  • Elaborate on the details of your methodology to conduct your study, including the key sources, analytical approach, etc.

C. Review of Prior Studies and Literature

Your study background and significance are directly related to this section, which primarily offers a more deliberate review and synthesis of existing studies pertinent to your proposed research problem. This part aims to properly situate your proposed study within the bigger scheme of things of what is being investigated, while, at the same time, showing the innovation and originality of your proposed work (Abdulai & Owusu-Ansah, 2014).

Because a literature review often involves heavy information, it is important that this section is smartly structured to allow a reader to comprehend the major contentions that underlie your proposed research vis-a-vis those of other scholars. An effective way to do this is to separate the literature into major themes or conceptual strategies. This is a better approach instead of chronologically or methodically describing sets of studies one by one.

As there are many efficient ways in framing your review of existing related studies, many scholars are following the use of the “five Cs" in writing a literature review (Sudheesh et al., 2016):

Simply put, your research design and methods should be directly connected to the particular objectives of your research (Lyman & Keyes, 2019).

An effective way to frame your study design is by drawing good examples from your literature review. Emulate the good approaches used by other researchers. The purpose of this section is to reflect upon gaps or understudied topics of the existing literature and explain how your proposed research contributes to a new understanding of the research problem should the study be conducted as proposed.

G. Compliance with Ethical Principles

There is nothing fundamentally best or worst when it comes to the scientific writing style. It is just a standardized approach for presenting information that is tailored to facilitate communication. Different scholarly disciplines have diverse publication styles. So this section depends on the protocols set by the target institution or agency.

Nonetheless, it should be noted that fundamental ethical principles guide all scholarly research and writing. If you are observing APA conventions, ethical guidelines are meant to accomplish three objectives, namely, “to protect intellectual property rights, to protect the rights and welfare of research participants, and to ensure the accuracy of scientific knowledge" (APA, 2014, pp. 11).

Structure of a research proposal

A research proposal describes what you will investigate, why it’s important, and how you will conduct your research.

The format of a research proposal varies between fields, but most proposals will contain at least these elements:

Introduction

Literature review.

  • Research design

Reference list

While the sections may vary, the overall objective is always the same. A research proposal serves as a blueprint and guide for your research plan, helping you get organised and feel confident in the path forward you choose to take.

Academics often have to write research proposals to get funding for their projects. As a student, you might have to write a research proposal as part of a grad school application , or prior to starting your thesis or dissertation .

In addition to helping you figure out what your research can look like, a proposal can also serve to demonstrate why your project is worth pursuing to a funder, educational institution, or supervisor.

Research proposal length

The length of a research proposal can vary quite a bit. A bachelor’s or master’s thesis proposal can be just a few pages, while proposals for PhD dissertations or research funding are usually much longer and more detailed. Your supervisor can help you determine the best length for your work.

One trick to get started is to think of your proposal’s structure as a shorter version of your thesis or dissertation , only without the results , conclusion and discussion sections.

Writing a research proposal can be quite challenging, but a good starting point could be to look at some examples. We’ve included a few for you below.

Like your dissertation or thesis, the proposal will usually have a title page that includes:

  • The proposed title of your project
  • Your supervisor’s name
  • Your institution and department

The first part of your proposal is the initial pitch for your project. Make sure it succinctly explains what you want to do and why.

Your introduction should:

  • Introduce your topic
  • Give necessary background and context
  • Outline your  problem statement  and research questions

To guide your introduction , include information about:

  • Who could have an interest in the topic (e.g., scientists, policymakers)
  • How much is already known about the topic
  • What is missing from this current knowledge
  • What new insights your research will contribute
  • Why you believe this research is worth doing

As you get started, it’s important to demonstrate that you’re familiar with the most important research on your topic. A strong literature review  shows your reader that your project has a solid foundation in existing knowledge or theory. It also shows that you’re not simply repeating what other people have already done or said, but rather using existing research as a jumping-off point for your own.

In this section, share exactly how your project will contribute to ongoing conversations in the field by:

  • Comparing and contrasting the main theories, methods, and debates
  • Examining the strengths and weaknesses of different approaches
  • Explaining how will you build on, challenge, or synthesise prior scholarship

Following the literature review, restate your main  objectives . This brings the focus back to your own project. Next, your research design or methodology section will describe your overall approach, and the practical steps you will take to answer your research questions.

To finish your proposal on a strong note, explore the potential implications of your research for your field. Emphasise again what you aim to contribute and why it matters.

For example, your results might have implications for:

  • Improving best practices
  • Informing policymaking decisions
  • Strengthening a theory or model
  • Challenging popular or scientific beliefs
  • Creating a basis for future research

Some institutions or funders require a detailed timeline of the project, asking you to forecast what you will do at each stage and how long it may take. While not always required, be sure to check the requirements of your project.

If you are applying for research funding, chances are you will have to include a detailed budget. This shows your estimates of how much each part of your project will cost.

Make sure to check what type of costs the funding body will agree to cover. For each item, include:

  • Cost : exactly how much money do you need?
  • Justification : why is this cost necessary to complete the research?
  • Source : how did you calculate the amount?

To determine your budget, think about:

  • Travel costs : do you need to go somewhere to collect your data? How will you get there, and how much time will you need? What will you do there (e.g., interviews, archival research)?
  • Materials : do you need access to any tools or technologies?
  • Help : do you need to hire any research assistants for the project? What will they do, and how much will you pay them?

Once you’ve decided on your research objectives , you need to explain them in your paper, at the end of your problem statement.

Keep your research objectives clear and concise, and use appropriate verbs to accurately convey the work that you will carry out for each one.

A research aim is a broad statement indicating the general purpose of your research project. It should appear in your introduction at the end of your problem statement , before your research objectives.

Research objectives are more specific than your research aim. They indicate the specific ways you’ll address the overarching aim.

A PhD, which is short for philosophiae doctor (doctor of philosophy in Latin), is the highest university degree that can be obtained. In a PhD, students spend 3–5 years writing a dissertation , which aims to make a significant, original contribution to current knowledge.

A PhD is intended to prepare students for a career as a researcher, whether that be in academia, the public sector, or the private sector.

A master’s is a 1- or 2-year graduate degree that can prepare you for a variety of careers.

All master’s involve graduate-level coursework. Some are research-intensive and intend to prepare students for further study in a PhD; these usually require their students to write a master’s thesis . Others focus on professional training for a specific career.

Critical thinking refers to the ability to evaluate information and to be aware of biases or assumptions, including your own.

Like information literacy , it involves evaluating arguments, identifying and solving problems in an objective and systematic way, and clearly communicating your ideas.

If you’re in higher education, the term “research proposal” is something you’re likely to be familiar with. But what is it, exactly? You’ll normally come across the need to prepare a research proposal when you’re looking to secure Ph.D. funding.

When you’re trying to find someone to fund your Ph.D. research, a research proposal is essentially your “pitch.”

A research proposal is a concise and coherent summary of your proposed research.

You’ll need to set out the issues that are central to the topic area and how you intend to address them with your research. To do this, you’ll need to give the following:

  • an outline of the general area of study within which your research falls
  • an overview of how much is currently known about the topic
  • a literature review that covers the recent scholarly debate or conversation around the topic

Essentially, you are trying to persuade your institution that you and your project are worth investing their time and money into.

It is the opportunity for you to demonstrate that you have the aptitude for this level of research by showing that you can articulate complex ideas:

It also helps you to find the right supervisor to oversee your research. When you’re writing your research proposal, you should always have this in the back of your mind.

This is the document that potential supervisors will use in determining the legitimacy of your research and, consequently, whether they will invest in you or not. It is therefore incredibly important that you spend some time on getting it right.

Tip: While there may not always be length requirements for research proposals, you should strive to cover everything you need to in a concise way.

If your research proposal is for a bachelor’s or master’s degree, it may only be a few pages long. For a Ph.D., a proposal could be a pretty long document that spans a few dozen pages.

When you’re writing your proposal, keep in mind its purpose and why you’re writing it. It, therefore, needs to clearly explain the relevance of your research and its context with other discussions on the topic. You need to then explain what approach you will take and why it is feasible.

Generally, your structure should look something like this:

  • Introduction
  • Literature Review
  • Research Design
  • Implications

If you follow this structure, you’ll have a comprehensive and coherent proposal that looks and feels professional, without missing out on anything important. We’ll take a deep dive into each of these areas one by one next.

The title page might vary slightly per your area of study but, as a general point, your title page should contain the following:

  • The proposed title of your project
  • Your supervisor’s name
  • The name of your institution and your particular department

Tip: Keep in mind any departmental or institutional guidelines for a research proposal title page. Also, your supervisor may ask for specific details to be added to the page.

The introduction is crucial   to your research proposal as it is your first opportunity to hook the reader in. A good introduction section will introduce your project and its relevance to the field of study.

You’ll want to use this space to demonstrate that you have carefully thought about how to present your project as interesting, original, and important research. A good place to start is by introducing the context of your research problem.

Think about answering these questions:

  • What is it you want to research and why?
  • How does this research relate to the respective field?
  • How much is already known about this area?
  • Who might find this research interesting?
  • What are the key questions you aim to answer with your research?
  • What will the findings of this project add to the topic area?

Your introduction aims to set yourself off on a great footing and illustrate to the reader that you are an expert in your field and that your project has a solid foundation in existing knowledge and theory.

The literature review section answers the question who else is talking about your proposed research topic.

You want to demonstrate that your research will contribute to conversations around the topic and that it will sit happily amongst experts in the field.

There are lots of ways you can find relevant information for your literature review, including:

  • Research relevant academic sources such as books and journals to find similar conversations around the topic.
  • Read through abstracts and bibliographies of your academic sources to look for relevance and further additional resources without delving too deep into articles that are possibly not relevant to you.
  • Watch out for heavily-cited works . This should help you to identify authoritative work that you need to read and document.
  • Look for any research gaps , trends and patterns, common themes, debates, and contradictions.
  • Consider any seminal studies on the topic area as it is likely anticipated that you will address these in your research proposal.

This is where you get down to the real meat of your research proposal. It should be a discussion about the overall approach you plan on taking, and the practical steps you’ll follow in answering the research questions you’ve posed.

So what should you discuss here? Some of the key things you will need to discuss at this point are:

  • What form will your research take? Is it qualitative/quantitative/mixed? Will your research be primary or secondary?
  • What sources will you use? Who or what will you be studying as part of your research.
  • Document your research method. How are you practically going to carry out your research? What tools will you need? What procedures will you use?
  • Any practicality issues you foresee. Do you think there will be any obstacles to your anticipated timescale? What resources will you require in carrying out your research?

Your research design should also discuss the potential implications of your research. For example, are you looking to confirm an existing theory or develop a new one?

It is important to explain fully what you want the outcome of your research to look like and what you want to achieve by it. This will help those reading your research proposal to decide if it’s something the field  needs  and  wants,  and ultimately whether they will support you with it.

When you reach the end of your research proposal, you’ll have to compile a list of references for everything you’ve cited above. Ideally, you should keep track of everything from the beginning. Otherwise, this could be a mammoth and pretty laborious task to do.

Your project may also require you to have a timeline, depending on the budget you are requesting. If you need one, you should include it here and explain both the timeline and the budget you need, documenting what should be done at each stage of the research and how much of the budget this will use.

This is the final step, but not one to be missed. You should make sure that you edit and proofread your document so that you can be sure there are no mistakes.

A good idea is to have another person proofread the document for you so that you get a fresh pair of eyes on it. You can even have a professional proofreader do this for you.

This is an important document and you don’t want spelling or grammatical mistakes to get in the way of you and your reader.

The goal of a research proposal is twofold: to present and justify the need to study a research problem and to present the practical ways in which the proposed study should be conducted. The design elements and procedures for conducting research are governed by standards of the predominant discipline in which the problem resides, therefore, the guidelines for research proposals are more exacting and less formal than a general project proposal. How to Approach Writing a Research Proposal

Your professor may assign the task of writing a research proposal for the following reasons:

  • Develop your skills in thinking about and designing a comprehensive research study;
  • Learn how to conduct a comprehensive review of the literature to determine that the research problem has not been adequately addressed or has been answered ineffectively and, in so doing, become better at locating pertinent scholarship related to your topic;
  • Improve your general research and writing skills;
  • Practice identifying the logical steps that must be taken to accomplish one's research goals;
  • Critically review, examine, and consider the use of different methods for gathering and analyzing data related to the research problem; and,
  • Nurture a sense of inquisitiveness within yourself and to help see yourself as an active participant in the process of conducting scholarly research.

A proposal should contain all the key elements involved in designing a completed research study, with sufficient information that allows readers to assess the validity and usefulness of your proposed study. The only elements missing from a research proposal are the findings of the study and your analysis of those findings. Finally, an effective proposal is judged on the quality of your writing and, therefore, it is important that your proposal is coherent, clear, and compelling.

Regardless of the research problem you are investigating and the methodology you choose, all research proposals must address the following questions:

  • What do you plan to accomplish? Be clear and succinct in defining the research problem and what it is you are proposing to investigate.
  • Why do you want to do the research? In addition to detailing your research design, you also must conduct a thorough review of the literature and provide convincing evidence that it is a topic worthy of in-depth study. A successful research proposal must answer the "So What?" question.
  • How are you going to conduct the research? Be sure that what you propose is doable. If you're having difficulty formulating a research problem to propose investigating, go here for strategies in developing a problem to study.

Common Mistakes to Avoid

  • Failure to be concise . A research proposal must be focused and not be "all over the map" or diverge into unrelated tangents without a clear sense of purpose.
  • Failure to cite landmark works in your literature review . Proposals should be grounded in foundational research that lays a foundation for understanding the development and scope of the the topic and its relevance.
  • Failure to delimit the contextual scope of your research [e.g., time, place, people, etc.]. As with any research paper, your proposed study must inform the reader how and in what ways the study will frame the problem.
  • Failure to develop a coherent and persuasive argument for the proposed research . This is critical. In many workplace settings, the research proposal is a formal document intended to argue for why a study should be funded.
  • Sloppy or imprecise writing, or poor grammar . Although a research proposal does not represent a completed research study, there is still an expectation that it is well-written and follows the style and rules of good academic writing.
  • Too much detail on minor issues, but not enough detail on major issues . Your proposal should focus on only a few key research questions in order to support the argument that the research needs to be conducted. Minor issues, even if valid, can be mentioned but they should not dominate the overall narrative.

As with writing most college-level academic papers, research proposals are generally organized the same way throughout most social science disciplines. The text of proposals generally vary in length between ten and thirty-five pages, followed by the list of references. However, before you begin, read the assignment carefully and, if anything seems unclear, ask your professor whether there are any specific requirements for organizing and writing the proposal.

A good place to begin is to ask yourself a series of questions:

  • What do I want to study?
  • Why is the topic important?
  • How is it significant within the subject areas covered in my class?
  • What problems will it help solve?
  • How does it build upon [and hopefully go beyond] research already conducted on the topic?
  • What exactly should I plan to do, and can I get it done in the time available?

In general, a compelling research proposal should document your knowledge of the topic and demonstrate your enthusiasm for conducting the study. Approach it with the intention of leaving your readers feeling like, "Wow, that's an exciting idea and I can’t wait to see how it turns out!"

Most proposals should include the following sections:

I.  Introduction

In the real world of higher education, a research proposal is most often written by scholars seeking grant funding for a research project or it's the first step in getting approval to write a doctoral dissertation. Even if this is just a course assignment, treat your introduction as the initial pitch of an idea based on a thorough examination of the significance of a research problem. After reading the introduction, your readers should not only have an understanding of what you want to do, but they should also be able to gain a sense of your passion for the topic and to be excited about the study's possible outcomes. Note that most proposals do not include an abstract [summary] before the introduction.

Think about your introduction as a narrative written in two to four paragraphs that succinctly answers the following four questions :

  • What is the central research problem?
  • What is the topic of study related to that research problem?
  • What methods should be used to analyze the research problem?
  • Answer the "So What?" question by explaining why this is important research, what is its significance, and why should someone reading the proposal care about the outcomes of the proposed study?

II.  Background and Significance

This is where you explain the scope and context of your proposal and describe in detail why it's important. It can be melded into your introduction or you can create a separate section to help with the organization and narrative flow of your proposal. Approach writing this section with the thought that you can’t assume your readers will know as much about the research problem as you do. Note that this section is not an essay going over everything you have learned about the topic; instead, you must choose what is most relevant in explaining the aims of your research.

To that end, while there are no prescribed rules for establishing the significance of your proposed study, you should attempt to address some or all of the following:

  • State the research problem and give a more detailed explanation about the purpose of the study than what you stated in the introduction. This is particularly important if the problem is complex or multifaceted .
  • Present the rationale of your proposed study and clearly indicate why it is worth doing; be sure to answer the "So What? question [i.e., why should anyone care?].
  • Describe the major issues or problems examined by your research. This can be in the form of questions to be addressed. Be sure to note how your proposed study builds on previous assumptions about the research problem.
  • Explain the methods you plan to use for conducting your research. Clearly identify the key sources you intend to use and explain how they will contribute to your analysis of the topic.
  • Describe the boundaries of your proposed research in order to provide a clear focus. Where appropriate, state not only what you plan to study, but what aspects of the research problem will be excluded from the study.
  • If necessary, provide definitions of key concepts, theories, or terms.

III.  Literature Review

Connected to the background and significance of your study is a section of your proposal devoted to a more deliberate review and synthesis of prior studies related to the research problem under investigation . The purpose here is to place your project within the larger whole of what is currently being explored, while at the same time, demonstrating to your readers that your work is original and innovative. Think about what questions other researchers have asked, what methodological approaches they have used, and what is your understanding of their findings and, when stated, their recommendations. Also pay attention to any suggestions for further research.

Since a literature review is information dense, it is crucial that this section is intelligently structured to enable a reader to grasp the key arguments underpinning your proposed study in relation to the arguments put forth by other researchers. A good strategy is to break the literature into "conceptual categories" [themes] rather than systematically or chronologically describing groups of materials one at a time. Note that conceptual categories generally reveal themselves after you have read most of the pertinent literature on your topic so adding new categories is an on-going process of discovery as you review more studies. How do you know you've covered the key conceptual categories underlying the research literature? Generally, you can have confidence that all of the significant conceptual categories have been identified if you start to see repetition in the conclusions or recommendations that are being made.

NOTE: Do not shy away from challenging the conclusions made in prior research as a basis for supporting the need for your proposal. Assess what you believe is missing and state how previous research has failed to adequately examine the issue that your study addresses. To help frame your proposal's review of prior research, consider the "five C’s" of writing a literature review:

  • Cite , so as to keep the primary focus on the literature pertinent to your research problem.
  • Compare the various arguments, theories, methodologies, and findings expressed in the literature: what do the authors agree on? Who applies similar approaches to analyzing the research problem?
  • Contrast the various arguments, themes, methodologies, approaches, and controversies expressed in the literature: describe what are the major areas of disagreement, controversy, or debate among scholars?
  • Critique the literature: Which arguments are more persuasive, and why? Which approaches, findings, and methodologies seem most reliable, valid, or appropriate, and why? Pay attention to the verbs you use to describe what an author says/does [e.g., asserts, demonstrates, argues, etc.].
  • Connect the literature to your own area of research and investigation: how does your own work draw upon, depart from, synthesize, or add a new perspective to what has been said in the literature?

IV.  Research Design and Methods

This section must be well-written and logically organized because you are not actually doing the research, yet, your reader must have confidence that you have a plan worth pursuing . The reader will never have a study outcome from which to evaluate whether your methodological choices were the correct ones. Thus, the objective here is to convince the reader that your overall research design and proposed methods of analysis will correctly address the problem and that the methods will provide the means to effectively interpret the potential results. Your design and methods should be unmistakably tied to the specific aims of your study.

Describe the overall research design by building upon and drawing examples from your review of the literature. Consider not only methods that other researchers have used, but methods of data gathering that have not been used but perhaps could be. Be specific about the methodological approaches you plan to undertake to obtain information, the techniques you would use to analyze the data, and the tests of external validity to which you commit yourself [i.e., the trustworthiness by which you can generalize from your study to other people, places, events, and/or periods of time].

When describing the methods you will use, be sure to cover the following:

  • Specify the research process you will undertake and the way you will interpret the results obtained in relation to the research problem. Don't just describe what you intend to achieve from applying the methods you choose, but state how you will spend your time while applying these methods [e.g., coding text from interviews to find statements about the need to change school curriculum; running a regression to determine if there is a relationship between campaign advertising on social media sites and election outcomes in Europe ].
  • Keep in mind that the methodology is not just a list of tasks; it is a deliberate argument as to why techniques for gathering information add up to the best way to investigate the research problem. This is an important point because the mere listing of tasks to be performed does not demonstrate that, collectively, they effectively address the research problem. Be sure you clearly explain this.
  • Anticipate and acknowledge any potential barriers and pitfalls in carrying out your research design and explain how you plan to address them. No method applied to research in the social and behavioral sciences is perfect, so you need to describe where you believe challenges may exist in obtaining data or accessing information. It's always better to acknowledge this than to have it brought up by your professor!

V.  Preliminary Suppositions and Implications

Just because you don't have to actually conduct the study and analyze the results, doesn't mean you can skip talking about the analytical process and potential implications . The purpose of this section is to argue how and in what ways you believe your research will refine, revise, or extend existing knowledge in the subject area under investigation. Depending on the aims and objectives of your study, describe how the anticipated results will impact future scholarly research, theory, practice, forms of interventions, or policy making. Note that such discussions may have either substantive [a potential new policy], theoretical [a potential new understanding], or methodological [a potential new way of analyzing] significance.   When thinking about the potential implications of your study, ask the following questions:

  • What might the results mean in regards to challenging the theoretical framework and underlying assumptions that support the study?
  • What suggestions for subsequent research could arise from the potential outcomes of the study?
  • What will the results mean to practitioners in the natural settings of their workplace, organization, or community?
  • Will the results influence programs, methods, and/or forms of intervention?
  • How might the results contribute to the solution of social, economic, or other types of problems?
  • Will the results influence policy decisions?
  • In what way do individuals or groups benefit should your study be pursued?
  • What will be improved or changed as a result of the proposed research?
  • How will the results of the study be implemented and what innovations or transformative insights could emerge from the process of implementation?

NOTE:   This section should not delve into idle speculation, opinion, or be formulated on the basis of unclear evidence . The purpose is to reflect upon gaps or understudied areas of the current literature and describe how your proposed research contributes to a new understanding of the research problem should the study be implemented as designed.

ANOTHER NOTE : This section is also where you describe any potential limitations to your proposed study. While it is impossible to highlight all potential limitations because the study has yet to be conducted, you still must tell the reader where and in what form impediments may arise and how you plan to address them.

VI.  Conclusion

The conclusion reiterates the importance or significance of your proposal and provides a brief summary of the entire study . This section should be only one or two paragraphs long, emphasizing why the research problem is worth investigating, why your research study is unique, and how it should advance existing knowledge.

Someone reading this section should come away with an understanding of:

  • Why the study should be done;
  • The specific purpose of the study and the research questions it attempts to answer;
  • The decision for why the research design and methods used where chosen over other options;
  • The potential implications emerging from your proposed study of the research problem; and
  • A sense of how your study fits within the broader scholarship about the research problem.

VII.  Citations

As with any scholarly research paper, you must cite the sources you used . In a standard research proposal, this section can take two forms, so consult with your professor about which one is preferred.

  • References -- a list of only the sources you actually used in creating your proposal.
  • Bibliography -- a list of everything you used in creating your proposal, along with additional citations to any key sources relevant to understanding the research problem.

In either case, this section should testify to the fact that you did enough preparatory work to ensure the project will complement and not just duplicate the efforts of other researchers. It demonstrates to the reader that you have a thorough understanding of prior research on the topic.

Most proposal formats have you start a new page and use the heading "References" or "Bibliography" centered at the top of the page. Cited works should always use a standard format that follows the writing style advised by the discipline of your course [e.g., education=APA; history=Chicago] or that is preferred by your professor. This section normally does not count towards the total page length of your research proposal.

As you consider potential research questions, ask yourself whether they would be too hard or too easy to answer.

To determine your research question, review the freewriting you completed earlier. Skim through books, articles, and websites and list the questions you have. (You may wish to use the 5WH strategy to help you formulate questions. See Chapter 8 “The Writing Process: How Do I Begin?” for more information about 5WH questions.) Include simple, factual questions and more complex questions that would require analysis and interpretation. Determine your main question—the primary focus of your paper—and several subquestions that you will need to research to answer your main question.

Here are the research questions Jorge will use to focus his research. Notice that his main research question has no obvious, straightforward answer. Jorge will need to research his subquestions, which address narrower topics, to answer his main question.

Using the topic you selected in Note 11.24 “Exercise 2” , write your main research question and at least four to five subquestions. Check that your main research question is appropriately complex for your assignment.

Constructing a Working ThesIs

A working thesis concisely states a writer’s initial answer to the main research question. It does not merely state a fact or present a subjective opinion. Instead, it expresses a debatable idea or claim that you hope to prove through additional research. Your working thesis is called a working thesis for a reason—it is subject to change. As you learn more about your topic, you may change your thinking in light of your research findings. Let your working thesis serve as a guide to your research, but do not be afraid to modify it based on what you learn.

Jorge began his research with a strong point of view based on his preliminary writing and research. Read his working thesis statement, which presents the point he will argue. Notice how it states Jorge’s tentative answer to his research question.

One way to determine your working thesis is to consider how you would complete sentences such as I believe or My opinion is . However, keep in mind that academic writing generally does not use first-person pronouns. These statements are useful starting points, but formal research papers use an objective voice.

Write a working thesis statement that presents your preliminary answer to the research question you wrote in Note 11.27 “Exercise 3” . Check that your working thesis statement presents an idea or claim that could be supported or refuted by evidence from research.

How to write a research proposal?

Writing the proposal of a research work in the present era is a challenging task due to the constantly evolving trends in the qualitative research design and the need to incorporate medical advances into the methodology. The proposal is a detailed plan or ‘blueprint’ for the intended study, and once it is completed, the research project should flow smoothly. Even today, many of the proposals at post-graduate evaluation committees and application proposals for funding are substandard. A search was conducted with keywords such as research proposal, writing proposal and qualitative using search engines, namely, PubMed and Google Scholar, and an attempt has been made to provide broad guidelines for writing a scientifically appropriate research proposal.

INTRODUCTION

A clean, well-thought-out proposal forms the backbone for the research itself and hence becomes the most important step in the process of conduct of research.[ 1 ] The objective of preparing a research proposal would be to obtain approvals from various committees including ethics committee [details under ‘Research methodology II’ section [ Table 1 ] in this issue of IJA) and to request for grants. However, there are very few universally accepted guidelines for preparation of a good quality research proposal. A search was performed with keywords such as research proposal, funding, qualitative and writing proposals using search engines, namely, PubMed, Google Scholar and Scopus.

BASIC REQUIREMENTS OF A RESEARCH PROPOSAL

A proposal needs to show how your work fits into what is already known about the topic and what new paradigm will it add to the literature, while specifying the question that the research will answer, establishing its significance, and the implications of the answer.[ 2 ] The proposal must be capable of convincing the evaluation committee about the credibility, achievability, practicality and reproducibility (repeatability) of the research design.[ 3 ] Four categories of audience with different expectations may be present in the evaluation committees, namely academic colleagues, policy-makers, practitioners and lay audiences who evaluate the research proposal. Tips for preparation of a good research proposal include; ‘be practical, be persuasive, make broader links, aim for crystal clarity and plan before you write’. A researcher must be balanced, with a realistic understanding of what can be achieved. Being persuasive implies that researcher must be able to convince other researchers, research funding agencies, educational institutions and supervisors that the research is worth getting approval. The aim of the researcher should be clearly stated in simple language that describes the research in a way that non-specialists can comprehend, without use of jargons. The proposal must not only demonstrate that it is based on an intelligent understanding of the existing literature but also show that the writer has thought about the time needed to conduct each stage of the research.[ 4 , 5 ]

CONTENTS OF A RESEARCH PROPOSAL

The contents or formats of a research proposal vary depending on the requirements of evaluation committee and are generally provided by the evaluation committee or the institution.

In general, a cover page should contain the (i) title of the proposal, (ii) name and affiliation of the researcher (principal investigator) and co-investigators, (iii) institutional affiliation (degree of the investigator and the name of institution where the study will be performed), details of contact such as phone numbers, E-mail id's and lines for signatures of investigators.

The main contents of the proposal may be presented under the following headings: (i) introduction, (ii) review of literature, (iii) aims and objectives, (iv) research design and methods, (v) ethical considerations, (vi) budget, (vii) appendices and (viii) citations.[ 4 ]

Introduction

It is also sometimes termed as ‘need for study’ or ‘abstract’. Introduction is an initial pitch of an idea; it sets the scene and puts the research in context.[ 6 ] The introduction should be designed to create interest in the reader about the topic and proposal. It should convey to the reader, what you want to do, what necessitates the study and your passion for the topic.[ 7 ] Some questions that can be used to assess the significance of the study are: (i) Who has an interest in the domain of inquiry? (ii) What do we already know about the topic? (iii) What has not been answered adequately in previous research and practice? (iv) How will this research add to knowledge, practice and policy in this area? Some of the evaluation committees, expect the last two questions, elaborated under a separate heading of ‘background and significance’.[ 8 ] Introduction should also contain the hypothesis behind the research design. If hypothesis cannot be constructed, the line of inquiry to be used in the research must be indicated.

Review of literature

It refers to all sources of scientific evidence pertaining to the topic in interest. In the present era of digitalisation and easy accessibility, there is an enormous amount of relevant data available, making it a challenge for the researcher to include all of it in his/her review.[ 9 ] It is crucial to structure this section intelligently so that the reader can grasp the argument related to your study in relation to that of other researchers, while still demonstrating to your readers that your work is original and innovative. It is preferable to summarise each article in a paragraph, highlighting the details pertinent to the topic of interest. The progression of review can move from the more general to the more focused studies, or a historical progression can be used to develop the story, without making it exhaustive.[ 1 ] Literature should include supporting data, disagreements and controversies. Five ‘C's may be kept in mind while writing a literature review[ 10 ] [ Table 1 ].

Aims and objectives

The research purpose (or goal or aim) gives a broad indication of what the researcher wishes to achieve in the research. The hypothesis to be tested can be the aim of the study. The objectives related to parameters or tools used to achieve the aim are generally categorised as primary and secondary objectives.

Research design and method

The objective here is to convince the reader that the overall research design and methods of analysis will correctly address the research problem and to impress upon the reader that the methodology/sources chosen are appropriate for the specific topic. It should be unmistakably tied to the specific aims of your study.

In this section, the methods and sources used to conduct the research must be discussed, including specific references to sites, databases, key texts or authors that will be indispensable to the project. There should be specific mention about the methodological approaches to be undertaken to gather information, about the techniques to be used to analyse it and about the tests of external validity to which researcher is committed.[ 10 , 11 ]

The components of this section include the following:[ 4 ]

Population and sample

Population refers to all the elements (individuals, objects or substances) that meet certain criteria for inclusion in a given universe,[ 12 ] and sample refers to subset of population which meets the inclusion criteria for enrolment into the study. The inclusion and exclusion criteria should be clearly defined. The details pertaining to sample size are discussed in the article “Sample size calculation: Basic priniciples” published in this issue of IJA.

Data collection

The researcher is expected to give a detailed account of the methodology adopted for collection of data, which include the time frame required for the research. The methodology should be tested for its validity and ensure that, in pursuit of achieving the results, the participant's life is not jeopardised. The author should anticipate and acknowledge any potential barrier and pitfall in carrying out the research design and explain plans to address them, thereby avoiding lacunae due to incomplete data collection. If the researcher is planning to acquire data through interviews or questionnaires, copy of the questions used for the same should be attached as an annexure with the proposal.

Rigor (soundness of the research)

This addresses the strength of the research with respect to its neutrality, consistency and applicability. Rigor must be reflected throughout the proposal.

It refers to the robustness of a research method against bias. The author should convey the measures taken to avoid bias, viz. blinding and randomisation, in an elaborate way, thus ensuring that the result obtained from the adopted method is purely as chance and not influenced by other confounding variables.

Consistency

Consistency considers whether the findings will be consistent if the inquiry was replicated with the same participants and in a similar context. This can be achieved by adopting standard and universally accepted methods and scales.

Applicability

Applicability refers to the degree to which the findings can be applied to different contexts and groups.[ 13 ]

Data analysis

This section deals with the reduction and reconstruction of data and its analysis including sample size calculation. The researcher is expected to explain the steps adopted for coding and sorting the data obtained. Various tests to be used to analyse the data for its robustness, significance should be clearly stated. Author should also mention the names of statistician and suitable software which will be used in due course of data analysis and their contribution to data analysis and sample calculation.[ 9 ]

Ethical considerations

Medical research introduces special moral and ethical problems that are not usually encountered by other researchers during data collection, and hence, the researcher should take special care in ensuring that ethical standards are met. Ethical considerations refer to the protection of the participants' rights (right to self-determination, right to privacy, right to autonomy and confidentiality, right to fair treatment and right to protection from discomfort and harm), obtaining informed consent and the institutional review process (ethical approval). The researcher needs to provide adequate information on each of these aspects.

Informed consent needs to be obtained from the participants (details discussed in further chapters), as well as the research site and the relevant authorities.

When the researcher prepares a research budget, he/she should predict and cost all aspects of the research and then add an additional allowance for unpredictable disasters, delays and rising costs. All items in the budget should be justified.

Appendices are documents that support the proposal and application. The appendices will be specific for each proposal but documents that are usually required include informed consent form, supporting documents, questionnaires, measurement tools and patient information of the study in layman's language.

As with any scholarly research paper, you must cite the sources you used in composing your proposal. Although the words ‘references and bibliography’ are different, they are used interchangeably. It refers to all references cited in the research proposal.

Successful, qualitative research proposals should communicate the researcher's knowledge of the field and method and convey the emergent nature of the qualitative design. The proposal should follow a discernible logic from the introduction to presentation of the appendices.

For bachelor’s and master’s students, the quality of a research proposal often determines whether the master’s program= can be completed or not. For PhD students, a research proposal is often the first step to securing a university position. This step-by-step manual guides you through the main stages of proposal writing.

1. Find a topic for your research proposal

Writing a master’s thesis takes a minimum of several weeks. In the case of PhD dissertations, it takes years. That is a long time! You don’t want to be stuck with a topic that you don’t care about.

How to find a research topic? Start broadly: Which courses did you enjoy? What issues discussed during seminars or lectures did you like? What inspired you during your education? And which readings did you appreciate?

2. Develop your research idea

Once you pinpoint your general topic of interest, you need to develop your idea.

Remember that a good research proposal is not written in a day.

And third, don’t forget: a good proposal aims to establish a convincing framework that will guide your future research. Not to provide all the answers already. You need to show that you have a feasible idea.

3. Conduct a literature review for your research proposal

Look at what has been published in the last 5 years, not before. You don’t want to be outdated.

4. Define a research gap and research question

Asking yourself these questions helps you to formulate your research question. In your research question, be as specific as possible.

5. Establish a theoretical framework for your research proposal

It is not only accepted but often encouraged to make use of existing theories. Or maybe you can combine two different theories to establish your framework.

6. Specify an empirical focus for your research proposal

Maybe your empirical investigation will have geographic boundaries (like focusing on one city, or one country). Or maybe it focuses on one group of people (such as the elderly, CEOs, doctors, you name it).

7. Emphasise the scientific and societal relevance of your research proposal

Do the grandparent test: Explain what you want to do to your grandparents (or any other person for that matter). Explain why it matters. Do your grandparents understand what you say? If so, well done. If not, try again.

8. Develop a methodology in your research proposal

The methodology is a system of methods that you will use to implement your research. A methodology explains how you plan to answer your research question.

9. Illustrate your research timeline in your research proposal

Don’t underestimate the value of a good timeline. Inevitably throughout your thesis process, you will feel lost at some point. A good timeline will bring you back on track.

The importance of a well-written research proposal cannot be underestimated. Your research really is only as good as your proposal. A poorly written, or poorly conceived research proposal will doom even an otherwise worthy project. On the other hand, a well-written, high-quality proposal will increase your chances for success.

In this article, we’ll outline the basics of writing an effective scientific research proposal, including the differences between research proposals, grants and cover letters. We’ll also touch on common mistakes made when submitting research proposals, as well as a simple example or template that you can follow.

What is a scientific research proposal?

The main purpose of a scientific research proposal is to convince your audience that your project is worthwhile, and that you have the expertise and wherewithal to complete it. The elements of an effective research proposal mirror those of the research process itself, which we’ll outline below. Essentially, the research proposal should include enough information for the reader to determine if your proposed study is worth pursuing.

It is not an uncommon misunderstanding to think that a research proposal and a cover letter are the same things. However, they are different. The main difference between a research proposal vs cover letter content is distinct. Whereas the research proposal summarizes the proposal for future research, the cover letter connects you to the research, and how you are the right person to complete the proposed research.

There is also sometimes confusion around a research proposal vs grant application. Whereas a research proposal is a statement of intent, related to answering a research question, a grant application is a specific request for funding to complete the research proposed. Of course, there are elements of overlap between the two documents; it’s the purpose of the document that defines one or the other.

Scientific Research Proposal Format

Although there is no one way to write a scientific research proposal, there are specific guidelines. A lot depends on which journal you’re submitting your research proposal to, so you may need to follow their scientific research proposal template.

In general, however, there are fairly universal sections to every scientific research proposal. These include:

  • Title: Make sure the title of your proposal is descriptive and concise. Make it catch and informative at the same time, avoiding dry phrases like, “An investigation…” Your title should pique the interest of the reader.
  • Abstract: This is a brief (300-500 words) summary that includes the research question, your rationale for the study, and any applicable hypothesis. You should also include a brief description of your methodology, including procedures, samples, instruments, etc.
  • Introduction: The opening paragraph of your research proposal is, perhaps, the most important. Here you want to introduce the research problem in a creative way, and demonstrate your understanding of the need for the research. You want the reader to think that your proposed research is current, important and relevant.
  • Background: Include a brief history of the topic and link it to a contemporary context to show its relevance for today. Identify key researchers and institutions also looking at the problem
  • Literature Review: This is the section that may take the longest amount of time to assemble. Here you want to synthesize prior research, and place your proposed research into the larger picture of what’s been studied in the past. You want to show your reader that your work is original, and adds to the current knowledge.
  • Research Design and Methodology: This section should be very clearly and logically written and organized. You are letting your reader know that you know what you are going to do, and how. The reader should feel confident that you have the skills and knowledge needed to get the project done.
  • Preliminary Implications: Here you’ll be outlining how you anticipate your research will extend current knowledge in your field. You might also want to discuss how your findings will impact future research needs.
  • Conclusion: This section reinforces the significance and importance of your proposed research, and summarizes the entire proposal.
  • References/Citations: Of course, you need to include a full and accurate list of any and all sources you used to write your research proposal.

Common Mistakes in Writing a Scientific Research Project Proposal

Remember, the best research proposal can be rejected if it’s not well written or is ill-conceived. The most common mistakes made include:

  • Not providing the proper context for your research question or the problem
  • Failing to reference landmark/key studies
  • Losing focus of the research question or problem
  • Not accurately presenting contributions by other researchers and institutions
  • Incompletely developing a persuasive argument for the research that is being proposed
  • Misplaced attention on minor points and/or not enough detail on major issues
  • Sloppy, low-quality writing without effective logic and flow
  • Incorrect or lapses in references and citations, and/or references not in proper format
  • The proposal is too long – or too short

Scientific Research Proposal Example

There are countless examples that you can find for successful research proposals. In addition, you can also find examples of unsuccessful research proposals. Search for successful research proposals in your field, and even for your target journal, to get a good idea on what specifically your audience may be looking for.

While there’s no one example that will show you everything you need to know, looking at a few will give you a good idea of what you need to include in your own research proposal. Talk, also, to colleagues in your field, especially if you are a student or a new researcher. We can often learn from the mistakes of others. The more prepared and knowledgeable you are prior to writing your research proposal, the more likely you are to succeed.

A research proposal's purpose is to capture the evaluator's attention, demonstrate the study's potential benefits, and prove that it is a logical and consistent approach (Van Ekelenburg, 2010).  To ensure that your research proposal contains these elements, there are several aspects to include in your proposal (Al-Riyami, 2008):

  • Objective(s)
  • Variables (independent and dependent)
  • Research Question and/or hypothesis

Details about what to include in each element are included in the boxes below.  Depending on the topic of your study, some parts may not apply to your proposal.  You can also watch the video below for a brief overview about writing a successful research proposal.

Van Ekelenburg (2010) uses the PROSANA Model to guide researchers in developing rationale and justification for their research projects.  It is an acronym that connects the problem, solution, and benefits of a particular research project.  It is an easy way to remember the critical parts of a research proposal and how they relate to one another.  It includes the following letters (Van Ekelenburg, 2010):

  • Problem: Describing the main problem that the researcher is trying to solve.
  • Root causes: Describing what is causing the problem.  Why is the topic an issue?
  • fOcus: Narrowing down one of the underlying causes on which the researcher will focus for their research project.
  • Solutions: Listing potential solutions or approaches to fix to the problem.  There could be more than one.
  • Approach: Selecting the solution that the researcher will want to focus on.
  • Novelty: Describing how the solution will address or solve the problem.
  • Arguments: Explaining how the proposed solution will benefit the problem.

Research proposal titles should be concise and to the point, but informative.  The title of your proposal may be different from the title of your final research project, but that is completely normal!  Your findings may help you come up with a title that is more fitting for the final project.  Characteristics of good proposal titles are (Al-Riyami, 2008):

  • Catchy: It catches the reader's attention by peaking their interest.
  • Positive: It spins your project in a positive way towards the reader.
  • Transparent: It identifies the independent and dependent variables.

It is also common for proposal titles to be very similar to your research question, hypothesis, or thesis statement (Locke et al., 2007).

An abstract is a brief summary (about 300 words) of the study you are proposing.  It includes the following elements (Al-Riyami, 2008):

  • Your primary research question(s).
  • Hypothesis or main argument.
  • Method you will use to complete the study.  This may include the design, sample population, or measuring instruments that you plan to use.

The purpose of the introduction is to give readers background information about your topic.  it gives the readers a basic understanding of your topic so that they can further understand the significance of your proposal.  A good introduction will explain (Al-Riyami, 2008):

  • How it relates to other research done on the topic
  • Why your research is significant to the field
  • The relevance of your study

Your research objectives are the desired outcomes that you will achieve from the research project.  Depending on your research design, these may be generic or very specific.  You may also have more than one objective (Al-Riyami, 2008).

  • General objectives are what the research project will accomplish
  • Specific objectives relate to the research questions that the researcher aims to answer through the study.

Be careful not to have too many objectives in your proposal, as having too many can make your project lose focus.  Plus, it may not be possible to achieve several objectives in one study.

This section describes the different types of variables that you plan to have in your study and how you will measure them.  According to Al-Riyami (2008), there are four types of research variables:

  • Independent:  The person, object, or idea that is manipulated by the researcher.
  • Dependent:  The person, object, or idea whose changes are dependent upon the independent variable.  Typically, it is the item that the researcher is measuring for the study.
  • Confounding/Intervening:  Factors that may influence the effect of the independent variable on the dependent variable.  These include physical and mental barriers.  Not every study will have intervening variables, but they should be studied if applicable.
  • Background:   Factors that are relevant to the study's data and how it can be generalized.  Examples include demographic information such as age, sex, and ethnicity.

Your research proposal should describe each of your variables and how they relate to one another.  Depending on your study, you may not have all four types of variables present.  However, there will always be an independent and dependent variable.

A research question is the main piece of your research project because it explains what your study will discover to the reader.  It is the question that fuels the study, so it is important for it to be precise and unique.  You do not want it to be too broad, and it should identify a relationship between two variables (an independent and a dependent) (Al-Riyami, 2008).  There are six types of research questions (Academic Writer, n.d.):

  • Example: "Do people get nervous before speaking in front of an audience?"
  • Example: "What are the study habits of college freshmen at Tiffin University?"
  • Example: "What primary traits create a successful romantic relationship?"
  • Example: "Is there a relationship between a child's performance in school and their parents' socioeconomic status?"
  • Example: "Are high school seniors more motivated than high school freshmen?"
  • Example: "Do news media outlets impact a person's political opinions?"

If you know enough about your research topic that you believe a particular outcome may occur as a result of the study, you can include a hypothesis (thesis statement) in your proposal.  A hypothesis is a prediction that you believe will be the outcome of your study.  It explains what you think the relationship will be between the independent and dependent variable (Al-Riyami, 2008).  It is ok if the hypothesis in your proposal turns out to be incorrect, because it is only a prediction!  If you are writing a proposal in the humanities, you may be writing a thesis statement instead of a hypothesis.  A thesis presents the main argument of your research project and leads to corresponding evidence to support your argument.

Hypotheses vs. Theories

Hypotheses are different from theories in that theories represent general principles and sets of rules that explain different phenomena.  They typically represent large areas of study because they are applicable to anything in a particular field.  Hypotheses focus on specific areas within a field and are educated guesses, meaning that they have the potential to be proven wrong (Academic Writer, n.d.).  Because of this, hypotheses can also be formed from theories.

In a research proposal, you must thoroughly explain how you will conduct your study.  This includes things such as (Al-Riyami, 2008):

  • Research design:  What research approach will your study take?  Will it be quantitative or qualitative?
  • Research subjects/participants:  Who will be participating in your study?  Does your study require human participants?  How will you determine who to study?
  • Sample size:  How many participants will your study require?  If you are not using human participants, how much of the sample will you be studying?
  • Timeline:  A proposed list of the general tasks and events that you plan to complete the study.  This will include a time frame for each task/event and the order in which they will be completed.
  • Interventions:  If you plan on using anything on human participants for the study, you must include information it here.  This is especially important if you plan on using any substances on human subjects.

The purpose of a research proposal is to demonstrate a project’s viability and the researcher’s preparedness to conduct an academic study. It serves as a roadmap for the researcher.

The process holds value both externally (for accountability purposes and often as a requirement for a grant application) and intrinsic value (for helping the researcher to clarify the mechanics, purpose, and potential signficance of the study).

Key sections of a research proposal include: the title, abstract, introduction, literature review, research design and methods, timeline, budget, outcomes and implications, references, and appendix. Each is briefly explained below.

Research Proposal Sample Structure

Title: The title should present a concise and descriptive statement that clearly conveys the core idea of the research projects. Make it as specific as possible. The reader should immediately be able to grasp the core idea of the intended research project. Often, the title is left too vague and does not help give an understanding of what exactly the study looks at.

Abstract: Abstracts are usually around 250-300 words and provide an overview of what is to follow – including the research problem , objectives, methods, expected outcomes, and significance of the study. Use it as a roadmap and ensure that, if the abstract is the only thing someone reads, they’ll get a good fly-by of what will be discussed in the peice.

Introduction: Introductions are all about contextualization. They often set the background information with a statement of the problem. At the end of the introduction, the reader should understand what the rationale for the study truly is. I like to see the research questions or hypotheses included in the introduction and I like to get a good understanding of what the significance of the research will be. It’s often easiest to write the introduction last

Literature Review: The literature review dives deep into the existing literature on the topic, demosntrating your thorough understanding of the existing literature including themes, strengths, weaknesses, and gaps in the literature. It serves both to demonstrate your knowledge of the field and, to demonstrate how the proposed study will fit alongside the literature on the topic. A good literature review concludes by clearly demonstrating how your research will contribute something new and innovative to the conversation in the literature.

Research Design and Methods: This section needs to clearly demonstrate how the data will be gathered and analyzed in a systematic and academically sound manner. Here, you need to demonstrate that the conclusions of your research will be both valid and reliable. Common points discussed in the research design and methods section include highlighting the research paradigm, methodologies, intended population or sample to be studied, data collection techniques, and data analysis procedures . Toward the end of this section, you are encouraged to also address ethical considerations and limitations of the research process , but also to explain why you chose your research design and how you are mitigating the identified risks and limitations.

Timeline: Provide an outline of the anticipated timeline for the study. Break it down into its various stages (including data collection, data analysis, and report writing). The goal of this section is firstly to establish a reasonable breakdown of steps for you to follow and secondly to demonstrate to the assessors that your project is practicable and feasible.

Budget: Estimate the costs associated with the research project and include evidence for your estimations. Typical costs include staffing costs, equipment, travel, and data collection tools. When applying for a scholarship, the budget should demonstrate that you are being responsible with your expensive and that your funding application is reasonable.

Expected Outcomes and Implications: A discussion of the anticipated findings or results of the research, as well as the potential contributions to the existing knowledge, theory, or practice in the field. This section should also address the potential impact of the research on relevant stakeholders and any broader implications for policy or practice.

References: A complete list of all the sources cited in the research proposal, formatted according to the required citation style. This demonstrates the researcher’s familiarity with the relevant literature and ensures proper attribution of ideas and information.

Appendices (if applicable): Any additional materials, such as questionnaires, interview guides, or consent forms, that provide further information or support for the research proposal. These materials should be included as appendices at the end of the document.

A research design is a strategy for answering your   research question  using empirical data. Creating a research design means making decisions about:

  • Your overall research objectives and approach
  • Whether you’ll rely on primary research or secondary research
  • Your sampling methods or criteria for selecting subjects
  • Your data collection methods
  • The procedures you’ll follow to collect data
  • Your data analysis methods

A well-planned research design helps ensure that your methods match your research objectives and that you use the right kind of analysis for your data.

Before you can start designing your research, you should already have a clear idea of the research question you want to investigate.

There are many different ways you could go about answering this question. Your research design choices should be driven by your aims and priorities—start by thinking carefully about what you want to achieve.

The first choice you need to make is whether you’ll take a qualitative or quantitative approach.

Qualitative research designs tend to be more flexible and inductive , allowing you to adjust your approach based on what you find throughout the research process.

It’s also possible to use a mixed-methods design that integrates aspects of both approaches. By combining qualitative and quantitative insights, you can gain a more complete picture of the problem you’re studying and strengthen the credibility of your conclusions.

Practical and ethical considerations when designing research

As well as scientific considerations, you need to think practically when designing your research. If your research involves people or animals, you also need to consider research ethics .

  • How much time do you have to collect data and write up the research?
  • Will you be able to gain access to the data you need (e.g., by travelling to a specific location or contacting specific people)?
  • Do you have the necessary research skills (e.g., statistical analysis or interview techniques)?
  • Will you need ethical approval ?

Within both qualitative and quantitative approaches, there are several types of research design to choose from. Each type provides a framework for the overall shape of your research.

Types of quantitative research designs

Quantitative designs can be split into four main types.

  • Experimental and   quasi-experimental designs allow you to test cause-and-effect relationships
  • Descriptive and correlational designs allow you to measure variables and describe relationships between them.

With descriptive and correlational designs, you can get a clear picture of characteristics, trends and relationships as they exist in the real world. However, you can’t draw conclusions about cause and effect (because correlation doesn’t imply causation ).

Experiments are the strongest way to test cause-and-effect relationships without the risk of other variables influencing the results. However, their controlled conditions may not always reflect how things work in the real world. They’re often also more difficult and expensive to implement.

Types of qualitative research designs

Qualitative designs are less strictly defined. This approach is about gaining a rich, detailed understanding of a specific context or phenomenon, and you can often be more creative and flexible in designing your research.

The table below shows some common types of qualitative design. They often have similar approaches in terms of data collection, but focus on different aspects when analyzing the data.

Your research design should clearly define who or what your research will focus on, and how you’ll go about choosing your participants or subjects.

In research, a population is the entire group that you want to draw conclusions about, while a sample is the smaller group of individuals you’ll actually collect data from.

Defining the population

A population can be made up of anything you want to study—plants, animals, organizations, texts, countries, etc. In the social sciences, it most often refers to a group of people.

For example, will you focus on people from a specific demographic, region or background? Are you interested in people with a certain job or medical condition, or users of a particular product?

The more precisely you define your population, the easier it will be to gather a representative sample.

  • Sampling methods

Even with a narrowly defined population, it’s rarely possible to collect data from every individual. Instead, you’ll collect data from a sample.

To select a sample, there are two main approaches: probability sampling and non-probability sampling . The sampling method you use affects how confidently you can generalize your results to the population as a whole.

Probability sampling Non-probability sampling

Probability sampling is the most statistically valid option, but it’s often difficult to achieve unless you’re dealing with a very small and accessible population.

For practical reasons, many studies use non-probability sampling, but it’s important to be aware of the limitations and carefully consider potential biases. You should always make an effort to gather a sample that’s as representative as possible of the population.

Case selection in qualitative research

In some types of qualitative designs, sampling may not be relevant.

For example, in an ethnography or a case study , your aim is to deeply understand a specific context, not to generalize to a population. Instead of sampling, you may simply aim to collect as much data as possible about the context you are studying.

In these types of design, you still have to carefully consider your choice of case or community. You should have a clear rationale for why this particular case is suitable for answering your research question .

For example, you might choose a case study that reveals an unusual or neglected aspect of your research problem, or you might choose several very similar or very different cases in order to compare them.

Data collection methods are ways of directly measuring variables and gathering information. They allow you to gain first-hand knowledge and original insights into your research problem.

You can choose just one data collection method, or use several methods in the same study.

Survey methods

Surveys allow you to collect data about opinions, behaviors, experiences, and characteristics by asking people directly. There are two main survey methods to choose from: questionnaires and interviews .

Observational studies allow you to collect data unobtrusively, observing characteristics, behaviors or social interactions without relying on self-reporting.

Observations may be conducted in real time, taking notes as you observe, or you might make audiovisual recordings for later analysis. They can be qualitative or quantitative.

There are many other ways you might collect data depending on your field and topic.

If you’re not sure which methods will work best for your research design, try reading some papers in your field to see what kinds of data collection methods they used.

Secondary data

If you don’t have the time or resources to collect data from the population you’re interested in, you can also choose to use secondary data that other researchers already collected—for example, datasets from government surveys or previous studies on your topic.

With this raw data, you can do your own analysis to answer new research questions that weren’t addressed by the original study.

Using secondary data can expand the scope of your research, as you may be able to access much larger and more varied samples than you could collect yourself.

However, it also means you don’t have any control over which variables to measure or how to measure them, so the conclusions you can draw may be limited.

As well as deciding on your methods, you need to plan exactly how you’ll use these methods to collect data that’s consistent, accurate, and unbiased.

Planning systematic procedures is especially important in quantitative research, where you need to precisely define your variables and ensure your measurements are high in reliability and validity.

Operationalization

Some variables, like height or age, are easily measured. But often you’ll be dealing with more abstract concepts, like satisfaction, anxiety, or competence. Operationalization means turning these fuzzy ideas into measurable indicators.

If you’re using observations , which events or actions will you count?

If you’re using surveys , which questions will you ask and what range of responses will be offered?

You may also choose to use or adapt existing materials designed to measure the concept you’re interested in—for example, questionnaires or inventories whose reliability and validity has already been established.

For valid and reliable results, your measurement materials should be thoroughly researched and carefully designed. Plan your procedures to make sure you carry out the same steps in the same way for each participant.

If you’re developing a new questionnaire or other instrument to measure a specific concept, running a pilot study allows you to check its validity and reliability in advance.

Sampling procedures

As well as choosing an appropriate sampling method , you need a concrete plan for how you’ll actually contact and recruit your selected sample.

That means making decisions about things like:

  • How many participants do you need for an adequate sample size?
  • What inclusion and exclusion criteria will you use to identify eligible participants?
  • How will you contact your sample—by mail, online, by phone, or in person?

If you’re using a probability sampling method , it’s important that everyone who is randomly selected actually participates in the study. How will you ensure a high response rate?

If you’re using a non-probability method , how will you avoid research bias and ensure a representative sample?

Data management

It’s also important to create a data management plan for organizing and storing your data.

Will you need to transcribe interviews or perform data entry for observations? You should anonymize and safeguard any sensitive data, and make sure it’s backed up regularly.

Keeping your data well-organized will save time when it comes to analyzing it. It can also help other researchers validate and add to your findings (high replicability ).

On its own, raw data can’t answer your research question. The last step of designing your research is planning how you’ll analyze the data.

Quantitative data analysis

In quantitative research, you’ll most likely use some form of statistical analysis . With statistics, you can summarize your sample data, make estimates, and test hypotheses.

Using descriptive statistics , you can summarize your sample data in terms of:

  • The distribution of the data (e.g., the frequency of each score on a test)
  • The central tendency of the data (e.g., the mean to describe the average score)
  • The variability of the data (e.g., the standard deviation to describe how spread out the scores are)

The specific calculations you can do depend on the level of measurement of your variables.

Using inferential statistics , you can:

  • Make estimates about the population based on your sample data.
  • Test hypotheses about a relationship between variables.

Regression and correlation tests look for associations between two or more variables, while comparison tests (such as t tests and ANOVAs ) look for differences in the outcomes of different groups.

Your choice of statistical test depends on various aspects of your research design, including the types of variables you’re dealing with and the distribution of your data.

Qualitative data analysis

How to Approach Writing a Research Proposal

Your professor may assign the task of writing a research proposal for the following reasons:

  • Develop your skills in thinking about and designing a comprehensive research study.
  • Help learn how to conduct a comprehensive review of the literature to ensure a research problem has not already been answered [or you may determine the problem has been answered ineffectively] and, in so doing, become familiar with scholarship related to your topic.
  • Improve your general research and writing skills.
  • Practice identifying what logical steps must be taken to accomplish one's research goals.
  • Nurture a sense of inquisitiveness within yourself and to help see yourself as an active participant in the process of doing scholarly research.

A proposal should contain all the key elements involved in designing a complete research study, with sufficient information that allows readers to assess the validity and usefulness of your proposed study. The only elements missing from a research proposal are the results of the study and your analysis of those results. Finally, an effective proposal is judged on the quality of your writing. It is, therefore, important that your writing is coherent, clear, and compelling.

Regardless of the research problem you are investigating and the methodology you choose, all research proposals must address the following questions:

  • What do you plan to accomplish? Be clear and succient in defining the research problem and what it is you are proposing to research.
  • Why do you want to do it? In addition to detailing your research design, you also must conduct a thorough review of the literature and provide convincing evidence that it is a topic worthy of study. Be sure to answer the "So what? question.
  • How are you going to do it? Be sure that what you propose is doable.

Common Mistakes to Avoid

  • Failure to be concise; being "all over the map" without a clear sense of purpose.
  • Failure to cite landmark works in your literature review.
  • Failure to delimit the contextual boundaries of your research [e.g., time, place, people, etc.].

Structure and Writing Style

Beginning the Proposal Process

As with writing a traditional research paper, research proposals are generally organized the same way throughout the social sciences. Most proposals are between ten and fifteen pages in length. However, before you begin, read the assignment carefully and, if anything seems unclear, ask your professor whether there are any specific requirements for organizing and writing the proposal.

A good place to begin is to ask yourself a series of questions:

  • What do I want to study, and why?
  • How is it significant within the subject areas covered in my class?
  • What problems will it help solve?
  • How does it build upon [and hopefully go beyond] research already conducted on my topic?
  • What exactly should I plan to do, and can I get it done in the time available?

In the end, your research proposal should document your knowledge of the topic and highlight enthusiasm for conducting the study. Approach it with the intention of leaving your readers feeling like--"Wow, that's an exciting idea and I can’t wait to see how it turns out!"

In general your proposal should include the following sections:

I.  Introduction

In the real world of higher education, a research proposal is most often written by scholars seeking grant funding for a research project or it's the first step in getting approval to write your doctoral dissertation. Even if this is just a course assignment, treat your introduction as the initial pitch of an idea. After reading the introduction, your readers should not only have an understanding of what you want to do, but they should also be able to sense your passion for the topic and be excited about its possible outcomes.

Think about your introduction as a narrative written in one to three paragraphs that succinctly answers the following four questions :

  • What is the central research problem?
  • What is the topic of study related to that problem?
  • What methods should be used to analyze the research problem?
  • Why is this important research, and why should someone reading the proposal care about the outcomes from the study?

II.  Background and Significance

This section can be melded into your introduction or you can create a separate section to help with the organization and flow of your proposal. This is where you explain the context of your project and outline why it's important. Approach writing this section with the thought that you can’t assume your readers will know as much about the research problem as you do. Note that this section is not an essay going over everything you have learned about the research problem; instead, you must choose what is relevant to help explain your goals for the study.

To that end, while there are no hard and fast rules, you should attempt to deal with some or all of the following:

  • State the research problem and give a more detailed explanation about the purpose of the study than what you stated in the introduction.
  • Present the rationale of your proposed study and clearly indicate why it is worth doing. Answer the "So what? question [i.e., why should anyone care].
  • Describe the major issues or problems to be addressed by your research.
  • Explain how you plan to go about conducting your research. Clearly identify the key sources you intend to use and explain how they will contribute to the analysis of your topic.
  • Set the boundaries of your proposed research in order to provide a clear focus.
  • Provide definitions of key concepts or terms, if necessary.

III.  Literature Review

Connected to the background and significance of your study is a more deliberate review and synthesis of prior studies related to the research problem under investigation . The purpose here is to place your project within the larger whole of what is currently being explored, while demonstrating to your readers that your work is original and innovative. Think about what questions other researchers have asked, what methods they've used, and what is your understanding of their findings. Assess what you believe is still missing, and state how previous research has failed to examine the issue that your study addresses.

Since a literature review is information dense, it is crucial that this section is intelligently structured to enable a reader to grasp the key arguments underpinning your study in relation to that of other researchers. A good strategy is to break the literature into "conceptual categories" [themes] rather than systematically describing materials one at a time.

To help frame your proposal's literature review, here are the "five C’s" of writing a literature review:

  • Cite : keep the primary focus on the literature pertinent to your research problem.
  • Compare the various arguments, theories, methodologies, and findings expressed in the literature: what do the authors agree on? Who applies similar approaches to analyzing the research problem?
  • Contrast the various arguments, themes, methodologies, approaches and controversies expressed in the literature: what are the major areas of disagreement, controversy, or debate?
  • Critique the literature: Which arguments are more persuasive, and why? Which approaches, findings, methodologies seem most reliable, valid, or appropriate, and why? Pay attention to the verbs you use to describe what an author says/does [e.g., asserts, demonstrates, etc.] .
  • Connect the literature to your own area of research and investigation: how does your own work draw upon, depart from, or synthesize what has been said in the literature?

IV.  Research Design and Methods

This section must be well-written and logically organized because you are not actually doing the research . As a consequence, the reader will never have a study outcome from which to evaluate whether your methodological choices were the correct ones. The objective here is to ensure that the reader is convinced that your overall research design and methods of analysis will correctly address the research problem. Your design and methods should be absolutely and unmistakably tied to the specific aims of your study.

Describe the overall research design by building upon and drawing examples from your review of the literature. Be specific about the methodological approaches you plan to undertake to collect information, about the techniques you will use to analyze it, and about tests of external validity to which you commit yourself [i.e., the trustworthiness by which you can generalize from your study to other people, places or times].

When describing the methods you will use, be sure to cover these issues:

  • Specify the research operations you will undertake and the way you will interpret the results of these operations in relation to your research problem. Don't just describe what you intend to achieve from applying the methods you choose, but state how you will spend your time while doing it.
  • Keep in mind that a methodology is not just a list of research tasks; it is an argument as to why these tasks add up to the best way to investigate the research problem. This is an important point because the mere listing of tasks to perform does not demonstrate that they add up to the best feasible approach.
  • Be sure to anticipate and acknowledge any potential barriers and pitfalls in carrying out your research design and explain how you plan to get around them.

V.  Preliminary Suppositions and Implications

Just because you don't have to actually conduct the study and analyze the results, it doesn't mean that you can skip talking about the process and potential implications . The purpose of this section is to argue how and in what ways you believe your research will refine, revise, or extend existing knowledge in the subject area under investigation. Depending on the aims and objectives of your study, describe how the anticipated results of your study will impact future scholarly research, theory, practice, forms of interventions, or policy. Note that such discussions may have either substantive [a potential new policy], theoretical [a potential new understanding], or methodological [a potential new way of analyzing] significance.   When thinking about the potential implications of your study, ask the following questions:

  • What might the results mean in regards to the theoretical framework that frames the study?
  • What suggestions for subsequent research could arise from the potential outcomes of the study?
  • What will the results mean to practitioners in the "real world"?
  • Will the results influence programs, methods, and/or forms of intervention?
  • How might the results contribute to the solution of social, economic, or other types of problems?
  • Will the results influence policy decisions?
  • What will be improved or changed as a result of the proposed research?
  • How will the results of the study be implemented, and what innovations will come about?

VI.  Conclusion

The conclusion reiterates the importance or significance of your proposal and provides a brief recap of the entire study . This section should be only one or two paragraphs long, emphasizing why your research study is unique, why it advances knowledge, and why the research problem is worth investigating.

Someone reading this section should come away with an understanding of:

  • Why the study was done,
  • The specific purpose of the study and the research questions it attempted to answer,
  • The research design and methods used,
  • The potential implications emerging from your proposed study of the research problem, and
  • A sense of how your study fits within the broader scholarship about the research problem.

VII.  Citations

As with any scholarly research paper, you must cite the sources you used in composing your proposal. In a standard research proposal, this section can take two forms, so speak with your professor about which one is preferred.

  • References -- lists only the literature that you actually used or cited in your proposal.
  • Bibliography -- lists everything you used or cited in your proposal with additional citations of any key sources relevant to understanding the research problem.

In either case, this section should testify to the fact that you did enough preparatory work to make sure the project will complement and not duplicate the efforts of other researchers. Start a new page and use the heading "References" or "Bibliography" at the top of the page. Cited works should always use a standard format that follows the writing style advised by the discipline of your course [i.e., education=APA; history=Chicago, etc]. This section normally does not count towards the total length of your proposal.

MAGA media support Trump's “deranged” plan to use tariffs to replace income tax

Replacing income tax revenue with tariffs would be a huge lower-income and middle class tax increase

During a June 13 meeting with Republican elected officials on Capitol Hill, disgraced former president, convicted felon, and presumptive Republican presidential nominee Donald Trump reportedly floated a proposal for a second term that could involve replacing income taxes with tariffs ( taxes on imported goods ). Republican attendees later confirmed that Trump had proposed using tariffs (which increase costs for consumers) to cut or even replace income taxes.

Tax and economic policy experts from across the political spectrum criticized Trump's proposal, which could severely disrupt international commerce and the domestic economy while supplanting the United States' existing system of progressive income taxation with regressive consumption taxes.

Some in media blasted the idea as impossible and even “deranged,” pointing out that it would be impossible to replace income tax revenue with tariffs, with experts highlighting that the plan would amount to a huge tax increase for middle class and lower-income Americans. Yet, some in conservative media offered support for the unworkable idea.

Media outlets explain that trump’s idea just can’t work, experts from across the political spectrum explain how trump’s proposal would raise prices and taxes on the middle class and why it can’t replace the income tax, right-wing and fringe media endorse trump’s impossible idea.

Business-focused news organizations such as Bloomberg and even the conservative-leaning Wall Street Journal noted in their reporting of Trump’s idea that replacing income taxes with tariffs is simply unworkable. On cable news, MSNBC called out Trump’s idea as “bananas,” “deranged,” and devastating for working Americans.

  • Bloomberg: “Using tariff increases to offset income taxes is a tall order, because the US brings in much more money from levies on individuals than on imported products.” Bloomberg noted that “customs duties still make up just 2% of federal revenues — while the individual income tax made up almost half of federal receipts in 2023, according to the Office of Management and Budget.” Bloomberg further explained that “increasing tariffs to pay for even a modest tax cut would require a massive hike in import levies that would mean a big increase on consumer prices.” [Bloomberg, 6/13/24 ]
  • The Wall Street Journal: Trump’s idea of “replacing the entire income tax system with tariffs” is “an arithmetically challenged plan that would reverse more than 100 years of progressive taxation and is virtually assured to raise consumer prices.” The Wall Street Journal further explained that “Trump’s tariffs—or any tariffs—are almost certainly too small to replace the entire income tax. The U.S. imports less than $4 trillion of goods annually and it collects $2.5 trillion in individual income taxes, which means it would take tariff rates of 70% or higher to fill the void left by repealing income taxes. It depends, too, on how much demand for imported goods changes as tariffs rise.” [The Wall Street Journal, 6/14/24 ]
  • MSNBC’s Stephanie Ruhle: Trump’s policy pitch “was bananas.” One of her guests, CNBC senior analyst Ron Insana, replied that “it would launch a global trade war because you’d get retaliatory tariffs from every other country on the planet.” He added, “We import $3.8 trillion worth of goods. We take in $2.5 trillion in revenue from individual income taxes. So, do the math. You’d have to basically almost put 100% tariffs on all imported goods coming to the United States, which would exacerbate inflation, launch a global trade war, possibly spark a recession or worse.” [MSNBC, The 11th Hour with Stephanie Ruhle , 6/13/24 ]

CHRIS HAYES (HOST): Today, behind closed doors, outside of the view of cameras, Donald Trump proposed one of the most deranged policies I have ever heard. He told Republican lawmakers behind closed doors he wants to eliminate the income tax and replace it entirely with tariffs, effectively taking us back to the 19th century. This idea makes as much sense as ripping up the entire Interstate Highway System and replacing it with canals.

Economist Paul Krugman did some back of the envelope math and estimates the policy, quote, “would require an average tariff of 133%.” Not 10%. That is a 133% tax hike on all imported goods that would be passed on to consumers. A sales tax of 133%. It would cost Americans hundreds of millions of dollars. Former senior policy adviser to the National Economic Council Brendan Duke explained further, quote: “Another way to put Trump's latest incredibly unworkable idea. One—” get this, “It would raise taxes by $5,000 for a typical family,” if you’re a working person who buys stuff. “It would cut taxes for the average family in the top 0.1% by $1.5 million.”

This proposal would jack up everything, everywhere for normal people, crushing the average American's wallet, while giving the wealthiest folks who no longer have to pay an income tax and don't buy that much relative to their income, an enormous windfall. Millions and millions of dollars. This is the man who has a 50-50 shot of taking the White House, in large part because of the macroeconomic conditions that produced high inflation. And he is seriously, quite seriously and earnestly, currently running on the most insanely inflationary platform I’ve ever seen. Higher prices, higher taxes, for everyone. It would make what we’ve seen over the last few years look like nothing.

  • Senior fellow Kyle Pomerleau of the conservative American Enterprise Institute wrote: “Fundamentally unserious stuff. … The price of imports would rise, but so would the [dollar], leading to lower sales and income for exporters.” [MarketWatch, 6/13/24 ]
  • Committee for a Responsible Federal Budget senior vice president Marc Goldwein: “U.S. imports total ~$3.5 trillion per year, while total income tax revenue is about $3 trillion ($2.5t individual). You’d be well on the wrong side of the tariff Laffer Curve if you tried this.” Goldwein’s Laffer Curve comment reflects the hypothesis that setting high tariffs (as a tax) would end up reducing the economic activity it is taxing, thus reducing the amount of revenue.   • Tax Foundation senior economist and research director Erica York: “The individual income tax raises about $2 trillion annually on a tax base of personal income of roughly $15 trillion. Customs duties currently raise about $80 billion annually on imports of $3.4 trillion.” [MarketWatch, 6/13/24 ]
  • Former White House Council of Economic Advisers chief economist Ernie Tedeschi: “The most important takeaway from the last 48 hours of tax talk is that President Trump is seriously toying with a large, broad additional tariff as a central component of our tax system. Regardless of the specific rate, that means a substantially higher middle class tax burden.” [Twitter/X, 6/14/24 ]
  • Nobel prize-winning economist Paul Krugman: “My first-pass estimate” on Trump’s idea of replacing the income tax with tariffs “is that this would require an *average* tariff rate of 133 percent.” Krugman added: “So how is it that in the 19th century the federal government largely paid its way with tariffs? Because back then the government was much, much smaller. Believing that we can go back to those days is just ignorant.” [Twitter/X, 6/13/24 , 6/13/24 ]
  • Brendan Duke, senior director for economic policy at the Center for American Progress Action Fund wrote: “It shifts taxes from wealthy people to low- and middle-income people and people who buy groceries and people who go to Target.” In a thread posted on X, formerly known as Twitter, Duke also explained how Trump’s idea could have negative “effects on democracy and transparency” as well, including by potentially granting “tariff exemptions to supporters & people who give him money” and raising “tariffs on his supporters' foreign competitors,” which would “dovetail” with “the Trump/Project 2025 project of eliminating the bureaucracy's guardrails from political interference.” [The Wall Street Journal, 6/14/24 ; Twitter/X, 6/14/24 , 6/14/24 ]

  • Heritage Foundation economist and former Trump adviser Stephen Moore: Trump’s 10% earlier tariff proposal could instead pay for extending the Trump tax cuts, or the revenue could be dedicated to “lower[ing] the payroll tax—which deters work and hiring.” Moore's pivot to the payroll tax is telling, as it is the dedicated funding source for Social Security, a long-time target of right-wing devotees committed to altering and eventually eliminating the crucial benefit program for retirees. You'd be taxing people on their consumption rather than their investments and savings. So, it'd be rocket fuel for the economy if you could do it.” Moore concluded: “For the first 100 and almost 150 years of this country, we had no income tax and we funded most of our government through tariffs.   • On Fox Business, Moore retreated from humoring Trump’s idea as a replacement for the income tax: “This is a perfect example of where the left takes Trump literally and not seriously.” Moore watered down Trump’s idea, saying: “He wasn't saying we’re going to completely eliminate the income tax. What he meant to say is that with the tariff revenue that we bring in, if he does that 10% across-the-board tariff, we could use some of that money to reduce income taxes. You could maybe reduce the — you could probably get rid of the entire gift and estate and the death tax. You could maybe cut the capital gains tax. Maybe you could reduce the payroll tax on workers a little bit.” [Fox Business, Varney & Co. , 6/17/24 ]
  • Fox Business host and former Trump adviser Larry Kudlow admitted Trump’s tariff idea can’t replace individual income tax, but pushed it as a replacement for corporate taxes. On his show, Kudlow said “the numbers don’t work” to replace individual income taxes with tariffs before adding: “But the corporate income tax numbers work.” [Fox Business, Kudlow , 6/14/24 ]
  • Fox & Friends First co-host Todd Piro: “Could Trump get rid of the income tax?” Fox Business anchor Cheryl Casone replied, “I want to say that sounds good, but — OK, let me explain this. It sounds good.” She continued, “Former President Trump is now floating the idea of the U.S. eliminating income taxes, replacing it with tariffs on imported goods. He also says that tariffs could be negotiating leverage against bad actors out there.” Casone then suggested the idea was a way for Trump to get campaign financing from Wall Street, but did not say that the idea would be unworkable.   • Fox Business host Charles Payne: “It’s one of these things that … sounds nuts, that sounds far fetched. … Except if — most Americans don’t realize we didn’t always have an income tax.” Payne lamented the initial creation of the income tax structure a century ago, proclaiming “when government got bigger, it got hungrier for power” after the two World Wars. D.5 Neil Gehrels Swift Observatory General Investigator (GI) - Cycle 21 solicits proposals for basic research relevant to the Swift gamma-ray burst mission. The primary goal of this mission is to determine the origin of gamma-ray bursts (GRBs) and use these bursts to probe the early Universe. Two changes have been made to D.5 Swift GI : 1) A joint GI observing program with Imaging X-ray Polarimetry Explorer has been added and 2) all NuSTAR data acquired through the Swift GI Program will have a standard 6-month exclusive-use period, see Section 1.3.2. New text is in bold and deleted text is struck through. The proposal due date is unchanged: Phase-1 proposals are due by 4:30 p.m. Eastern time on September 26, 2024, via ARK/RPS.

In April 2019, David Ginsberg, a Meta executive, emailed his boss, Mark Zuckerberg, with a proposal to research and reduce loneliness and compulsive use on Instagram and Facebook.

In the email, Ginsberg noted that the company faced scrutiny for its products’ impacts “especially around areas of problematic use/addiction and teens”. He asked Zuckerberg for 24 engineers, researchers and other staff.

A week later, Susan Li, now the company’s chief financial officer, informed Ginsberg that the project was “not funded” because of staffing constraints. Adam Mosseri, Instagram’s head, ultimately declined to finance the project, too.

The email exchanges are just one slice of evidence cited among more than a dozen lawsuits filed since last year by the attorneys general of 45 states and the District of Columbia. The states accuse Meta of unfairly ensnaring teenagers and children on Instagram and Facebook while deceiving the public about the hazards. Using a coordinated legal approach, the attorneys general seek to compel Meta to bolster protections for minors.

A New York Times analysis of the states’ court filings – including roughly 1,400 pages of company documents and correspondence filed as evidence by the state of Tennessee – show how Zuckerberg and other Meta leaders repeatedly promoted the safety of the company’s platforms, playing down risks to young people, even as they rejected employee pleas to bolster youth guardrails and hire additional staff.

In interviews, the attorneys general of several states suing Meta said Zuckerberg had led his company to drive user engagement at the expense of child welfare.

“A lot of these decisions ultimately landed on Mr. Zuckerberg’s desk,” said Raúl Torrez, the attorney general of New Mexico. “He needs to be asked explicitly, and held to account explicitly, for the decisions that he’s made.”

The state lawsuits against Meta reflect mounting concerns that teenagers and children on social media can be sexually solicited, harassed, bullied, body-shamed and algorithmically induced into compulsive online use.

In a statement, Liza Crenshaw, a spokesperson for Meta, said the company was committed to youth well-being and had many teams and specialists devoted to youth experiences. She added that Meta had developed more than 50 youth safety tools and features, including limiting age-inappropriate content and restricting teenagers under 16 from receiving direct messages from people they didn’t follow.

“We want to reassure every parent that we have their interests at heart in the work we’re doing to help provide teens with safe experiences online,” Crenshaw said. The states’ legal complaints, she added, “mischaracterize our work using selective quotes and cherry-picked documents.”

Meta has long wrestled with how to attract and retain teenagers, who are a core part of the company’s growth strategy, internal company documents show.

Teenagers became a major focus for Zuckerberg as early as 2016, according to the Tennessee complaint, when the company was still known as Facebook and owned apps including Instagram and WhatsApp. That spring, an annual survey of young people by the investment bank Piper Jaffray reported that Snapchat, a disappearing-message app, had surpassed Instagram in popularity.

Later that year, Instagram introduced a similar disappearing photo- and video-sharing feature, Instagram Stories. Zuckerberg directed executives to focus on getting teenagers to spend more time on the company’s platforms, according to the Tennessee complaint.

The “overall company goal is total teen time spent,” wrote one employee, whose name is redacted, in an email to executives in November 2016, according to internal correspondence among the exhibits in the Tennessee case. Participating teams should increase the number of employees dedicated to projects for teenagers by at least 50%, the email added, noting that Meta already had more than a dozen researchers analyzing the youth market.

In April 2017, Kevin Systrom, Instagram’s CEO, emailed Zuckerberg asking for more staff to work on mitigating harms to users, according to the New Mexico complaint.

Zuckerberg replied that he would include Instagram in a plan to hire more staff, but he said Facebook faced “more extreme issues.” At the time, legislators were criticizing the company for having failed to hinder disinformation during the 2016 U.S. presidential campaign.

Meta said an Instagram team developed and introduced safety measures and experiences for young users. The company didn’t respond to a question about whether Zuckerberg had provided the additional staff.

In January 2018, Zuckerberg received a report estimating that 4 million children under age 13 were on Instagram, according to a lawsuit filed in federal court by 33 states.

Facebook’s and Instagram’s terms of use prohibit users under 13. But the company’s sign-up process for new accounts enabled children to easily lie about their age, according to the complaint. Meta’s practices violated a federal children’s online privacy law requiring certain online services to obtain parental consent before collecting personal data, like contact information, from children under 13, the states allege.

In March 2018, the Times reported that Cambridge Analytica, a voter profiling firm, had covertly harvested the personal data of millions of Facebook users. That set off more scrutiny of the company’s privacy practices, including those involving minors.

Zuckerberg testified the next month at a Senate hearing, “We don’t allow people under the age of 13 to use Facebook.”

Attorneys general from dozens of states disagree.

In its statement, Meta said Instagram had measures in place to remove underage accounts when the company identified them. Meta has said it has regularly removed hundreds of thousands of accounts that could not prove they met the company’s age requirements.

In 2021, Meta began planning for a new social app. It was to be aimed specifically at children and called Instagram Kids. In response, 44 attorneys general wrote a letter that May urging Zuckerberg to “abandon these plans.”

“Facebook has historically failed to protect the welfare of children on its platforms,” the letter said.

Meta subsequently paused plans for an Instagram Kids app.

By August, company efforts to protect users’ well-being work had become “increasingly urgent” for Meta, according to another email to Zuckerberg filed as an exhibit in the Tennessee case. Nick Clegg, now Meta’s head of global affairs, warned his boss of mounting concerns from regulators about the company’s impact on teenage mental health, including “potential legal action from state A.G.s.”

Describing Meta’s youth well-being efforts as “understaffed and fragmented,” Clegg requested funding for 45 employees, including 20 engineers.

In November 2021, Clegg, who had not heard back from Zuckerberg about his request for more staff, sent a follow-up email with a scaled-down proposal, according to Tennessee court filings. He asked for 32 employees, none of them engineers.

Li, the finance executive, responded a few days later, saying she would defer to Zuckerberg and suggested that the funding was unlikely, according to an internal email filed in the Tennessee case. Meta didn’t respond to a question about whether the request had been granted.

Last fall, the Match Group, which owns dating apps like Tinder and OKCupid, found that ads the company had placed on Meta’s platforms were running adjacent to “highly disturbing” violent and sexualized content, some of it involving children, according to the New Mexico complaint. Meta removed some of the posts flagged by Match, telling the dating giant that “violating content may not get caught a small percentage of the time,” the complaint said.

Dissatisfied with Meta’s response, Bernard Kim, the CEO of the Match Group, reached out to Zuckerberg by email with a warning, saying his company could not “turn a blind eye,” the complaint said.

Zuckerberg didn’t respond to Kim, according to the complaint.

Meta said the company had spent years building technology to combat child exploitation.

Last month, a judge denied Meta’s motion to dismiss the New Mexico lawsuit. But the court granted a request regarding Zuckerberg, who had been named as defendant, to drop him from the case. – The New York Times

New Large-Scale Renewable Energy Solicitation Announced To Deliver Clean Electricity Across The State

Final proposals for large-scale land-based renewable energy projects due in august 2024.

Governor Kathy Hochul today announced a new large-scale renewable energy solicitation to deliver clean electricity to New Yorkers. Building on New York’s 10-Point Action Plan , this solicitation seeks proposals for the development of new large-scale land-based renewable energy projects which are expected to spur billions of dollars in clean energy investments and create thousands of family-sustaining jobs in the State’s green economy. Today’s announcement supports progress toward achieving the State’s Climate Leadership and Community Protection Act goal to obtain 70 percent of New York’s electricity from renewable sources by 2030.

“New York is building a clean energy economy that will allow us to drastically lower emissions while creating thousands of new good-paying jobs, boosting billions of dollars in economic growth, and spurring an injection of private investment into our local communities," Governor Hochul said . “Once selected, these projects will help accelerate our mission to power our state with affordable, reliable, zero-emission electricity for the benefit of all New Yorkers.”

The competitive solicitation, administered by the New York State Energy Research and Development Authority (NYSERDA), is the latest in a planned series of procurements of land-based large scale renewable projects. As part of this solicitation, NYSERDA has included key provisions from the latest rounds of renewable energy procurements such as inflation indexing, labor provisions, stakeholder engagement requirements, new requirements emphasizing the importance of climate resiliency in project design, disadvantaged community commitments, agricultural land preservation, and related priorities to maintain the policy objectives introduced in prior solicitations to ensure an equitable energy transition. These elements are outlined within the solicitation documents and are designed to support the development and construction of numerous mature, late-stage renewable energy projects seeking to commence operation in the near term.

NYSERDA President and CEO Doreen M. Harris said , “By advancing land-based renewable energy projects, New York is expeditiously moving our state forward as a leader in the transition to reliable and clean energy. NYSERDA remains committed to strengthening our renewable energy pipeline and delivering increasing amounts of renewable electricity to further bolster our grid of the future.”

The process for submitting proposals into the land-based renewables solicitation will be conducted in two steps, with eligibility requirements due on July 15, 2024 , to confirm that interested projects are eligible to bid, and final proposals due on August 8, 2024 . Conditional award notifications to selected proposers are expected in September 2024.

Today’s announcement demonstrates the State’s commitment to expanding large-scale wind and solar projects and reduce our reliance on fossil fuels, helping to ensure a cleaner and healthier environment for future generations.”

New York State Department of Agriculture and Markets Commissioner Richard A. Ball said , “Today’s announcement of new large-scale renewable energy solicitation is a crucial step in New York’s transition to clean energy, which will preserve our natural resources and help New York meet its ambitious climate goals. With key provisions included for agricultural land preservation, NYSERDA’s 10-Point Plan will help the State provide a foundation for a greener economy while also ensuring we are protecting our farmland.”

New York State's Nation-Leading Climate Plan

New York State's climate agenda calls for an orderly and just transition that creates family-sustaining jobs, continues to foster a green economy across all sectors and ensures that at least 35 percent, with a goal of 40 percent, of the benefits of clean energy investments are directed to disadvantaged communities. Guided by some of the nation’s most aggressive climate and clean energy initiatives, New York is advancing a suite of efforts – including the New York Cap-and-Invest program (NYCI) and other complementary policies – to reduce greenhouse gas emissions 40 percent by 2030 and 85 percent by 2050 from 1990 levels. New York is also on a path to achieving a zero-emission electricity sector by 2040, including 70 percent renewable energy generation by 2030, and economywide carbon neutrality by mid-century. A cornerstone of this transition is New York's unprecedented clean energy investments, including more than $28 billion in 61 large-scale renewable and transmission projects across the State, $6.8 billion to reduce building emissions, $3.3 billion to scale up solar, nearly $3 billion for clean transportation initiatives and over $2 billion in NY Green Bank commitments. These and other investments are supporting more than 170,000 jobs in New York’s clean energy sector as of 2022 and over 3,000 percent growth in the distributed solar sector since 2011. To reduce greenhouse gas emissions and improve air quality, New York also adopted zero-emission vehicle regulations, including requiring all new passenger cars and light-duty trucks sold in the State be zero emission by 2035. Partnerships are continuing to advance New York’s climate action with more than 400 registered and more than 130 certified Climate Smart Communities, nearly 500 Clean Energy Communities, and the State’s largest community air monitoring initiative in 10 disadvantaged communities across the State to help target air pollution and combat climate change.
