy of summary (in 3000 to 4000 words and research papers published.

(ii) The audited Statement of Account and Utilization Certificate (in GFR-12A Form) for the admissible grant as per clause 6.5 and 6.9.

8.6 ICSSR gets every report checked for plagiarism and the Similarity Report is also generated. As a policy, ICSSR does not accept contents beyond 10 percent on Similarity Index. Scholars are required to get their final report checked on their own for Similarity Index and attach a report of the same at the time of submission.

8.7. Same as mentioned under the Centrally Administered Full-Term Doctoral Fellowship including the conditions mentioned in the Clauses 8.1 to 8.6. Further, the concerned research institute must submit the Thesis Submission Certificate and other prescribed documents to ICSSR well in time.

8.8. Same as mentioned under the Centrally Administered Full-Term Doctoral Fellowship including the conditions mentioned in the Clauses 8.1 to 8.6.

9. Expectation from the Affiliating Institution  

9.1 The affiliating institution is required to provide the requisite research infrastructure to the scholar and maintain proper accounts.

9.2 The affiliating institution is required to give a Forwarding letter in the prescribed format contained in the Application Form to administer and manage the ICSSR fellowship grant.

9.3 The affiliating institution shall open / maintain a dedicated bank account for ICSSR grant (Scheme Code 0877) that is duly registered at PFMS portal for release of the Doctoral Fellowship Grant without any delay.

9.4 The affiliating institution is expected to immediately release the sanctioned fellowship grant released by ICSSR to the scholar.

9.5 The affiliating institution is expected to ensure a Thesis Submission Certificate and audited Statement of Accounts and Utilization Certificate with respect to admissible grant, (in the prescribed GFR- 12A) duly certified by the Competent authority including the refund of any unspent balance within one year.

9.6 In case a scholar leaves / discontinues his fellowship before completion of fellowship tenure, the affiliating institution shall inform ICSSR within 15 days and settle the accounts including the refund of any unspent balance within three months.

10. Other Conditions

10.1. The ICSSR will follow the ceiling imposed by the UGC on number of doctoral supervisions under a particular category of guide (Professor/Associate Professor/Assistant Professor).

10.2. The Doctoral Fellows must stay and work full time at the affiliating university / institute. However, they may go on field work with the express approval of their supervisor but for rest of the period, they must continue to work at the concerned university / institute and follow their rules.

10.3. The Fellow shall not accept or hold any appointment (paid or otherwise) or receive any emoluments, salary, stipend etc., from any other source during the tenure of the award of fellowship. However, a fellow may undertake teaching assignments of not more than six hours a week.

10.4 The tenure of fellowship is strictly for two years. Any extension can be granted under exceptional circumstances without any additional financial implications to ICSSR. The ICSSR reserves the right to determine exceptional circumstances.

10.5 The contingency grant may be utilized for books, stationery, computer consumable costs and field work expenses related to the research work.

10.6 The ICSSR reserves the first right to publish the Ph.D thesis funded by it, provided the work is recommended for publication by the ICSSR expert(s).

10.7 Defaulters of any previous ICSSR fellowship / project / grant will not be eligible for consideration until the applicant obtains the clearance from the concerned administrative division.

10.8. A fellow is not entitled for same type of fellowship more than once.

10.9 While accepting Doctoral fellowships from the ICSSR, a fellow should not accept job or any other fellowship from any other university / institute. However, ICSSR, shall encourage and support the ICSSR fellowship awardees getting prestigious foreign fellowships. Therefore, they shall be permitted to re-join their fellowships after their return from abroad as special cases, provided they had sought prior approvals.

10.10 During the tenure of fellowship, the fellow will be governed by the rules of the affiliating/ administering institution in all matters including drawls of TA, attendance, holidays/leave and contingency grant, etc.

10.11 The selected fellows are expected to do full-time research in India. They could, however, undertake data collection outside India, if warranted by the needs of the proposal. For this, they are required to apply separately for consideration under the Data Collection Scheme of the International Collaboration Division of ICSSR. However, ICSSR will not be bound to support such data collection from abroad and the decision of the ICSSR will be final. In either case, the completion of study should not be consequent upon such data collection support.

10.12 The scholar should not have been subjected to any disciplinary / legal action / proceedings/ financial penalties in his/her research career.

10.13 Application submitted against a Call will not be considered for the subsequent Calls on its own.

10.14 ICSSR reserves the right to reject any application without assigning any reason. It is also not responsible for any postal delay / loss.

10.15 Incomplete applications / applications not accompanied by its hard copy when asked by ICSSR shall not be considered for fellowship.

10.16 No queries regarding the awards will be entertained by the ICSSR secretariat until the final declaration of results which will be placed on ICSSR website.

10.17 The final authority for the interpretation of the guidelines or any such issue is vested with the ICSSR.

Research Proposal Format

The complete format for research proposal consisting of the following contents/sections is a part of the Application Form, namely, Section IV: Details of Research Proposal.

In all, the research proposal shall be in about 3,000 words comprising of the following sections:

i.   Title of the Research Proposal: The research proposal should have a clear, meaningful and confirmed topic reflecting the scope of the study.

ii. Abstract of the research proposal should be summarized (in about 300 words).

iii. Introduction: The introduction should clearly state the research problem to be investigated in the light of its theoretical and/or empirical context in the relevant area. The proposal should include a statement on the relevance of the study and the anticipated outcomes (in about 300 words).

iv.Review of Literature: (National and International): A Survey should have been undertaken involving at least 20 major research literature related to the theme of study under investigation and their list must be given in this section (in about 400 words).

v. Identification of Research Gaps:  The scholar should summarize the current status of research in the area and major findings, including the researcher’s own work in the area. Existing empirical findings may also be discussed. The overview should clearly demonstrate the inadequacies/ gaps in the existing findings or approaches and its relevance (in about 200-300 words). 

vi.   Objectives of the Study: The general aim of the study alongwith the specific objectives to be accomplished should be clearly stated while providing a rationale of the proposed study in the present context (in about 100-150 words).

vii. Research Questions or Hypotheses: Given the conceptual framework and the specification of dimension, the specific questions to be answered through the proposed research should be sharply formulated. In case of an explanatory research design, specification of variables and positing of relationship among them through specific hypotheses must form a part of the research proposal (in about 250-300 words).

viii. Research Methodology: The researcher must describe in detail (a) the scope and coverage of his/her study; and (b) approach and methodology with adequate justification to conduct the research. The details of the methodology may include research design, data to be collected and empirical and analytical methods to be used. The description of the methodology must be clearly linked to the aims of the research and the research questions/hypotheses of the study (in about 300 words).

ix.   Innovation/Pathbreaking aspect of the research: Here, the emphasis should be laid to spell out the innovativeness in approach and novel concepts that have been envisaged in the study (in about 150-200 words). 

x.    Proposed Outcomes of the Study:  A brief note on the proposed plan of publications, during the course of research and after its completion, must be provided, in that, the section should enlist the proposed outputs from the study in terms of publications in the form of research papers / articles in journals, particularly Scopus/ UGC’s Care-listed journals, books, monographs, etc.) (in about 150 words).

xi.   New Data to be Generated:  A note on deficiencies/inadequacies found in the existing data and description of the new data to be generated for the proposed research (in about 100 words).

xii. Expected Contribution of the Study: A concise note needs to be given on the significant contributions the research work is expected to make to the theory and methodology on the subject as well as its practical importance to the society and its implications for policy-making (in about 300 words).

xiii.  Duration of the Study with Quarterly Timelines: A note on the present stage of doctoral work, expected duration for the completion of the work. Timelines must be set for each successive quarter and its completion (in about 200 words).

OBC Scholarships 2024 - List of OBC Scholarships

The central and state government provides financial assistance to students by using various scholarship schemes. It helps meritorious students to complete their studies with the help of assistance provided by the government. Below, we have tabulated some of the best OBC 2024 scholarships for reference of students, check them out.

OBC Scholarship 2024 - National Fellowship for OBC

The NF-OBC scholarship is provided by the government of India to increase the opportunity for students of Other Backward Classes (OBCs). The National Fellowship for OBC scholarship helps students by providing them with financial support to pursue higher studies. The NF-OBC scholarship application is released in the month of October.

The NF-OBC provides a total number of 300 junior research fellowships and 300 senior research fellowships to OBC students. The rate of fellowship for the JRF level is Rs. 25000 per month and for SRF level, it is Rs 28000 per month.

NF-OBC scholarship Eligibility

Check the below-given eligibility criteria of the National Fellowship for OBC scholarship.

Students must pass the post-graduation examination.

Students who belong to the OBC category and are admitted to the M.Phil/Ph.D course are eligible.

After two years, if the research work of the student is satisfactory then the scholarship tenure will be extended.

Students who get NF-OBC scholarship will not be able to take advantage of any central/ state/ or UGC offerings.

NF-OBC 2024 Scholarship - Procedure

Students can fill the national fellowship OBC scholarship application online. They can check the official website of the UGC and look for the scholarship link. To complete the application, they need to enter personal information and details of postgraduate qualifications, research topics, institute details, supervisor and scholarship details etc.

UGC has its mechanism to prepare the merit list, the decision of UGC with awarding the fellowship shall be final. The disbursement of the scholarship amount will be done through the student bank smart card.

Merit Scholarship for OBC Students (Delhi)

It is a scheme launched by the state government of Delhi. The scheme aims primarily at students pursuing a degree and technical /professional courses. It provides some financial aid to students to complete their studies. The application for merit scholarships for OBC students is released in March of every year.

Group A: Degree course in medical/engineering/B.Sc. (Agri)/ Veterinary Science/Forensic Science/Higher Technical and professional studies (ii) Degree level course in Indian medicine B.A.M.S & comparable course in Ayurvedic, Unani/ Tibbia and Homeopathy system of Medicine. Degree courses and technical /professional and vocational

Hostellers Rs.1620/- per month for 12 Months

Day Scholar Rs.900/- per month for 12 Months.

PG courses in above and other technical and professional courses:

Hostellers Rs.1860/- per month for 12 Months.

Group B: Diploma level courses in Indian medicine B.A.M.S & comparable course in Ayurvedic, Unani/Tibbia and Homeopathy system of Medicine. Diploma level course in Engg. Merit Scholarship for OBC Students (Delhi) - Eligibility

Check the below-given eligibility criteria of the merit scholarship for OBC students pursuing professional and technical courses:

Students must be studying in the recognised Colleges/Professional/ Technical Institutions.

They need to score above 60% in the last academic year.

The family income should not be more than 2 lakh per annum for OBC students.

Students must be a resident of Delhi at least for the past three years.

Dr B.R. Ambedkar State Award to OBC Students, Delhi

The Dr. B.R. Ambedkar state award is given to students belonging to SC/ST/OBC/minorities. The OBC 2024 scholarship is given to the toppers of all professional/technical courses. Students can apply online for the scholarship. The application of scholarship for OBC students is released in March, every year.

ONGC Scholarship for OBC

The ONGC Scholarship to meritorious OBC students is provided to students studying in the Engineering, MBBS, MBA or Master in Geophysics/Geology programme. This OBC scholarship by ONGC also aids in providing financial support to students. ONGC reserves 50% seats for the girl students. Students can fill the ONGC OBC scholarship application online through the official website, ongcscholar.org.

ONGC Scholarship for OBC Students - Eligibility Criteria

Students who fulfil the eligibility criteria will be allowed to apply for the OBC scholarship by ONGC. Check the eligibility criteria given below:

OBC students studying in the first year of the graduation programme.

All students must be Indian citizens.

They should be enrolled in a full time course by AICTE/ MCI/UGC/Association of Indian Universities/State Education Boards/State Government/Central Government.

They need to have at least 60% marks in Class 12 Engineering/MBBS course and a minimum of 60% marks in graduation.

For PG courses the minimum grades are 6.0 in the 10 points scale of the grading system.

The family income of the students must be less than 2 lakh per annum.

The age of the student must not be more than 30 years as on October 16, 2023.

ONGC Scholarship - Selection Procedure

Students will be selected based on the aggregate marks in the qualifying examination prescribed for each eligible course of study. Students who score the same will be prioritised based on low income. Students from below-poverty line (BPL) families will be the top preference.

ONGC Scholarship Amount

Students who get selected for the OBC scholarship provided by ONGC will get Rs 48000 per annum. The amount will be deposited directly into the bank account of the student. The scholarship will be awarded till the end of the course.

PM YASASVI Central Sector Scheme of Top Class Education in Schools for OBC, EBC and DNT Students

The OBC scholarship aims to provide quality education to the students belonging to the OBC category. The PM YASASVI scholarship is one of the prominent scholarships for meritorious students. This scholarship is provided by the Ministry of Social Justice & Empowerment. It provides funds to students of Class 9 to 12 to complete their studies. The last to fill the application form is December 31, 2023.

PM YASASVI Central Sector Scheme - OBC Scholarship Eligibility

The annual family income should be less than 2.5 lakh.

Students who will get shortlisted for the PM YASASVI scholarship for OBC students will get financial assistance for tuition fees, hostel fees and other charges. The maximum amount provided is Rs 75,000 per annum for Class 9 and 10 students and Rs 1,25,000 per annum for Class 11 and 12 students.

This can be a dining table at a fancy restaurant, a parking slot, or even jobs and seats in educational institutions, especially in the case of India. Reservations were introduced in India to uplift the underprivileged. All of these categories include Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and Economic Backward Classes (EWS). In this section, we will discuss the reservation speech and discuss it thoroughly.

Reservation Distribution in India

The Indian government has given the underprivileged sections of reservations in education and jobs to uplift them. The table below highlights the reservation percentage for each Indian community.
