முடா விவகாரம்|“சித்தராமையா மீது நடவடிக்கைஎடுக்க தடையில்லை” நீதிமன்ற உத்தரவால் சூடான கர்நாடக அரசியல்!

சித்தராமையா

மைசூருவில் மாற்று நிலம் ஒதுக்குவதில் பெரிய அளவிலான ஊழலில் மைசூரு நகர வளா்ச்சி ஆணையம் (முடா) ஈடுபட்டுள்ளதாக சமீபத்தில் செய்தி வெளியாகி இருந்தது. முதல்வா் சித்தராமையாவின் மனைவி பாா்வதிக்கும் மாற்று நிலம் ஒதுக்கியதாகக் குற்றச்சாட்டு எழுந்தது. அதாவது, மைசூர் நகர்புற மேம்பாட்டு ஆணையம் (Mysuru Urban Development Authority (MUDA) ), சித்தராமையாவின் மனைவி பார்வதிக்கு சொந்தமான 3.16 ஏக்கர் வளர்ச்சியடையாத நிலத்தை எடுத்துக்கொண்டு நன்கு வளர்ச்சியடைந்த நகர்ப் பகுதியில் 38,284 சதுர அடி நிலத்தை வழங்கியது. இந்த இடம் முறைகேடாக வழங்கப்பட்டுள்ளதாகவும், இதனால், அரசுக்கு 4,000 கோடி ரூபாய் இழப்பு என்றும் பாஜக உள்ளிட்ட எதிர்க்கட்சிகள் குற்றம்சாட்டுகின்றன.

இந்த முடா முறைகேடு குறித்து, முதல்வர் சித்தராமையா மீது விசாரணை நடத்த அம்மாநில ஆளுநர் தாவர் சந்த் கெலாட்டிடம் புகார் அளிக்கப்பட்டது. அதன்பேரில் முதல்வர் மீது வழக்குத் தொடர ஆளுநர் அனுமதி அளித்தார். ஆளுநரின் ஒப்புதலுக்கு எதிராக சித்தராமையா, கர்நாடக உயர்நீதிமன்றத்தில் மனு தாக்கல் செய்தார். கடந்த ஆகஸ்ட் 19ஆம் தேதி இந்த வழக்கு முதல்முறையாக விசாரணைக்கு வந்தது.

விசாரணையில் சித்தராமையா மீது நடவடிக்கை எடுக்க இடைக்காலத் தடை விதித்து நீதிமன்றம் உத்தரவிட்டது. கர்நாடக உயர்நீதிமன்றம் இந்த வழக்கை விசாரிக்கும்வரை எந்த நடவடிக்கையும் எடுக்கக்கூடாது என்று கூறியது. தொடர்ந்து வழக்கின் இன்றைய விசாரணையில் சித்தராமையா மீது நடவடிக்கை எடுக்கத் தடை இல்லை என்று நீதிபதி நாக பிரசன்னா உத்தரவிட்டு சித்தராமையாவின் மனுவை தள்ளுபடி செய்தார்.

மேலும், ஆளுநர் தாவர்சந்த் கெலாட்டின் செயல்பாடுகளில் எந்த தவறும் இல்லை என தெரிவித்த நீதிபதி, விசாரணைக்கு அனுமதி அளித்தது அவரது தனிப்பட்ட முடிவு என்பதால் அதற்கு அமைச்சரவையின் ஒப்புதல் தேவையில்லை என்றும் கூறினார்.

இதையடுத்து, முதல்வர் சித்தராமையாவின் வீட்டிற்கு துணை முதல்வர் டி.கே. சிவகுமார் மற்றும் அமைச்சர்கள் சென்று ஆலோசனை நடத்தினர். மேலும் நீதிமன்ற உத்தரவினால் அசம்பாவிதம் ஏதும் நடைபெறாமல் இருக்க, முன்னெச்சரிக்கை நடவடிக்கையாக கர்நாடக முதல்வர் சித்தராமையாவின் வீட்டின் முன்பாக காவல்துறையினர் குவிக்கப்பட்டுள்ளனர். மறுபுறம், சித்தராமையா உடனடியாக தனது முதல்வர் பதவியை ராஜினாமா செய்ய வேண்டும் என பாஜகவினர் வலியுறுத்தி வருகின்றனர். தவிர, மத்திய அமைச்சர் பிரகலாத் ஜோஷி, முடா ஊழல் வழக்கு குறித்து சிபிஐ விசாரணை வேண்டும் என்று கோரிக்கை விடுத்துள்ளார். இது கர்நாடக காங்கிரஸ் அரசுக்கு அழுத்தத்தை ஏற்படுத்தியுள்ளது.

இந்த நிலையில் இவ்விவகாரம் குறித்து முதல்வர் சித்தராமையா, “நீதிமன்றத்தின் மீது எனக்கு நம்பிக்கை உள்ளது. உண்மை வெளிவரும். எனக்கு ஆதரவாக கட்சியினர் அனைவரும் உள்ளனர். பாஜக மற்றும் ஜேடிஎஸ் கட்சிகள் எனக்கு எதிராக அரசியல் பழிவாங்கும் நடவடிக்கையில் இறங்கியுள்ளன. சட்டத்தின்கீழ் இதுபோன்ற விசாரணை அனுமதிக்கப்படுகிறதா, இல்லையா என்பது குறித்து நிபுணர்களுடன் ஆலோசனை நடத்துவேன். விசாரணை 17Aஇன்கீழ் ரத்து செய்யப்படும் என்று நான் நம்புகிறேன். ஏழை, ஒடுக்கப்பட்ட மக்களுக்காக நான் செயல்படுத்திய திட்டங்களை எதிர்த்த தலைவர்கள்தான் (இன்று) என்னை ராஜினாமா செய்யச் சொல்கிறார்கள்” எனத் தெரிவித்துள்ளார்.

இந்த விவகாரத்தில், சித்தராமையாவின் அமைச்சரவை சகாக்களான பிரியங்க் கார்கே மற்றும் ராமலிங்க ரெட்டி ஆகியோர் ஆதரவு தெரிவித்திருப்பதுடன், ”சித்தராமையா ராஜினாமா செய்ய வேண்டிய அவசியம் இல்லை. அவர், 100 சதவீதம் தூய்மையான முதல்வர்” எனத் தெரிவித்துள்ளனர். அதுபோல் மாநில துணை முதல்வர் டி.கே.சிவகுமாரும், அவருக்கு ஆதரவாக நிற்போம் என உறுதியளித்துள்ளார்.

ಕರ್ನಾಟಕ ಎಂಬ ಹೆಸರು ಅಧಿಕೃತಗೊಳ್ಳುವುದಕ್ಕೂ ಮುನ್ನ ಮೈಸೂರು ಹಾಗೂ ಕೊಡಗು ರಾಜ್ಯ ಕೂಡಾ ಸಿಎಂಗಳನ್ನು ಕಂಡಿದೆ. 1947ರಲ್ಲಿ ಮೈಸೂರು ರಾಜ್ಯಕ್ಕೆ ಕೆ ಚೆಂಗಲರಾಯ ರೆಡ್ಡಿ ಅವರು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದರು. ನಂತರ ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯ ಹಾಗೂ ಕಡಿದಾಳ್ ಮಂಜಪ್ಪ ಅವರು ಸಿಎಂ ಆಗಿದ್ದರು. ಕೊಡಗು ರಾಜ್ಯಕ್ಕೆ ಪೂಣಚ 1952ರಲ್ಲಿ ಸಿಎಂ ಆಗಿದ್ದರು.

How Karnataka was born

Professor Rajendra Chenni’s treatise on the historical processes that led to the formation of the state of Karnataka was published in 2023, exactly 50 years after the name of the Kannada-speaking province of Mysore was changed to Karnataka by Chief Minister D. Devraj Urs to reflect popular sentiment. This “golden jubilee” was marked effusively on November 1, which is recognised as Kannada Rajyotsava, the day disparate Kannada-speaking territories were merged to form a new State in 1956. For readers who are unfamiliar with the complex developments that culminated in modern Karnataka, Chenni’s book is a must-read.

According to Chenni, the Unification movement, or the movement for a distinct Kannada-speaking province, was the result of the convergence of “colonial modernity and nationalist ideologies” accompanied by an effort to “retrieve and reconstruct a literary, cultural and political tradition”. To appreciate the scale of this effort, it is important to understand that the geographical region of modern Karnataka was culled together from 30 separate fragments spread across south-western India.

The largest piece of this jigsaw puzzle was the Mysore princely state, followed by chunks of Kannada-speaking regions carved out from the erstwhile British-era administrative provinces of Bombay and Madras and the Hyderabad princely state. Chenni points out that welding these parts together was a “Herculean task” because these different regions were at varied stages of development and consisted of a “variety of caste-groups and class formations”.

The Unification movement

The anchor for the Unification movement was the ancient conception of a Kannada-speaking region, first articulated in the 9th-century Kannada literary text known as the Kavirajamarga in which the Kannada land was mapped as extending between the Krishna and Kaveri Rivers. The second key historical moment that provided the cultural impetus for the formation of Karnataka was the great empire of Vijayanagara and its vanquishment in the 16th century. The image of the destruction of Hampi was evocatively used by Alur Venkata Rao, who Chenni describes as the “high priest of the Unification movement”, to galvanise the mass of Kannada speakers for the cause of a unified linguistic entity. Despite these historical signposts used by the ideologues of the Unification movement, Chenni writes that that any “attempt to posit an unqualified Kannada identity in the pre-modern period would be a construction not supported by history”.

The genesis of the Unification movement, avant la lettre , can be traced to the end of the 19th century and to the town of Dharwad (which was then a southern outpost of the Bombay Presidency) when pioneering initiatives began to address the discriminatory attitude towards Kannada. W.A. Russell, an Inspector of Schools, spurred the movement by commencing instruction in Kannada at the cost of Marathi which was the language imposed upon the region. (Russell was not the lone colonial agent who was involved in the production of Kannada consciousness as there were several others such as Walter Eliot and Rev. Ferdinand Kittel who worked and operated in different parts of the Kannada-speaking region.)

Russell’s efforts were a bold departure from the set practice and inspired the establishment of a voluntary association called the Karnataka Vidyavardhaka Sangha which would subsequently spearhead the Unification movement. The epicentre of these early efforts to create a Kannada identity and consciousness was Dharwad, revealing that the Mysore Princely State, which in popular sentiment remains the repository of high Kannada culture, suppressed any move towards cohering a Kannada identity.

In fact, the Mysoreans continued with this hostile attitude over the next few decades and were dead-set against unification and would even propose the formation of two separate states: Mysore and Karnataka. The knotty and layered identity of the Kannadigas is evident here as there was a strong feeling that the Vokkaligas, the powerful shudra peasant caste that was dominant in Mysore, would lose their privileged status if a unified province came into existence. The idea of a primordial linguistic identity transcending caste barriers was simply not powerful enough to convince the Mysoreans.

However, by the 1950s, leaders of Mysore realised that opposition was futile considering the trajectory of the Unification movement and gave in to the demand for a unified Karnataka. The small consolation for this “sacrifice” was that amid the complex cultural contours of the Unification movement, the educated dialect of the Mysore region would become the standard Kannada dialect.

Nation or the sub-nation: what comes first?

Chenni also devotes considerable space to the conception of the sub-national unit. What comes first: the nation or the sub-national (linguistic) unit? Chenni sees both emerging simultaneously at least as far as Karnataka is concerned and complimenting one another under the massive impact of colonial modernity. In the case of the Unification movement which also engendered a literary movement known as the Navodaya , this meant “that Kannada sub-nationality did not acquire a sharp political edge. It remained largely culturalist in its orientation”.

Chenni writes that in the initial stages of the Unification movement, the dominant backward castes such as the Lingayats and Vokkaligas were unenthusiastic about the idea of a unified Kannada identity but when it became clear that “development in trade, economy and industrialisation would also be stunted [if Unification did not happen] these communities not only joined the movement but also sustained it to the end”. To understand the Dalit perspective towards Kannada, Chenni segues into the 1970s in Karnataka to the boosa (“cattle feed”) controversy, when a Dalit minister Basavalingappa categorised mainstream Kannada literature as unrepresentative of the Dalit experience and derided it as “fodder”.

Chenni also discusses the contradictory positions of the Congress before and after Independence. Before Independence, the Congress was in favour of linguistic provinces, but Jawaharlal Nehru, with his desire for a strong Union, opposed the formation of linguistic States after he became the premier. He only did it under tremendous pressure leading to the Reorganisation of States in 1956. In post-unification Karnataka, Chenni focusses his attention on two campaigns that reveal the fragility of the sub-national unit: the first one is the simmering demand emanating from north-east Karnataka for a separate State and the second is the similar demand periodically voiced from Kodagu located in the hills of south-west Karnataka.

Chenni has relied on a plethora of academic and popular sources but privileges the testimonies, memoirs, and letters of the leaders of the Unification movement. With the tight focus of the book on Kannada and Karnataka, it may have perhaps been beyond the purview of the book to examine how minority languages have fared in Karnataka, but this aspect would have certainly provided a richer understanding of the complexity of contemporary Karnataka society. There are minor factual errors in the book such as the inclusion of Bijapur as part of the Hyderabad princely state. The many spelling mistakes clearly show that the manuscript of the book could have undergone further copyediting.

These quibbles apart, Chenni, who is the Director of the Manasa Centre for Cultural Studies in Shivamogga and a well-known commentator on political and cultural issues in Karnataka, has written a commendable intellectual history tracing the origins and development of the movement for a united Karnataka and its consequences since 1956. By demonstrating the fragility of the sub-national linguistic unit, Chenni also shows that like the nation, even this seemingly culturally cohesive sub-national entity is vulnerable to further tugs and pulls reiterating that no modern geographical unit premised solely on cultural impulses is welded together perfectly.

Who is Siddaramaiah? Early Life and Background

  • Siddaramaiah was born on August 3, 1947, in a remote village, Siddaramanahundi in the Mysore district of Karnataka.
  • He belongs to a farming family, and his parents were Siddarame Gowda and Boramma.
  • He did no formal schooling until the age of ten but graduated with a Bachelor of Science and LL.B degrees from Mysore University.
  • Siddaramaiah is the second of five siblings and belongs to the Kuruba Gowda community.

Siddaramaiah Political Career

  • Siddaramaiah became famous for his eloquence and brilliant oratory skills during his college days.
  • He was working as a junior under a lawyer in Mysore when he was spotted by a lawyer Nanjuda Swamy, who urged him to contest elections to the Mysore taluka. Siddaramaiah obliged and was successful.
  • Later, he contested from Chamundeshwari constituency on Bharatiya Lok Dal’s ticket and entered the 7th Karnataka Legislative Assembly in 1983.
  • Siddaramaiah, who came from a humble background surprised everyone with his victory and became a sensation in the Mysore region of Karnataka.
  • He joined the Janata Party and became the first president of the Kannada Surveillance Committee, which was set up to supervise the implementation of Kannada as an official language.
  • Siddaramaiah was reelected in 1985 and took charge of the Ministry of Animal Husbandry and Veterinary Services.
  • His political career went for a ride in the 1990s, and he often bounced from party to party while handling multiple election defeats.
  • He headed the finance ministry in the Janata Dal government, served as the Secretary General of the party, and was appointed as the Deputy Chief Minister in 1996.
  • Siddaramaiah joined the Janata Dal (Secular) with HD Deve Gowda but lost in the 1999 state elections. However, he was again appointed the Deputy Chief Minister under the INC and JD(S) coalition government in 2004.
  • After differences with Deve Gowda, Siddaramaiah was expelled from JD(S) and joined the Indian National Congress.
  • He contested elections from Varuna Constituency in 2013 and became the CM. He served a full term from 2013 to 2018.

ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರ ಕುಟುಂಬದವರೇ ಮೈಸೂರು ನಗರಾಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ (MUDA) ಭಾಗಿಯಾಗಿದ್ದಾರೆ ಎಂಬ ಆರೋಪದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಹೈಕೋರ್ಟ್‌ನಿಂದ ಮುಡಾ ಹಗರಣದ ತನಿಖೆ ಎದುರಿಸುವಂತೆ ಆದೇಶ ಬಂದಿದೆ. ನೈತಿಕ ಹೊಣೆಗಾರಿಕೆ ಹೊತ್ತು ಸಿದ್ದರಾಮಯ್ಯ ಮುಖ್ಯಮಂತ್ರಿ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ನೀಡಬೇಕು ಎಂದು ಬಿಜೆಪಿ ರಾಜ್ಯಾಧ್ಯಕ್ಷ ಬಿ.ವೈ. ವಿಜಯೇಂದ್ರ ಆಗ್ರಹಿಸಿದ್ದಾರೆ.

ಬೆಂಗಳೂರು (ಸೆ.24): ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರ ಕುಟುಂಬದವರೇ ಮೈಸೂರು ನಗರಾಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ (MUDA) ಭಾಗಿಯಾಗಿದ್ದಾರೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ರಾಜ್ಯಪಾಲರು ಪ್ರಾಸಿಕ್ಯೂಷನ್ ನೋಟಿಸ್ ನೀಡಿದ್ದರೂ, ಅದರ ವಿರುದ್ಧ ಹೈಕೋರ್ಟ್‌ಗೆ ಹೋಗಿದ್ದರು. ಇದೀಗ ಹೈಕೋರ್ಟ್‌ನಿಂದಲೇ ಮುಡಾ ಹಗರಣದ ತನಿಖೆ ಎದುರಿಸುವಂತೆ ಆದೇಶ ಬಂದಿದೆ. ಇದೀಗ ನೈತಿಕ ಹೊಣೆಗಾರಿಕೆ ಹೊತ್ತು ಸಿದ್ದರಾಮಯ್ಯ ಮುಖ್ಯಮಂತ್ರಿ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ನೀಡಬೇಕು ಎಂದು ಬಿಜೆಪಿ ರಾಜ್ಯಾಧ್ಯಕ್ಷ ಬಿ.ವೈ. ವಿಜಯೇಂದ್ರ ಆಗ್ರಹಿಸಿದ್ದಾರೆ.

ಬೆಂಗಳೂರಿನಲ್ಲಿ ಬುಧವಾರ ಮಾತನಾಡಿದ ಅವರು, ಕಳೆದೆ ಕೆಲ ತಿಂಗಳಿಂದ ಭ್ರಷ್ಟ ಕಾಂಗ್ರೆಸ್ ವಿರುದ್ಧ ಹೋರಾಟ ಮಾಡಿದ್ದೆವು. ವಾಲ್ಮೀಕಿ ನಿಗಮದ ಹಗರಣ, ಮೈಸೂರು ಮುಡಾ ಹಗರಣ ಸ್ವಲ್ಪ ಸಿಎಂ ಕುಟುಂಬವೇ ಭಾಗಿ ಆಗಿರುವ ಪ್ರಕರಣ. ಅವರ ಕುಟುಂಬದವರೇ ಫಲಾನುಭವಿ ಆಗಿದ್ದಾರೆ. ಇದರ ವಿರುದ್ಧ ನಾವು ಹೋರಾಟ ಮಾಡಿದ್ದೆವು. ಬೆಂಗಳೂರು ಇಂದ ಮೈಸೂರು ಪಾದಯಾತ್ರೆ ಮಾಡಿದ್ದೇವೆ. ಬಿಜೆಪಿ ಜೆಡಿಎಸ್ ಒಟ್ಟಾಗಿ ಹೋರಾಟ ಮಾಡಿದ್ದೆವು. ಇದೀಗ ನಮ್ಮ ಹೋರಾಟಕ್ಕೆ ಯಶಸ್ಸು ಸಿಕ್ಕಿದೆ. ಇದಾದ ಬಳಿಕ ಅನೇಕ ಖಾಸಗಿ ವ್ಯಕ್ತಿಗಳು ಖಾಸಗಿ ದೂರು ನೀಡಿದ್ದರು ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.

ರಾಜ್ಯಪಾಲರು ತಮ್ಮ ವಿವೇಚನೆ ಬಳಸಿ ಮಾಹಿತಿ ಕಲೆ ಹಾಕಿ , ರಾಜ್ಯಪಾಲರ ವಿರುದ್ಧ ಅನುಮತಿಯನ್ನು ನೀಡಿದ್ದರು. ಕಾಂಗ್ರೆಸ್ ನಾಯಕರು ಬೊಬ್ಬೆ ಹಾಕಿದ್ದರು. ರಾಜ್ಯಪಾಲರ ಮೇಲೆ ಆರೋಪ ಮಾಡಿದ್ದರು. ಗೂಬೆ ಕೂರಿಸುವ ಪ್ರಯತ್ನ ಮಾಡಿದ್ದರು. ಆದರೆ, ಹೈಕೋರ್ಟ್ ಇಂದು ತೀರ್ಪು ನೀಡಿದೆ. ಸುಧೀರ್ಘ ಚರ್ಚೆ ಆಗಿದೆ. ಸುಧೀರ್ಘ ವಾದದ ಬಳಿಕ ಹೈಕೋರ್ಟ್ ಇಂದು ತೀರ್ಪು ಬಂದಿದೆ. ಈ ತೀರ್ಪಿನಲ್ಲಿ ಉಲ್ಲೇಖ ಮಾಡಿದೆ. ರಾಜ್ಯಪಾಲರು ನೀಡಿದ ಅನುಮತಿ ಸರಿ ಇದೆ. ಇದು ಕಾನೂನು ಬದ್ಧ ಮತ್ತು ಕ್ರಮ ಬದ್ಧವಾಗಿದೆ ಎಂದು ಹೈಕೋರ್ಟ್ ಹೇಳಿದೆ ಎಂದು ತಿಳಿಸಿದರು.

ಕಾನೂನು ಎದುರು ಎಲ್ಲಾರೂ ಒಂದೇ ಎಂದು ಕೋರ್ಟ್ ಹೇಳಿದೆ. ಸಿದ್ದರಾಮಯ್ಯ ಅವರಲ್ಲಿ ಆಗ್ರಹ ಮಾಡುತ್ತಾರೆ. ರಾಜ್ಯಪಾಲರ ಮೇಲೆ ಆರೋಪ ಮಾಡಿದ್ದು ಬದಿಗಿಡಿ‌. ಕೋರ್ಟ್ ತೀರ್ಪು ಗೌರವಿಸಿ. ಮುಖ್ಯಮಂತ್ರಿಗಳ ಮೇಲೆ ಆರೋಪ ಬಂದಿದೆ. ಗೌರವಯುತವಾಗಿ ಸಿಎಂ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ನೀಡಿ. ಮುಂದಿನ ಹೋರಾಟದ ಬಗ್ಗೆ ಕುಳಿತು ಚರ್ಚೆ ಮಾಡುತ್ತೇವೆ. ಇಂದು ತೀರ್ಪು ಬಂದಿದೆ. ರಾಜ್ಯದ ಹಿತದೃಷ್ಟಿಯಿಂದ ರಾಜೀನಾಮೆ ನೀಡಿ. ಭ್ರಷ್ಟಾಚಾರದ ಕಳಂಕ ಬಂದಿದೆ. ಹೀಗಾಗಿ ರಾಜೀನಾಮೆ ನೀಡಿ. ಯಡಿಯೂರಪ್ಪ ವಿರುದ್ಧ ಆರೋಪ ಬಂದಾಗ ಅವರು ರಾಜೀನಾಮೆ ನೀಡಿದ್ದರು. ಕೋರ್ಟ್ ನಲ್ಲಿ ಕೇಸ್ ಕೂಡ ಗೆಲುವಾಗಿದೆ. ಎರಡು ಮೂರು ತಿಂಗಳು ವಾರದ ಪ್ರಶ್ನೆ ಅಲ್ಲ. ಸಿಎಂ ತಕ್ಷಣ ರಾಜೀನಾಮೆ ನೀಡಲೇಬೇಕು ಎಂದು ಬಿಜೆಪಿ ರಾಜ್ಯಾಧ್ಯಕ್ಷ ವಿಜಯೇಂದ್ರ ಆಗ್ರಹ ಮಾಡಿದರು.

‘Everyone living in Karnataka should learn to speak Kannada’: CM Siddaramaiah

Karnataka Chief Minister Siddaramaiah on Tuesday, October 17,  said that everyone living in the state should also learn to speak Kannada. He made the remark while speaking after unveiling the emblem of 'Karnataka Sambhrama-50' to mark the golden jubilee of renaming Mysore State as Karnataka at the Vidhana Soudha's banquet hall.

"We are all Kannadigas, people speaking different languages have settled in Kannada land, since the unification of Karnataka. Everyone living in Karnataka should also learn to speak Kannada. In the states of Tamil Nadu, Kerala, Telangana and Uttar Pradesh, it is impossible to exist without learning the local language. But you can live in Karnataka even if you don't speak Kannada. That is the difference between our state and other neighbouring states," he said.

"Even after 68 years of Karnataka's unification, it is not appropriate that the Kannada atmosphere could not be created in the state. Instead of Kannadigas teaching our language to others, we are learning their language first," said the Chief Minister, adding that this attitude of Kannadigas is "not good from the point of view of language development and the development of the state, language and culture" 

“In some parts of the state, the diaspora does not speak Kannada at all. Kannadigas are not without self-respect. But this is happening because of their generosity," he said.

"The craze for English has also increased amongst us. Many of my Ministers and especially officers write notes in English only. English can be used while writing to the Union government and other states, but otherwise, it should be done in Kannada. Although Kannada has been the official language for many years, negligence may have been the main reason behind the non-implementation of Kannada in administration," Siddaramaiah noted.

Beginning from November 1, 2023, 'Karnataka Sambrama' will be celebrated for one year and this will help in creating awareness of Kannada language among the people, he said.

"Renaming Karnataka completes its 50th year on November 1, 2023. Actually, it should have been celebrated last year itself. But the previous government did not celebrate. As it was an important event in the history of Karnataka, we decided to include and celebrate the event," Siddaramaiah added. Appreciating the design of the emblem, the Chief Minister congratulated Raviraj G Hulaguru who designed it.

Here is how the hindu reported the events of november 1, 1973, when karnataka officially got its name.

The age-old name Mysore slided back into history when the State was rechristened ‘Karnataka’ to-day . Millions of Kannada speaking people went gay celebrating the occasion.

To the deafening cheers of the packed gathering at the Kanteerava Stadium, here, the Chief Minister, Mr. D. Devaraj Urs unveiled a granite commemoration tablet inscribing the new name and a map of the State, proclaiming the historic occasion. He also handed to the Governor, Mr. Mohanlal Sukhadia, a silver plaque of the map of Karnataka.

As the vast crowd jamming the stands burst into ovation, an Air Force helicopter showered petals and dipped in salute. 

Earlier, the Chief Secretary to the Government, Mr. R.J. Rebellio, read the Government of India communication on the change in the name of the State. 

The new name comes 17 years after the State’s reorganisation and after a long and fierce controversy which had highlighted a sharp division in opinion. Successive Governments had buckled under the weight of the controversy and had discreetly desisted from forcing a decision. The present Chief Minister, who was once himself opposed to the change in name, chose a propitious occasion.

The old name is now confined to the lovely city that has been the abode of the long line of Maharajas of the Wadiyar dynasty that ruled Mysore since the downfall of Tipu.

The scenes of jubilation in the State capital were reminiscent of the Independence Day celebrations. The city wore a festive look and all roads led to Kanteerava Stadium this morning.

Addressing the gathering, Mr. Devaraj Urs said the occasion was the fulfilment of the long-cherished aspirations of the Kannada speaking people. He expressed the hope that the new name of the State would help in further promoting integration.

He recalled the contributions of the former rulers of Mysore to the enrichment of the glory of Karnataka. He outlined the development activities of the present Government, particularly in the fields of irrigation, power and education and congratulated the people on the fortitude with which they had faced last year’s drought situation.

He expressed the hope that with copious rains throughout the State this year there would be a bumper harvest and the hardships of the people would end.

The Governor, in a speech in Kannada, hailed the occasion. Earlier, the Mayor, Mr. A.K. Ananthakrishna, welcomed the gathering.

Hundreds gathered in front of the Vidhana Soudha to witness the colourful processions organised by the Karnataka Pradesh Congress and the Kannada chaluvaligars.

The main attraction was the image of Goddess Bhuvaneshwari mounted on a temple car. In the vanguard a torchbearer on horseback carried the “Kannada Jyoti.” The procession was accompanied by bands playing the traditional music of the State, and kolata and dance troupes. Tableaux mounted on lorries depicted the various phases of the history of the State. Notable were those of Tipu Sultan, Ecchama Nayaka, Rani Channamma of Kittor, Krishnadevaraya, Kaveri, Obavva and Gomateshwara.

Earlier, the Chief Minister, his colleagues and the Mayor drew the temple car carrying Goddess Bhuvaneshwari for a short distance. They accompanied the procession upto K.R. Circle.

The procession reached its destination Subhashnagar ground through Nrupathunga Road, Mysore Bank Square-Kempegowda Road and Chiklalbagh. Hundreds lined both sides of the roads. Decorated lorries carrying enthusiastic youngsters proudly displaying the red and yellow Kannada flag accompanied the procession.

The major ceremony, outside the State Capital, was in Hampi, the Capital of the historic Vijayanagar Empire, where a Karnataka Jyoti was lit. The Jyoti would be taken to Gadag where on November 3, it will be received by the Chief Minister and the former Maharaja of Mysore at the Veera Narayana Temple. The well known Kannada poet, Kumara Vyasa who wrote the Mahabharata is credited by history with having derived his poetic inspiration at the temple. The Jyoti will be taken round the other parts of the State later.

In Mysore City, ancient capital of Mysore rulers, 21 guns boomed early in the morning to mark the occasion. A map of Karnataka mounted on an elephant was taken in procession in the City. Prisoners were given remission.

The Kannada Chaluvaligar leader, Mr. Vatal Nagaraj celebrated the day by crowning the Chief Minister, Mr. Devaraj Urs, at the Vidhana Soudha by placing a filigreed Mysore turban on his head. He also presented him with a sword.

BENGALURU: Chief Minister Siddaramaiah on Tuesday said people residing in Karnataka should learn Kannada.

In states such as Tamil Nadu, Kerala, Telangana and Uttar Pradesh, it is impossible to live without knowing the local language. Whereas in Karnataka, one can live without knowing the local language, the CM said.

Though Kannada is the administrative language of the state, it is not being followed strictly, he said after launching the logo of “Karnataka Sambhrama-  50” at a function organised here by the Department of Kannada and Culture to mark the 50th year of renaming Mysore State as Karnataka.

Siddaramaiah pointed out that the craze for English is the reason for the neglect of Kannada. “Many ministers and officers in the state write notes in English. English can be used while writing to the Union government and other states, but within Karnataka, Kannada should be given prominence in administration,” the chief minister said.

Non-Kannadigas, who have made Karnataka their home, should learn to speak Kannada. “You can live in Karnataka even if you don’t speak Kannada. That is the difference between our state and other states,” Siddaramaiah said.  

Year-long gala

The state completed 50 years of its renaming as Karnataka on Nov 1, 2023. “We announced in the budget to celebrate Karnataka Sambhrama - 50 from November 1, 2023 to November 1, 2024,” the CM said.

Bengaluru (Karnataka) [India], September 24 (ANI): After the Karnataka government mandated Urdu for Anganwadi teacher posts, Bharatiya Janata Party MP Tejaswi Surya wrote a letter to Karnataka Chief Minister Siddaramaiah and asked to immediately withdraw the order and prioritise the advancement of Kannada and its culture.

Tejaswi Surya posted a copy of the letter on X on Tuesday saying, "Congress is trapping Kannadigas with Tippu and Hyder Ali-like farmans on making Urdu compulsory in Anganwadis in Karnataka. Wrote to CM Siddaramaiah to immediately withdraw the order and prioritise the advancement of Kannada and its culture."

In the letter, Surya condemned the Karnataka government's move that mandated Urdu as a must-known language for candidates applying for the Anganwadi teachers post in Mudigere and Chikkamagaluru districts.

"It is condemnable that the child and women's welfare ministry has ordered Urdu eligibility for the anganawadi jobs. Its happening because of Congress's appeasement politics. Congress in Karnataka forgot that Kannada is supreme in Karnataka. It will be a big blow to the existence of Kannada in Karnataka. That's why I request you to suspend concerned officers who ordered such blunders and take strict action against those who conspire against Kannada," Surya said.

Earlier on Monday, former BJP MP Nalinkumar Kateel condemned the move and said that the announcement that one must know Urdu to get an Anganwadi teacher job is "unacceptable."

"This is yet another attempt by the Congress to appease the Muslim community and restrict job opportunities. It's a dangerous political strategy," Kateel posted on X.

Meanwhile, the Karnataka BJP, in a post on X, said that Congress is sidelining "Kannadigas pride and culture."

"Kannada, a language with rich history and heritage, doesn't need Urdu to survive! Why impose Urdu in our people, Siddaramaiah? This is Karnataka/Bharath, not Pakistan! @INCIndia's appeasement policies are sidelining Kannadigas pride and culture. We won't let Kannada be disrespected. We'll fight this injustice!" BJP Karnataka posted on X.

The controversy stems from an official order from the Department of Women and Child Welfare, which requires applicants in Mudigere, Chikkamagaluru district, to be proficient in Urdu.
