Nepal: Province No. 1

Province No. 1, is one of the provinces established by the new constitution of Nepal which was adopted on 20 September 2015.

It is the most eastern region of Nepal which can be called Limbuwan, Kirata Kingdom, or Eastern Development Region. According to Census 2011, there are around 4.5 million people in the province, with a population density of 175.6 per square kilometer.

The Kiratas were the aborigines of the northeastern Himalayas. According to Baburam Acharya, they came to Nepal in about 700 BC and ruled over it. They were short and had robust bodies, broad cheeks, flat noses, thin whiskers, and dark eyes. They were well trained in the art of warfare and were very skillful archers. They were the ancestors of the present day Kiratas; Limbu, Yakha, Sunuwar, different types of Rais such as yongyang, sampang etc, Kulung, Thulung and Yellung.

Province No. 1 covers an area of 25,905 km2. The Province has a three-fold geographical division: Himalayan in the north, Hilly in the middle, and Terai in the southern part of Nepal varying between an altitude of 60 m and 8,848 m. The Himalayan region, in the north, consists of many mountain ranges. The highest mountain in the world, Mount Everest (8848 m); and the third highest mountain, Kangchenjunga (8598 m) also lie in this Province. Nepal’s lowest point, Kechana Kawal at 58 m, is located in the Jhapa district of this Province.

In the north summers are cool and winters severe, while in the south summers are tropical and winters are mild. Climatically, the southern belt of Province, the Terai, experiences warm and humid climate. Eastern Nepal receives approximately 2,500 millimeters of rain annually. Province no. 1 has five seasons: spring, summer, monsoon, autumn and winter.

Demographics

The Khas are the largest ethnicity with the native Rai and Limbu not far behind. Rajbanshi people are also native to Jhapa and Morang.

The Rai people live in the hills mostly west of the Arun river in districts like Bhojpur, Khotang, and also in Solukhumbu, Udayapur.

The Limbu people inhabit the hills east of the Arun river in districts like Taplejung, Pachthar, and Tehrathum. Both Rais and Limbus also live in Dhankuta, Ilam and Sankhuwasabha.

The Sherpa people in the mountains are mostly in Solukhumbu.

The Maithili people and Tharu people who are a minority live in the Terai regions of south Sunsari and Biratnagar and east Morang.

All ethnic groups can be found in the Terai districts of Morang, Sunsari, Jhapa, and Udayapur these districts are more populated and are denser than the hill districts. Tamang and Magar’s people are also minorities but who mostly live in Dhankuta, Udayapur, and Ilam and throughout the plains.

The majority of people follow Hinduism with Muslim communities, especially in Sunsari and Morang, Buddhism is also followed mostly by Tamang, Limbus, and other Hill people, and Christianity is also a growing religion attracting hundreds of people every year. Animist religion is also followed by some Kirati people.

It is mainly based on agriculture and tourism. Most people in Province No. 1 are engaged in farming and animal husbandry. Tea, paddy, maize, wheat, potato, millet, etc. are the main crop in this region.

Tea is the main crop in the hilly region. Bay leaf, cardamom, different fruits, and vegetables are also grown in this region. Chhurpi is a type of cheese also produce from the yak in some hilly and mountainous regions of Province No. 1.

Eastern Nepal is much more famous than others. It is one of the tourist places in Nepal. It has beautiful mountains, hills, rivers, valleys, and other famous places. It possesses many more beautiful places which are the possibility for tourism development. Every year many tourists visit this part for different purposes like; mountaineering, bungee jumping, rafting, paragliding, and other many facilities provided for tourists.

Transportation

All provinces of Nepal except Province No. 2 have difficult geographic features. Only three districts out of fourteen of Province No. 1 fall in terai and one district falls in inner terai. Other all districts have difficult features, so road networks are not well developed. There is no train facility. Only bus and air services are available.

Koshi: Province 1 finally becomes the last province to get its name

In the sixth year of its existence, Province 1 finally renamed itself Koshi on Wednesday to become the last of the seven provinces recognised after the implementation of the 2015 constitution.

An overwhelming majority of the Provincial Assembly last night endorsed a proposal of the Nepali Congress, CPN-UML and the CPN-Maoist Centre to name the province. When it was put to vote, 82 lawmakers cast in favour whereas only four were against it.

The assembly also rejected another proposal of the CPN-Unified Socialist and the Janata Samajbadi Party Nepal that wanted to name the province Kirat Limbuwan Sagarmatha.

In 2022, the assembly completed its first term without naming the province.

The  2015 constitution , introducing federalism, divided the country into seven provinces without naming them. Provincial legislative units formed after the first provincial assembly elections, conducted in 2017, were assigned to name the provinces. Accordingly, all six provinces had already been named, but Province 1 had failed.

Province No. 1

Province No. 1 is one of the seven federal provinces of Nepal and is located in the eastern part of the country. It borders Tibet to the north, the province of Gandaki to the west, and the province of Koshi to the south. The provincial capital is Biratnagar, which is also one of the largest cities in Nepal and an important industrial and commercial center. The province is characterized by its varied geography, which includes the mountainous terrain of the Himalayas, the rolling hills of the Siwalik Range, and the fertile plains of the Terai region. The major rivers that flow through the province are the Sapta Koshi and Tamur, which provide water for agriculture and hydropower production. Province 1 is still undecided about its name

The legislative assembly of Province 1 remains undecided on what to name the province even three years after its formation. On May 2, 2019, the provincial secretary had published a notice calling on the lawmakers to register the name and the capital of the province. More than a year since the notice was issued, the process of deciding the name and the capital of the province have barely moved forward.

Soon after assuming his office Chief Minister Sherdhan Rai had announced that his government would immediately propose a name for the province. He never delivered on his promise. Similarly, the ministers of the province had on more than one occasion specified the dates on which the province would be formally named. But none of their commitments materialised.

In the third session of the provincial assembly in May 2019, Biratnagar was designated as the permanent headquarters of Province 1 by a two-thirds majority of the provincial assembly. The fifth session of the provincial assembly had prioritised finalising the name of the province, but the matter remained unresolved throughout the session as well as the next, the sixth or the summer session, which ended in July 2019.

The parties in the provincial assembly then assured to decide the name of the province during the winter session that began on February 6 this year. But once again the issue could not be settled.

Chief Minister Rai says the parties are divided on what to call the province. “There is a risk that giving the province one name could hurt the sentiments of certain groups of the public. Since there are people of various castes, tribes and faiths in the province, we are planning to come up with a name that is accepted to all,” he said. “We are working towards finalising the name in the upcoming seventh session of the provincial assembly.”

Assembly Speaker Pradip Kumar Bhandari, said no agreement has been reached on the name of the province so far.

“Neither the parties nor the assembly members have arrived at a consensus,” he said.

Though various organisations representing different castes and religions have also been submitting memorandums to the Speaker recommending names for the province, it will be up to the legislative body to decide what to call the province.

The Nepal Communist Party has 67 seats in the 93-member provincial assembly and the Nepali Congress, the main opposition, has just 21 seats.

Likewise, the Samajbadi Party Nepal has three members while the Rastriya Prajatantra Party and the Sanghiya Loktantrik Rastriya Manch have a seat each. There is also one independent seat.

According to the constitution, a two-thirds majority of the provincial assembly should pass the name of the province. Although the ruling party has a two-thirds majority, the party lawmakers themselves are divided on the matter.

Umita Bishwakarma, an assembly member from the ruling party, said: “The lawmakers are divided on whether to name the province Kirant, Limbuwan, Khumbuwan, Koshi, Sagarmatha, Koshi-Kirant or Koshi-Sagarmatha.”

Kedar Karki, the chief whip of Nepali Congress, said, “The provincial government hasn’t been able to finalise the name of the province despite enjoying a two-thirds majority in the assembly. They should come to a consensus and decide on the name already.”

“The Nepali Congress has been urging the government to decide the name of the province from the onset of the winter session.”

Khinu Langba Limbu, a NCP lawmaker, said the province’s name should represent all castes and tribes. Rajendra Rai, another NCP assembly member, agrees with Limbu.

“The province should get a name that represents the identity of all castes and tribes living in the province.”

So far, only four of them have decided their names—Bagmati, Gandaki, Karnali and Sudurpaschim.

The remaining three provinces are still going by their numerical identities of 1, 2 and 5.

Annual policy and program presented in Province No.1

Provincial Chief of Province No. 1 Parashuram Khapung presented the annual policy and program for the fiscal year 2022/23 on behalf of the provincial government in today's meeting of the provincial assembly.

 He presented the annual policy and program in the Provincial Assembly as per Rule 35 (1) of the Provincial Assembly Rules, 2017 AD. Earlier, Chief Minister of Province No. 1 Rajendra Kumar Rai had handed over a book of policy and program to Khapung.

 Similarly, in the second meeting held today, on the order of Speaker Pradip Kumar Bhandari, Chief Minister Rai tabled a copy of the annual policy and program addressed by the Chief Minister in accordance with Rule 36 (1) of the Provincial Assembly Rules, 2017 AD.

 Speaker Bhandari's motion to the House has been passed unanimously. The next meeting of the state assembly will be held on May 10 at 1 p.m.

A.  Very short answer questions

1.  In which province there is more agricultural land? How it can contribute for the development?

Ans:- In province 2, there is no agricultural land. It can contribute for development by increasing per capita of people and GNI of nation.

2.  In which province, there is more land covered with snow? How can it contribute for the development?

Ans:- In province 4, there is more land covered with snow. It helps to generate electricity where it melts and flows in river and lakes. In this way, it helps in development.

3.  Which province has less area for grazing? What effects does kind of land have in the development? 

Ans:- Province 6 has less area for grazing. The kind of land area makes the destruction of biodiversity, causes flood, and decreases production of food crops which retards the development activities.

4.  Which province has less area of forest? What can we eat alternative?

Ans:- Province has less area of forest. We can establish industries and factories and increase the agricultural production.

5.  Mention any two physical features of province where you reside.

Ans:- Any two physical features of province where I reside are listed below:

i)  It has of tropical climatic condition with dense forests in North.

ii)  Its land area is 9,661sq.km and consists of 8 districts.

B. Short answer questions

1.  In which province has less number of industries? Mention the possibilities of development in that province? Prepare a list of suggestion.

Ans:- Province no.6 has less number of industries among all the seven provinces of Nepal. It covers mountain and hill regions in western part. 

The possibilities of development in that province are listed below:

i)  Importance of horse like Yarsagumba found in this province can be traded for good income.

ii)  From the rivers like Tila,Veri,Humla karnali, Mugla karnali there can be production of electricity and traded for income.

iii)  There is huge pasture land which can be beneficial for animal husbandry.

iv)  There is Rara and Shey-phoksundo lakes, Sey-Gumba, Karke Bihar etc. are better important religious sites. It can make better earning promoting these sites as tourism destination.

2.  List the problems and challenges in the development of Karnali province and suggest the ways to solve them.

Ans:- The problems and challenges in the development of Karnali province are listed below:

i)  This province is extended between hill and mountain region due to which it has less development of infrastructure.

ii)  Agriculture land is not enough in this region.

iii)  It has more irrigation projects than other province. So, to unlift the agriculture is challenge for this province.

iv)  It has more perennial rivers and production of hydroelectricity is challenge for this province.

The ways to solve above problems and challenges are listed below:

i)  Skilled manpower should be utilized and modern equipment’s should be develop to produce electricity from perennial rivers.

ii)  Step- farming should be increased to utilize irrigation projects or water should be supplied to other province to earn income.

3.  Compare between the possibilities of development of province 2 and province 7 in four points.

Ans:- The comparison between the possibilities of development of province 2 and province 7 in four points are listed below:

4.  Prepare an article on the topic “population and geography can be used for boon for development”. Covering the concept of your province.
