Updated Government Plan 2021-2024 published

The updated Government Plan 2021-2024 has been published in its final form to reflect the amendments adopted by the States Assembly in December 2020. 

The Government Plan outlines government priorities for the next four years, including how money will be spent and invested, and how Government can find efficiencies and modernise its services.  

The Government Plan 2021-2024 will deliver the Council of Minister’s Common Strategic priorities. Work included in this plan include:

  • Funding for a three-year education reform programme
  • Implementing the Jersey Care Model
  • Continuing work to make Jersey carbon neutral
  • Delivering a new hospital

Among the amendments included in the final version of the Government Plan were : the bringing forward of funding to set up a Public Services Ombudsman, the allocation of additional funds for the Care Leavers Package, and funding to contribute towards the running costs of Beresford Street Kitchen.

Departmental Operational Business Plans (Business Plans) for 2021 have also been published. These provide a detailed business plan for each Government department, translating the priorities of the Government Plan into actions and tasks for 2021 together with information on departmental service delivery and performance measures.  

Chief Minister, Senator John Le Fondré said: “Given the turbulent times we find ourselves in, it is more important than ever that the Government has a clear, agreed set of priorities, as well as a clear plan on how to achieve those priorities.  

“The publication of the Government Plan 2021-2024, and the Business Plans which support it, provide us with an ambitious scheme of work and the ‘roadmap’ on how to get there. I’d like to once again thank all the officers who have developed the Plan for their work, the Scrutiny Panel for their consideration and amendments, and States Members for their insight and support.”

The Departmental Operational Business Plans contained below are aligned to the Government Plan 2020 to 23 which was approved by the States Assembly. 

The Business Plans translate the activities set out in the Government Plan 2020 to 23 into actionable tasks and measurable activities, together with accompanying detail of a wider set of services and deliverables. They transform words into actions and measure the impact of actions on outcomes. 

The Business Plans are intended to set out a detailed business plan for the following year together with an outline of aims and objectives for the following three years. They are therefore aligned with the Government Plan cycle and provide accompanying detail of a wider set of services and deliverables to the Government Plan. The Business Plans will be updated annually.

The selected application will fund the reduction of greenhouse gas (GHG) emissions from gasoline and diesel fuel by deploying electric vehicle charging infrastructure for commercial zero-emission medium- and heavy-duty vehicles (ZE-MHDVs) traveling along the Interstate-95 freight corridor and adjacent roadways from Connecticut to Maryland. The project will provide technical assistance to support the development of charging sites, deliver training and provide support services to establish a skilled workforce, conduct meaningful community engagement, and enable planning by states and stakeholders along the corridor. The four-state coalition will collaborate to deploy infrastructure and conduct workforce development activities to accelerate the adoption of zero-emission trucks in the these states along one of the busiest highways in the country.

Based on information provided by the applicant, the selected project will deliver the following benefits to reduce GHGs and support communities 1 :

  • Develop approximately 20 freight truck charging infrastructure sites, including an estimated 148 ports suitable for overnight use, 164 fast charging ports, and 138 ultra-fast charging ports to advance the electrification of a national priority freight corridor and create a high-impact early deployment area for zero-emission freight.  
  • Leverage the U.S. Department of Energy-funded analyses to strategically deploy funding and build on a demonstrated history of leadership on ZE-MHDV deployment and multi-state collaboration amongst the coalition states. 
  • Implement a workforce development program to train 400 workers in the construction, operation, and maintenance of heavy-duty vehicles infrastructure.  
  • Create opportunities for low-income and disadvantaged community members to receive specialized workforce training with a direct path towards high-quality employment.
  • Drive transformative emissions reductions in a difficult-to-decarbonize sector and provide an example of success that can be replicated across the country.

Activities in the selected application reflect measures in  Connecticut's Department of Energy and Environmental Protection Priority Climate Action Plan (pdf)  (2.87 MB), the  Delaware Department of Natural Resources and Environmental Control Priority Climate Action Plan (pdf)  (1.27 MB), the  Maryland Department of the Environment Priority Climate Action Plan (pdf)  (3.3 MB), and the  New Jersey Department of Environmental Protection Priority Climate Action Plan (pdf)  (11.6 MB).

1   The emission reduction estimates, as well as the descriptions of measures and benefits, were summarized from information provided by the applicant. These estimates, along with the award amount, are subject to change.

EPA will award grants to selected applicants once they meet all legal and administrative requirements. As of July 2024, grants are expected to be awarded by the end of 2024.

'Painful' wake-up call: What's next for CrowdStrike, Microsoft after update causes outage?

It all started with a software update .

Microsoft’s “blue screen of death” upended government services and businesses across the country Friday, disrupting emergency call centers , banks, airlines and hospitals. 

While Microsoft said a faulty software update from U.S. cybersecurity firm CrowdStrike was responsible for the major IT outage, the incident brought attention to just how big of a market share both companies have in their respective sectors.

“When we use all the same vendors, then these sorts of things can become more pronounced when they do happen,” said Dominic Sellitto , clinical assistant professor of management science and systems at the University at Buffalo School of Management in New York.

Why did the CrowdStrike outage happen?

A statement from CrowdStrike said the outage was caused by a defect in a content update to its “Falcon" cybersecurity defense software for Windows hosts. 

Computers with Mac and Linux operating systems were not impacted, and CrowdStrike said the incident was not caused by a cyberattack.   

There's always the potential for bugs or errors when new software is launched, but most times they’re small enough the end user is generally unaware, according to Tim Ehrenkaufer, assistant professor of aeronautical science at Embry-Riddle Aeronautical University in Florida.

The nation was certainly aware Friday – the glitch disrupted everything from 911 call centers to the Starbucks mobile app. 

"As companies all over the world and governments and agencies and entities are reliant on single technology platforms, it does mean that these types of events are more and more and more painful," Sellitto of the University at Buffalo said.

CrowdStrike, Microsoft market share

CrowdStrike is advertised as being used by more than half of Fortune 500 companies. 

Meanwhile, Microsoft’s Windows is one of the most popular operating systems in the world, and the company provides an estimated 85% of the productivity software used by the federal government, according to statements from Rep. Bennie Thompson, D-Miss., during last month’s House Committee on Homeland Security. 

“The issue we're dealing with is that the world is complex and interdependent, and the fact is that the technology that we use is global,” said Scott White , an associate professor and director of the cybersecurity program and cyber academy at George Washington University in Washington, D.C. "We've become dependent on organizations like (Microsoft)."

Does Congress need to step in?

Within hours of the outage, some lawmakers and cybersecurity experts discussed whether Congress – or the Biden administration and the Department of Homeland Security – need to add more regulatory guardrails to make sure an outage of this magnitude doesn’t happen again.

Paul Rosenzweig, a former DHS deputy assistant secretary for policy, said the best response to Friday’s outage would be to require companies and governments to have redundant systems so they have a backup when their systems go down.

Asking companies to do that on their own would be prohibitively costly, Rosenzweig said, and few would do it. But it would be hard for Congress or the Biden administration to require them to without doing the same within the government, which would be time-consuming and astronomically expensive.

“It’s an interesting question,” said Rosenzweig, founder of Red Branch Consulting PLLC, a homeland security and cybersecurity consulting company. “The government can't mandate people diversifying if it won't do it itself ‒ and it's the biggest, if not certainly one of the biggest (Microsoft) clients."

But Rosenzweig also warned that Friday’s outage is likely to happen again, and possibly with more serious repercussions , so governments and the private sector need to be ready.

“They have to spend extra money” to build in better protection including backups, he said. “If companies aren't going to do that, this will happen again, either by accident like this time or by malicious action.”

Other cybersecurity experts believe the system works as it is, and that CrowdStrike bears full responsibility for the outage in ways that wouldn’t be helped by additional government intervention.

“This incident appears to be a severe failure of quality control, not a malicious act,” cybersecurity strategist and former FBI counterintelligence official Eric O’Neill said of Friday’s paralysis. “While there will be damages assessed, regulation is unnecessary; the market will drive customers to other vendors or reassure them about CrowdStrike.”

O’Neill did say, however, better regulation of cybersecurity investment and best practices is critical because the U.S. government “has reacted poorly in this crucial arena of critical infrastructure.”

“If the U.S. government needs to bail out CrowdStrike, which I believe is too big to fail, then taxpayers will bear the burden,” O’Neill said.

‘Critical infrastructure and international partners’

In recent years, DHS and its Cybersecurity and Infrastructure Security Agency have worked to build out a network of public and private sector partnerships to help it respond to such global incidents, in the belief that the government cannot do it alone.

Educating the private sector and cybersecurity firms on what to do – and not to do – is a critical component of that, whether the problem is a cyberattack or a faulty cybersecurity update, CISA Director Jen Easterly told USA TODAY in a 2022 interview.

To that end, CISA on Friday said it was “aware of the widespread outage affecting Microsoft Windows hosts due to an issue with a recent CrowdStrike update and is working closely with CrowdStrike and federal, state, local, tribal and territorial partners, as well as critical infrastructure and international partners to assess impacts and support remediation efforts.”

CISA also warned its network of public and private partners it observed hackers and other “threat actors taking advantage of this incident for phishing and other malicious activity.”

Where do companies go from here?

CrowdStrike and Microsoft business clients may consider alternate vendors after the global outage, but that's no solution to the crux of the issue, said Javad Abed, an expert in cybersecurity and data vulnerability and assistant professor at the Carey Business School at Johns Hopkins University in Baltimore.

"The CrowdStrike incident is a stark reminder that relying on a single cybersecurity tool, regardless of a vendor's reputation, creates a dangerous single point of failure," Abed said. "And implementing multiple layers with multiple vendors is crucial for business continuity and protecting critical operations."

This sort of outage can happen to any vendor or company, Abed said, but it is largely preventable, and one of the fundamental principles of cybersecurity is redundancy.

Having redundancies in the infrastructure may be costly in the beginning, but would be an investment in maintaining the trust between the businesses and their customers, Abed said. Companies should also rethink their testing and how they release updates, he says.

It's a wake-up call for cybersecurity companies to revise their procedures, Abed said.

Appeals Court Blocks Biden’s Student Loan Repayment Plan, Causing Uncertainty

Eight million borrowers who are enrolled in the plan, known as SAVE, are left in limbo after a series of rulings tied to two lawsuits brought by Republican-led states.

A federal appeals court temporarily blocked the Biden administration’s new student loan repayment plan, in a move that could unleash chaos for the eight million borrowers enrolled in the program.

The U.S. Court of Appeals for the Eight Circuit, based in St. Louis, granted a request by a group of Republican-led states for an administrative stay, which prevents the Biden administration from “implementing or acting pursuant to the final rule,” according to the court filing, which refers to the rule that created the SAVE program .

This ruling is just the latest in a series that have sprung from separate lawsuits brought by two groups of Republican-led states challenging the legality of the SAVE repayment plan, which ties monthly payments to a borrower’s income and household size. The program , which opened in August last year, is more generous than previous iterations of income-driven repayment plans and has generated zero-dollar payments for 4.5 million low-income borrowers.

“We are assessing the impacts of this ruling and will be in touch directly with borrowers with any impacts that affect them,” a spokesperson for the Education Department said.

Consumer advocates said they were anxiously awaiting how the U.S. Justice Department, along with the Education Department , will interpret the latest order and how it will affect borrowers.

“It really is important to highlight how unfair this is to borrowers — this is their financial lives, and they’re being tossed around,” said Persis Yu, deputy executive director of the Student Borrower Protection Center, an advocacy group.

Even before Thursday’s ruling, Biden administration officials had concluded that lawsuits attacking their policies around college affordability would remain close to inevitable.

“Every turn we take, whether that’s debt relief or making the payments more affordable so people don’t go into default, is going to be challenged,” Miguel A. Cardona, the education secretary, said during a visit to Clark Atlanta University on Wednesday.

The truth about Project 2025, Trump’s plan for America | Editorial

In the wake of the attempted assassination of Donald Trump, some on the right are claiming it’s off-limits to even suggest that his efforts to overturn the 2020 election, and his extreme visions for a second term, are a threat to our democracy.

But while political violence is deplorable in any form, we do need to be upfront about how the MAGA movement’s plans would subvert our democracy. And “Project 2025″ lays it all out, in black and white.

Trump is pretending that he has no idea what this plan is, or who’s behind it, as if this is the first he’s ever heard of the Heritage Foundation’s nearly 900-page roadmap for his possible second term. Instead, he is showcasing his party’s official platform.

But evidence shows that’s just another lie, from a man who’s told more than 30,000 of them, according to the Washington Post. Let’s take a closer look.

Start with the video of Trump cheering on this project from the moment it got off the ground. “Our country is going to hell…” he declared at a Heritage Foundation dinner in 2022. “This is a great group and they’re going to lay the groundwork and detail plans for exactly what our movement will do…when the American people give us a colossal mandate to save America. And that’s coming.”

This kind of talk scares normal voters, of course, so Trump is now falsely claiming that he knows “nothing about Project 2025,” and “I disagree with some of the things they’re saying,” which itself reveals the lie: He can’t make that judgement if he doesn’t know anything about it, right?

His claim to have “no idea who is behind it” is an obvious lie, too. At least 140 people who worked for him had a hand in this project, CNN found , including his top advisors during his first term, who are likely to serve in prominent posts if he wins again.

Trump’s agenda and Project 2025 have “tremendous” overlap , the leader of the Heritage Foundation, Kevin Roberts, confirms, and Trump’s attempt to distance himself from the project is “a political tactical decision.” Trump “is very bought in with this,” the director of Project 2025, Paul Dans, agrees. Trump’s own superPAC calls it “Trump’s Project2025.”

And in his first term, Trump “embraced nearly two-thirds of the policy recommendations” that the Heritage Foundation put forth, the group boasts. So, what’s in store for round two?

Project 2025 outlines deeply alarming plans to subvert the tradition of an independent FBI and Justice Department and allow Trump to use them to explicitly go after his critics, like Liz Cheney. He could unleash the federal government to punish his political enemies – which is why, in Trump’s own words, he is the apple of Vladimir Putin’s eye.

Trump’s attempts to disassociate himself from this plan aren’t very compelling, given that just this month, he amplified posts by users of Truth Social demanding “ televised military tribunals ” of his political enemies – whom he’s called “vermin” – and the jailing of Joe Biden, Kamala Harris, Mitch McConnell, Chuck Schumer and Mike Pence, among others.

How do you have a democracy like that? You don’t.

Which is why an incredible list of people who formerly worked with Trump have warned against re-electing him – among them, his vice president, secretary of defense, secretary of state, chief of staff, national security adviser, press secretary, communications director and attorney general. As Trump’s former White House communications director, Alyssa Farah Griffin, told ABC: “Fundamentally, a second Trump term could mean the end of American democracy as we know it, and I don’t say that lightly.”

Trump’s also preparing to fire tens of thousands of nonpartisan federal employees and install loyalists who agree with his extreme visions. Take his vow to cut funding to “any school that has a vaccine mandate” – polio, measles, etc. His campaign has claimed this is about COVID, but strikingly, Trump has refused to specify .

He could do this with a docile federal bureaucracy under Project 2025, putting thousands of children at risk. He could decide which medicines the government approves. Remember all those nonsense cures he promoted for COVID?

He could order the most sweeping mass deportations in history. Other highlights include: Abolishing the Department of Education, undoing programs to combat climate change, limiting the U.S. role in NATO, rescinding regulations that bar discrimination against gay people, accelerating production of nuclear weapons, and so on.

Trump understands his political vulnerability on the issue of abortion and has been hiding his true intentions, which are also revealed in Project 2025. His team wants to prosecute anyone who sends abortion pills through the mail, reverse the FDA’s approval of the abortion pill mifepristone and stop requiring hospitals that get federal funds to provide emergency, life-saving abortions.

Trump says it’s not true, but do you trust him? Remember, he once declared that women who have abortions should be punished. He appointed three Federalist Society-recommended justices to the Supreme Court who overturned Roe v. Wade . What matters, ultimately, are the people he empowers. How far will they go? We don’t know. And that’s the danger of Trump.

All of this gets lost in the noise, because we’re so used to his wild ravings. But this is about real policy, and real people, and the voters deserve to know.
