Common Return to Work Resume Challenges and How to Overcome Them

You have two options for handling a long employment gap on a resume. Your first option is to cite it directly by listing what you were doing during that time as an entry under experience, i.e., ‘stay-at-home mom.’ This makes certain hiring managers know the reason for the gap and may keep them from making negative assumptions. Your second option is to downplay your employment gap by making other sections of your resume more prominent or using an alternative format where employment is a secondary focus, like a functional resume. 

Demonstrating impressive accomplishments

It’s much easier to show how you can make an impact on an organization if you have a recent track record of closing big deals or exceeding performance goals. Since you don’t have recent work accomplishments to show, however, you’ll need to sell yourself as a candidate in other ways. Use your resume to highlight achievements and qualifications you’ve gained in other non-work experiences, such as participating in volunteer work or completing a specialized training program.

Return to Work Resume Format and Key Components

A chronological, functional, or combination resume format is a good choice for returning to work.

Your resume should include these components:

  • Contact information Begin with your name, address, phone number, and email address.
  • Summary A summary section is useful for job seekers who are returning to work, acting as your “elevator pitch” for why you’re a great candidate. Use it to sum up one to two of your strongest skills and highlight what you’d bring to the specific position and company. 
  • Skills Zero in on a handful of your top hard and soft skills and list them in a prominent section. As often as possible, use skills that are mentioned as requirements in the job description. This will help your resume get noticed by hiring managers and automated applicant tracking systems used to screen candidates. 
  • Accomplishments Share your most noteworthy work achievements that are both measurable and related to the job you are applying for. It is important to show the hiring manager that you are results-driven and have a history of exceeding expectations.
  • Education List your degree and the school(s) you attended. 
  • Experience List your work experience in reverse chronological order. If you’re using a functional resume format, group your experience or accomplishments by type–i.e., technical experience, leadership experience, etc. Under each item, give specific, detail-rich examples of your accomplishments in that position or area, citing numbers and quantifiable achievements as much as possible. 

Polishing your resume is the first step toward restarting your career a break . Make sure you’re using a modern format, customizing the document for the specific job you’re seeking, and avoiding some of the most common resume mistakes .

Just because you haven’t worked in a traditional full-time job doesn’t mean you don’t have relevant experience. In addition to listing the jobs you held before leaving the workforce, state qualifications you’ve gained during other activities that have filled your time, like serving as a caregiver or managing your household finances.

A cover letter offers a little more leeway in terms of structure and content than a resume, which makes it an ideal place to explain an employment gap and position it in a positive light. 

When you’re returning to work after a long break since your last job, consider using a functional resume format. This alternative format helps call the hiring manager’s attention to your relevant skills, particularly position-specific skills like technical expertise and management experience.

When you’re reentering the job market, you can absolutely include unpaid positions in the experience section of your resume. Show how these roles expanded your skill set, brought you valuable perspective or allowed you to contribute to a worthwhile cause.

Verb tenses always represent a challenge when assertively expressing an idea. Surely we have alternately heard “will resume” and “will be resumed”. But when should we use each one? The context should help us make a good decision regarding these two terms. Read on, all answers with examples right below.

“Will resume” and “will be resumed” are both grammatically correct terms. When using “will resume” we insinuate that something will happen automatically without anybody needing to do anything. On the other hand, using “will be resumed” suggests that somebody will make that something happen.

Will Resume or Will Be Resumed

The line “will resume” indicates that a process or activity will resume regardless of what people around it do. In other words, the process will resume by itself. On the other hand, when using “will be resumed” we are giving the responsibility of resuming a process or action to someone.

Thus, the difference is small but it can be very important depending on the context. For example, in the case of a nuclear reactor, if the maintenance “will resume” or “will be resumed” makes a huge difference.

Will Resume

“Will resume” is the active form for the simple future tense. In the active voice, the noun before de verb is the one performing the action. For that reason, this verb tense implies that it will go back to what it was soon, and will happen involuntarily.

Let’s see some examples of “will resume” in a sentence:

  • The strike is over. Public transportation will resume in a matter of hours.
  • Don’t shut down your computer. Updates will resume as soon as the internet connection is back.
  • They will resume their jobs when lunch break is over.

“Will be resumed” is the passive form for the simple future tense. In the passive voice, the action’s target is the focus, and the verb acts upon the subject. Hence, the verb coming after the noun is the one doing the action. It suggests that somebody will make it happen.

Let’s see some examples of “will be resumed” in a sentence:

  • Congress sessions will be resumed in August.
  • All commercial activities will be resumed once the hurricane has passed.
  • It is expected that the negotiations will be resumed soon.
  • As per the schedule, the discussion on this account is now postponed and will be resumed later.

In the early 20th century, both “will resume” and “will be resumed” shared a similar usage rate. By 1920, the curves show an abrupt growth, which falls, ten years later, until returning to the initial levels. We can observe this same behavior in the 1940s, but it is from then on, that the percentage of use of both terms begins to change.

“Will be resumed” shows a smooth but constant decline to this day, resulting in a very low percentage of use. Likewise, “will resume” is now at its lowest historical percentage.

Final Thoughts

Despite showing a subtle difference in meaning due to the passive voice and active voice, “will resume” and “will be resumed” can be used as synonyms and are interchangeable. On the one hand, “will resume” implies automatism, while “will be resumed” suggests the presence of something to make it happen.

They are both correct, with slightly different connotations. The first sentence is in the passive voice, suggesting that somebody, i.e. the Immigration Office, the police, the government, will resume the application process. The second sentence is in the active voice and it suggests that the process (an activity) will continue. You are good either way. Edit: No, "will" does not always have to be followed by "be", generally only in the passive voice.

How to address gaps in employment as you prepare to go back to work post pandemic

The US job market is undergoing some more changes in 2021. Federal aid in the form of stimulus checks appears to have come to an end, and several states are even offering return-to-work bonuses to get their economies back on track again.

If you’re thinking of returning to the world of work after some time off during the pandemic, then you might be wondering how to make your resume look attractive. In this blog post, we’ll be looking at how to manage gaps in your work history and how to show employers that you’re the right person for the job.

Address gaps in your employment history

One of the biggest issues you’ll face when rejoining the workforce is dealing with a big gap in your work history. US employers are facing a serious lack of workers , so while they won’t see pandemic-related resume gaps as a bad thing, they’ll likely want to know what you did while you weren’t working. Attach a cover letter to your resume explaining how you’ve been proactive in looking for employment, how you’ve been developing your professional network, and talk about what initiatives you’ve taken to improve your work skills in preparation for your return to the workforce. Honesty is the best policy when it comes to explaining gaps on your resume, so make sure to be transparent with your potential employer.

Highlight skills that you developed during the pandemic

As we mentioned earlier, employers are eager to know how you’ve been developing your skills during the pandemic. Mentioning conferences, online training, and certifications is a great place to start. As well as bringing attention to any hard skills that you’ve acquired, don’t forget to talk about your soft skills. Interpersonal skills like resilience, problem-solving, and work ethic are highly valued by employers in a post-pandemic world. Include a soft skills section on your resume to better highlight why you’d be a great fit for the job.

Tailor your resume to each job application

Avoid sending the same resume to each job vacancy. To increase your chances of being invited for an interview, you should create a unique resume for each job application . Do this by scanning the job post for keywords that you can use in your resume. If a vacancy says that the ideal candidate has strong communication skills and a Microsoft Office certification, then include that information in your resume (only if it’s true, of course).

The same goes for your cover letter. A hiring manager should read your cover letter and see that you put some thought into it by mentioning why you’d like to work at their company specifically. HR recruiters and hiring managers can spot cookie-cutter resumes and cover letters from a mile away, so don’t send the exact same resume to 30 different job applications or you’ll just come across as uninterested.

How was your summer holiday? Mine was filled with visiting beautiful European cities, stays in cozy hotels, lovely swimming pools, delicious cocktails, watching the Netherlands win (gold) medals at the Olympics, and plenty of free time to do whatever I wanted. But now, summer is over, and it’s time to get back to work—just like many of us. How do you motivate yourself to get back to work after summer?

According to Deci and Ryan’s basic psychological needs theory (1985), three key factors can help boost your intrinsic motivation : competence, autonomy, and relatedness. But how can you nurture these needs to help you when you return to your workplace? Perhaps these tips, grounded in this timeless theory, will help you make the transition smoother and more fulfilling.

1. Start with the easy tasks

The first day back at work can feel overwhelming—your inbox is overflowing, big tasks await your attention , and colleagues are eager to catch up with you. To facilitate the transition, consider starting with the easier tasks. These are typically quick, straightforward tasks that don’t require much mental effort. By tackling a few simple tasks first, you’ll feel a sense of accomplishment—because, let’s face it, isn’t it super satisfying to get things done? This boost in competence can make a real difference, as boosting your sense of competence is crucial for reigniting your intrinsic motivation. In other words: ticking off those easy tasks might be just what you need to enjoy and thrive at work again.

2. Take matters into your own hands

Are there other ways to boost your motivation? According to Deci and Ryan (1985), autonomy is another crucial factor in fueling our intrinsic motivation. How can we take matters into our own hands at work? One option might be to start by listing everything you need to do and decide for each task whether it genuinely interests you or if it’s something you’re dreading. For those tasks you’re reluctant to tackle, ask yourself: Do you have to do them? If not, can you delegate them to someone else? If they’re unavoidable, is there a way to make them more engaging, fulfilling, or enjoyable? By critically assessing your tasks, you take control of your workload and work environment, enhancing your sense of autonomy. This sense of autonomy is beneficial for many things in life. This might be just what you need to boost your curiosity (Romero Verdugo and colleagues, 2023), intrinsic motivation, and work satisfaction.

3. Surround yourself with curious people

Feeling connected to the people around you also boost your intrinsic motivation. However, it’s not just about connection; the type of people you surround yourself with matters too. It might be tempting to bond with those who are also dreading the return to work—mutual complaining can be comforting. But instead, try surrounding yourself with curious individuals. Curiosity is contagious (Dubey and colleagues, 2021), and when you’re around naturally inquisitive people, their enthusiasm can inspire you to explore more yourself. Engage with colleagues who are eager to learn and excited about their upcoming work plans. Participate in discussions or join activities organized by these people. Being in an environment that values and nurtures curiosity will help you maintain your motivation.

Are you ready to dive back into work, or are you still daydreaming about those sunny days of summer? Whether you're hating to get started or still enjoying the last drops of your holiday cocktail, why not give these tips a try? Yes, You Can Put a Career Break on Your Resume. Here’s How.

I’ve coached hundreds of job seekers over the past six years, but never have I seen more of them returning to work after months- or years-long career breaks than I have recently. For example, I work with moms whose career plans got dashed by the pandemic and with immigrants who need a minute to settle their families into a new country.

Although they’re in good company, clients are anxious about these gaps—even the planned and intentional career breaks—worrying they’ll be perceived as less attractive than other candidates. After all, professionals with resume gaps have historically faced biases that affected their employment odds. In the past, I’ve seen some clients with clear gaps on their resumes have trouble landing interviews, and others try to find creative or even questionable ways to hide career breaks.

But nowadays, I reassure my clients that there’s no need for Simone Biles–level resume gymnastics. They’re re-entering the workforce at a time when career breaks aren’t as taboo as they once were. I even encourage them to address those gaps head-on in their resumes—because, when done strategically, it can actually help you.

Why career breaks have become so common—to take and talk about

We can’t all work nonstop from the moment we toss that graduation cap in the air until the day we retire. People have long taken deliberate career breaks for all kinds of reasons, such as leaving a disappointing or toxic workplace ; focusing on family commitments; relocating for a partner; traveling; doing some reflection and strategic career planning; pursuing education or training; volunteering; focusing on a passion; resting and recovering from overwork; or exploring a new career path.

But the pandemic and the realizations it spurred about work and life led many more workers to take breaks, whether by necessity or very much by choice. Professionals exited the workforce in droves, with women leaving at higher rates than men, according to International Labour Organization (ILO) data. But people’s career breaks eventually came to an end, and in 2022, employment surpassed pre-pandemic levels .

While the outpouring of talent from the workforce was initially because of layoffs and personal obligations like caretaking, it continued for other reasons. More people than ever before found themselves without a commute and working remotely. With more time to think about what they wanted and growing clarity on what they were and weren’t willing to put up with, people quit their jobs at record rates during the Great Resignation . Not everyone had another job lined up.

In early 2022, LinkedIn polled close to 23,000 workers and more than 7,000 hiring managers about career breaks. They discovered that a whopping 62% of employees had taken career breaks in the past, and 35% (mostly women) expressed an interest in taking a career break in the future.

LinkedIn even rolled out a new feature in March 2022, allowing members to spotlight career breaks in the “Experience” section of their profiles. Users can indicate they took a career break and select a reason from a dropdown menu, including relocation, retirement, travel, volunteer work, bereavement , career transition, caregiving, full-time parenting, gap year, layoff/position eliminated, and professional development. Users can also add details such as responsibilities, achievements , and skills developed, much like they would provide for any other work experience .

With so many people taking, planning, and even highlighting career breaks on their professional profiles, I reassure my clients with career gaps that it’s OK—and can even be beneficial—to include them on their resumes.

Why you might want to include a career break on your resume

Putting a career break proudly on your resume gives you the opportunity to take control of the narrative. You can frame a career break as a positive, explain whether it was intentional, and in any case show how you made the most of the time and what you gained from it. Highlighting a break with those kinds of details could tell an employer more about your character, values, and skill set—i.e., everything they’re trying to find out in the interview process.

Some recruiters and employers specifically target professionals returning after career breaks and even offer re-entry programs ( Harvard Business Review estimates that nearly 40% of Fortune 50 companies have one of these programs in-house). When people cut or try to camouflage a career break from their resumes, screening programs and recruiters may not recognize they qualify, and both sides miss out.

When to include a career break on your resume

When I discover a client has an unexplained resume gap, I gather information about the break and first decide if we need to add it to their resume. Ask yourself:

  • When was the career break? If my client’s break took place more than 10 to 15 years ago, we don’t include it because we don’t include any content that far back.
  • How long was the career break? If it’s more recent, the deciding factor is the length of the break—I recommend adding it if it lasted more than a month. If there’s more than a one-month gap on your resume, then an employer will assume you weren’t working. For example, if one job on your resume ended in May 2022, they’d expect another employer to be listed starting in May 2022 or June 2022. If the starting date for a new employer is July 2022 or later, you should add a career break to your resume with an explanation.

How to add a career break to your resume experience section

The best spot for a career break on your resume is in your experience section. To add one, follow these simple steps:

  • Come up with a name for the “position,” such as “Family Sabbatical,” “Professional Development,” or “Volunteer.”
  • Where the name of a company is typically listed, add “Career Break,” “Planned Career Break,” or other similar language. Alternatively, if you volunteered during your career break, you can list the name of the sponsoring company.
  • Write the time frame for the career break just as you would for a job.
  • List a handful of notable activities and accomplishments.

Examples of career breaks on a resume experience section

Here’s how I listed my own career break on my resume: 

Self-Employed Part-Time , January 2022 – June 2022 Planned Career Break

  • Took an intentional pause to focus on caregiving for my infant.
  • Recruited notable guests and recorded episodes for my Express to Impress Podcast .

As you can see, you might take one career break for multiple reasons, and your resume should reflect that.

Here are several additional examples of what a career break could look like in the experience section of your resume (some of these are real examples!):

Education and Family Sabbatical, Mar. 2021 – Present

  • Relocated to Tokyo to join my husband and carry out family caretaking responsibilities.
  • Completed Accreditat Certificate in English Language Teaching and International House Teaching Certificate.

Education and Wellness Sabbatical, Feb 2019 – Jan 2020 Career Break Took voluntary career hiatus for a wellness sabbatical to get credentialed as a coach, travel, explore programs and build capabilities in well-being, and mindfulness to enrich my leadership and professional development skills to help organizations build workplaces and cultures where people can thrive and perform better. I built the following skills: blogging, relationship building, people development, and leadership development.

Career Break  |  April 2019 – March 2021 Relocation

  • Intentionally relocated my family from India to the U.S., purchasing and settling into our home, taking maternity leave, and enrolling the children in school.
  • Earned AWS Certified Cloud Practitioner qualification.

How (and if) to mention a career break in your resume summary

I typically don’t recommend mentioning a career break in your resume summary because there’s already precious little space there, and you can—and should —address it in a positive way in a cover letter instead. But suppose an employer doesn’t allow candidates to send a cover letter. In that case, I’d suggest adding a sentence to the end of the summary section acknowledging you took time off, sharing the reason briefly, and expressing your eagerness to return to work.

TORONTO (AP) — The Canadian arbitrator appointed to resolve a messy railroad labor dispute to protect the North American economy has ordered employees at the country’s two major railroads back to work so both can resume operating.

Saturday’s order means Canadian National will be able to continue operating the trains it restarted Friday morning just over a day after it locked out workers. But Canadian Pacific Kansas City likely won’t be able to restart its operations before 12:01 a.m. Monday, when workers were ordered to return.

Railroads play a crucial role in the economy with CPKC and CN delivering more than CA$1 billion (US$730 million) worth of shipments a day and carrying billions of dollars of goods between the U.S. and Canada every month. Even though both companies’ trains in the United States and Mexico continued operating, the lockouts caused a significant disruption. A number of smaller short-line freight railroads that handle local deliveries continued operating across Canada but were unable to hand off shipments to either of the major railroads while they were idle.

The Teamsters union representing workers said that it will comply with the Canada Industrial Relations Board order and send its members back on the job, but it will also move forward with a legal challenge of the arbitration order .

“This decision by the CIRB sets a dangerous precedent. It signals to corporate Canada that large companies need only stop their operations for a few hours, inflict short-term economic pain, and the federal government will step in to break a union,” said Paul Boucher, President of the Teamsters Canada Rail Conference, which represents more than 9,000 engineers, conductors and dispatchers at both railroads.

“The rights of Canadian workers have been significantly diminished today,” Boucher added.

Labour Minister Steven MacKinnon order the lockouts to end just over 16 hours after they began because government officials couldn’t bear to watch the economic disaster unfold if the railroads remained shut down.

MacKinnon noted the board’s decision in a post on the social platform X and said he expects the railroads and employees to resume operations as soon as possible.

Businesses all across Canada and the United States said they would quickly face a crisis without rail service because they rely on freight railroads to deliver their raw materials and finished products. Without regular deliveries, many businesses would possibly have to cut production or even shut down.

Canadian National trains started running again Friday morning but the union threatened to go on strike there starting Monday morning. Saturday’s order nullifies that strike threat. CPKC workers have been on strike since the lockout began early Thursday, and the railroad’s trains have remained idle.

“While CN is disappointed an agreement could not be reached at the bargaining table, the company is satisfied that this order effectively ends the unpredictability that has been negatively impacting supply chains for months,” the railroad said in a statement. “CN remains focused on safely getting goods moving again, as efficiently as possible.”

CPKC officially ended its lockout after Saturday’s decision and asked workers to return for the day shift Sunday. But union spokesman Christopher Monette said workers who have been on strike won’t be going back to CPKC before the Monday deadline in the order.

CPKC said it wants to “get the Canadian economy moving again as quickly as possible and avoid further disruption to supply chains.”

The railroads said it could take several weeks to fully recover because they began gradually shutting down their networks more than a week ago, leaving shipments stranded on customer loading docks and at ports across the country.

The previous contract, which expired at the end of last year, will remain in force while the arbitration process proceeds, and the board ordered the unions not to disrupt operations further while that unfolds.

The negotiations at CPKC and CN broke down over issues related to how workers are scheduled and rules in the contract that are designed to prevent fatigue. Both railroads had proposed changing the compensation system from paying workers according to miles traveled to one based on hours worked.

The railroads said doing that would make it easier to provide predictable time off, but the union resisted over worries that the changes could erode important fatigue protections and jeopardize job safety.

Canadian National and CPKC have said they offered raises in line with other recent rail industry deals. CN said its engineers make about CA$150,000 a year, while its conductors earn CA$121,000. CPKC said its pay is comparable.

At CN there was also a dispute over its effort to expand its system of temporarily relocating workers to other regions when there are staff shortages. The union didn’t want CN to have the power to disrupt families, but the railroad said the system is voluntary and is already in place in some places.

At the same time that the Canadian railroads have been struggling to reach agreements with their union, major U.S. railroads have made a flurry of deals in recent days.

CSX announced the first deals on Wednesday — months before the current contract expires and before the start of the traditional national bargaining process that typically drags on for years — then announced seven more contracts Friday. All together, the new contracts cover more than half the railroad’s workforce. Norfolk Southern and BNSF followed suit, announcing four deals each with some of their 13 unions on Friday.

The deals will help the U.S. rail industry avoid the kind of difficult labor dispute that drove it to the brink of a strike two years ago before Congress and President Joe Biden stepped in to impose a contract.

(1) is unlikely with the -ing -ing pair, which we instinctively avoid if there is an easy way to do so. The present continuous in itself is fine, though, for a planned action in the future, and so you could ask "When will you be resuming your duties?" or "When will you be going back to work?" if you think the person already knows (more or less) when they will be going back to work. If you don't expect the person know this yet, then you will probably add some other verb such as "think" or "hope": "When do you think you'll go back (be going back) to work?" or "When do you hope to go back to work?"

The natural way to say it is, I think, "when will you be going back to work?"- That being said, if you want to use "resume", I agree with Uncle Jack that it's better to avoid the double "-ing" where possible and, in this case, as "work" is also a noun, you could say "when will you be resuming work?". This is why recognition is so important. In that same report with Gallup, we found that employees who believe recognition is an important part of their culture are up to 91% more likely to thrive at work. Those who are not just surviving—but thriving —are more productive and make greater contributions to the business.”

According to psychotherapist, Israa Nasir, author of Toxic Productivity , productivity isn’t just about time management—it’s about emotional management. Nasir believes it’s time to rethink hustle culture as “toxic productivity,” as 72% of U.S. employees report burnout affecting their performance and 67% seeing it worsen over four years. She says part of avoiding the post-summer slump and getting motivated again is putting your emotional well-being at the top of the priority list.

Viktor Grekov, founder of Oboard , shared five tips with me on how to avoid the post-summer slump and get motivated again.

  • Refresh your goals and bring minds back into the office. “Before you get stuck in that backlog of emails, take a moment to remind your team of the long-term goal and how you intend to achieve it,” was his first tip. He says Q3, as the summer season comes to an end, is the perfect time to check on your progress. “It’s far better to identify issues now than in December. Grekov suggests that you reflect on what has been accomplished, evaluate progress, and make sure every team member understands their priorities, deadlines and expectations. Likewise, set a key focus for the post-holiday period centered around the most critical projects that require attention. This will prevent scattered efforts and keep everyone on track as you work towards your goals—as a team, not as individuals.”

  • Cancel those back-to-back-to-back meetings. Grekov suggests that you may think more meetings are the best way to bring minds back from the beach. Yet, he posits that research shows inefficient meetings and having too many of them are the workplace’s two biggest productivity drains. If focus is constantly disrupted, he insist you can wave goodbye to any progress—especially if workers feel like their presence isn’t even noticed. “What your team needs is ‘flow time,’ designated blocks of uninterrupted time during which they can focus solely on their to-do list. No meetings, no emails and no distractions, allowing productivity to flow. If a meeting is truly necessary, let team members take turns leading. Not only does this distribute the workload, but it also encourages diverse perspectives and builds leadership skills throughout the team.”
  • Visualize your goals and progress. “Getting buried under an avalanche of tasks is easy—and not at all motivating. To feel fulfilled in our jobs, we need to see the progress we’re making and how it contributes to the company’s overall success.” He argues that we don’t want to be a cog in the machine. We want to know that we’re genuinely making a difference. He encourages using mind mapping, which involves visualizing priorities, goals and tasks—and how our work contributes to the team’s overall goal. This can help team members to see the bigger picture and identify the crucial role they play.”
  • Set time aside to learn and talk . “Optimal productivity is a fine balance between work and play. Although keeping employees engaged and productive year-round might seem challenging, she is convinced it’s achievable. “Alignment on goals and regular check-ins are essential to keep everyone motivated,” she explains. “But Additionally, fostering a culture of continuous feedback and recognition ensures employees feel valued and appreciated, no matter the season. Congress returns soon — but not for very long

"If Congress doesn't get its act together and pass something within the next month or so, they will have a shutdown," congressional reporter Maeve Sheehey said.

When Congress returns next week after a long summer recess. It will only have 13 working days in September, before the end of the federal fiscal year. For a preview of what they’re likely to do, Bloomberg Government congressional reporter Maeve Sheehey joins the Federal Drive with Tom Temin .

Tom Temin When Congress returns next week after a long summer recess, it will only have 13 working days in September before the end of the federal fiscal year. For a preview of what they’re likely to do, Bloomberg Government congressional reporter Maeve Sheehey. Maeve, good to have you with us.

Maeve Sheehey Thanks for having me.

Tom Temin All right. So I would say the budget. Well, we all think it should be on the top of their agenda. Do you think it actually is?

Maeve Sheehey Yeah. If Congress doesn’t get its act together and pass something within the next month or so, they will have a shutdown, which would be pretty politically messy right before an election. I mean, elections are in November, and this would happen at the beginning of October, so it seems likely that they’ll probably manage to avert that again, just if solely for political reasons.

Tom Temin Right. And so a continuing resolution, then, would be something. And that’s kind of hard to handicap because the members are handicapping the election and whatever theoutcome is would affect what they would want to do with the budget. So that could somehow delay the CR, do you think?

Maeve Sheehey Yeah. So there’s a lot of agreement within the Congress as a whole that there should be a continuing resolution. And then it should go into the lame duck. But then there are some disagreements within the Republican Party, specifically in the House, where some people would like it to go longer, maybe a few years, because they think that Trump will be in office at that point and then he could influence the spending there. So that will be a big source of the arguments. And it could be politically messy for Republicans if they’re having this kind of publicized argument right before an election. But in the end, it is likely that they’ll come down with a CR that ends in the lame duck.

Tom Temin And do you feel a sense of, since you cover the House, do the Republicans actually have confidence they will take the House, keep the House, I should say?

Maeve Sheehey They say that they’re confident, but then again, so are the Democrats. It does seem like it could go either way, because this will come down to just a few House races. So it’s going to be really tight. It’s going to be important to look at California races and New York races and see who wins those, because they will likely take the majority.

Tom Temin All right. And there are a few bipartisan things going on, some legislation. What could we see perhaps between now and the end of the session, end of September, maybe?

Maeve Sheehey Yeah. So we probably won’t see a ton of bipartisan work happening before the election. And that’s mainly because, you know, we’re going into an election. No party wants to give the other party a huge bipartisan win. And especially Republicans are not going to want to give Joe Biden some sort of massive win to sign into law right before the election. But you could see smaller things, like, for example, the CR we’re talking about, it could have some disaster aid attached, and that would be a good thing for both parties to be able to agree on. And then also, there’s a budget shortfall at the Veterans Affairs Department. And that will come up on the 20th. That’s the deadline. So Congress will need to figure out something, some sort of stopgap patch to make sure that veterans and their families don’t start losing benefits at that point.

Tom Temin Veterans affairs is always something that is favored by both parties. They rarely disagree. Nobody wants to be painted with the people denying something to veterans, fair to say?

Maeve Sheehey That’s definitely right.

Tom Temin All right. And there’s a bunch of bills on the federal workforce that have some bipartisan support, such as making it easier to hire people using different hiring authorities, skills based hiring, this kind of thing. They’re good bills. They have bipartisan support. But does that mean there’s going to be any action on them? What have you seen there?

Maeve Sheehey I think there could be action on those in the lame duck. If we’re going to see any sort of bipartisan bills passed there, that is going to be the time that happens in that period right after the beginning of November, when we know who’s going to control the House, Senate and White House next year. But until then, I think we’re going to be seeing a lot of hyperpartisan messaging bills, mostly on the floor. And just some discussions on spending bills will be the only real bipartisanship. We’ll see for now.

Tom Temin We’re speaking with Maeve Sheehey. She covers the House for Bloomberg Government. And you know, elections have always been contentious. This one seems almost worse than ever. Is the partisanship out of the ordinary even for a crucial election year?

Maeve Sheehey It’s such a heated election season, and because control of the House is up in the air, control of the Senate is up in the air and the White House is, it’s kind of more heated on all of those realms. In the House, for example, Democrats are working really hard to take that back, and it’s unclear if they’ll be able to. So there’s a lot of hyperpartisanship going on. We definitely saw one side of that last week at the Democratic National Convention, and I think we’ll be continuing to see that right up until the election.

Tom Temin Yes. You were at the convention?

Maeve Sheehey I was, yes.

Tom Temin Was the so-called Project 2025 that has come out of the Heritage Foundation used kind of like a bloody flag by the Democrats, even though candidate Trump, former President Trump, has said that’s not his plan, that’s their plan, but that’s still a bloody flag that can be waved?

Maeve Sheehey Yeah, we heard a lot of mentions of Project 2025 and especially with abortion, there are some very anti-abortion provisions within Project 2025. And even though Trump has disavowed that and said that’s not his playbook, it was written by a lot of former advisers and people who he seems to trust. So, Democrats are trying to convince voters that, you know, for example, there would be an abortion ban if Trump were in office and he were able to enact Project 2025.

Tom Temin Right. I think Trump has said that should be a state issue. So and that’s what the Supreme Court said. So the I guess people are worried that Congress could do something national, legal or illegal or limiting of abortion.

Maeve Sheehey One of the Democrats’ main arguments this election is that if Republicans had a trifecta of House, Senate, White House, they would enact a national abortion ban. And now Republicans have not said that they would do that. But that is what Democrats are trying to paint their playbook as, as the election gets closer.

Tom Temin Hey, let’s talk about the National Defense Authorization Act. That is something that is fairly far along and something traditionally has always been managed to be passed, not in the fiscal year, but at least by the end of the calendar year. And it’s pretty crucial. It also is, I call it the magnet that attracts many shavings of other bills that need to get through, people desperately want to get through, so they attach them to that. What’s the status there?

Maeve Sheehey We actually haven’t seen too much movement on that over the past few weeks, mainly because Congress has been out of session, but we’ll definitely be hearing a lot more about that when they come back, starting September 9. And like you said earlier, you know, veterans are not somebody anybody wants, either party wants to deny benefits to. Same goes for the military. Nobody looks good if they can’t get a military funding bill passed. So I think we’ll be able to see a lot of movement on that.

Tom Temin Yeah. One of the strange phenomena this year is that some of the military spending agreements are out ahead of the NDAA. Usually you see the other way around.

Maeve Sheehey Yeah, yeah, it is quite unusual to see that.

Tom Temin And just getting back to what we mentioned at the top, the possibility of a federal shutdown, that’s something everybody absolutely wants to avoid. Or maybe some people feel it could be, you know, advantageous if that happened.

Maeve Sheehey There are definitely members of especially the House Freedom Caucus who do not seem especially concerned about a shutdown. It would probably hurt their party as a whole. But some of these people are in very deep red districts where it wouldn’t actually hurt their elections personally. And we’ve been flirting with a shutdown for that reason for pretty much the entirety of the 118th Congress. So even though it seems likely that lawmakers will avoid it, it is possible. And if that happens, it would be early October. There would be missed paychecks for federal workers. So it would be really dramatic, especially in the D.C. area.

“Work will be resuming on site shortly,” said Melisa Johnson, the county’s housing services manager.

Federal and provincial funding for the 24-apartment addition to the county-owned affordable housing site, between Maxwell Street and London Road, was announced in March 2021 and an initial building permit was issued late that year.

The county opted for modular construction, with factory-built units shipped to Sarnia to be placed on a foundation, hoping to speed construction. But foundation work paused in 2022 when unexpected organic material was found in the soil.

More delays followed with the discovery of buried water and power lines not on the original plans, weather and supply chain issues, labour shortages and foundation design changes.

Foundation work resumed after an updated building permit was issued in late 2023, but Warden Kevin Marriott said in May construction had paused again.

A that time, the county said that, in its view, the original contractor had not met the terms and conditions of its agreement. The county said it was taking over the construction site and looking to resume work with another contactor.

Johnson said Wednesday the county was finalizing arrangements with a contractor to finish the work.

“We’re waiting on the final revised timeline, but we’re optimistic for spring of 2025 for completion,” she said.

That’s good news, said Warden Kevin Marriott.

The delays were “getting frustrating,” he said. “Hopefully 2025 brings bigger and better things, and completion.”

Such issues have become much more common since the pandemic, Marriott said. “There are lots of construction projects that are delayed way longer than what everybody wants.”

The county said previously that 54 project modules, assembled at a Toronto factory, had been delivered and stored in Sarnia.

Cost of the project, originally estimated at $6.1 million, has risen to about $7 million, the county estimated early this year. Ontario and Ottawa together have contributed more than $3 million.

The affordable housing project is aimed at tenants who are seniors, but includes six barrier-free units expected to include additional services provided by an outside agency.

Tenants in the extension will have access to community rooms and other amenities in the existing 57-unit affordable apartment Maxwell Park Place building the county opened in 2011.

G train resumes full service after series of shutdowns for repairs

Work on the line's signals will continue until late into 2027. Some services outages may still occur on weekends and overnights.

After two months of partial shutdowns for repairs and upgrades, the G train returned to full service on Tuesday.

Commuters on the G train have faced 24/7 outages for nine and a half weeks, but the MTA said the work that was done over the summer will "improve train service and reliability" for the line's 160,000 riders.

“Projects like these to upgrade signals and modernize the subway system ensure customers will have more dependable service for many years to come,”   said NYC Transit interim president Demetrius Crichlow in a statement.

Some of the equipment the MTA replaced was from the 1930s, which the MTA said caused disruptions and delays.

The MTA said it also upgraded more than 230,000 square feet of ceiling, replaced thousands of tiles, painted station columns, and converted thousands of lights to LED lamps.
