How Karnataka was born

Professor Rajendra Chenni’s treatise on the historical processes that led to the formation of the state of Karnataka was published in 2023, exactly 50 years after the name of the Kannada-speaking province of Mysore was changed to Karnataka by Chief Minister D. Devraj Urs to reflect popular sentiment. This “golden jubilee” was marked effusively on November 1, which is recognised as Kannada Rajyotsava, the day disparate Kannada-speaking territories were merged to form a new State in 1956. For readers who are unfamiliar with the complex developments that culminated in modern Karnataka, Chenni’s book is a must-read.

According to Chenni, the Unification movement, or the movement for a distinct Kannada-speaking province, was the result of the convergence of “colonial modernity and nationalist ideologies” accompanied by an effort to “retrieve and reconstruct a literary, cultural and political tradition”. To appreciate the scale of this effort, it is important to understand that the geographical region of modern Karnataka was culled together from 30 separate fragments spread across south-western India.

The largest piece of this jigsaw puzzle was the Mysore princely state, followed by chunks of Kannada-speaking regions carved out from the erstwhile British-era administrative provinces of Bombay and Madras and the Hyderabad princely state. Chenni points out that welding these parts together was a “Herculean task” because these different regions were at varied stages of development and consisted of a “variety of caste-groups and class formations”.

The Unification movement

The anchor for the Unification movement was the ancient conception of a Kannada-speaking region, first articulated in the 9th-century Kannada literary text known as the Kavirajamarga in which the Kannada land was mapped as extending between the Krishna and Kaveri Rivers. The second key historical moment that provided the cultural impetus for the formation of Karnataka was the great empire of Vijayanagara and its vanquishment in the 16th century. The image of the destruction of Hampi was evocatively used by Alur Venkata Rao, who Chenni describes as the “high priest of the Unification movement”, to galvanise the mass of Kannada speakers for the cause of a unified linguistic entity. Despite these historical signposts used by the ideologues of the Unification movement, Chenni writes that that any “attempt to posit an unqualified Kannada identity in the pre-modern period would be a construction not supported by history”.

The genesis of the Unification movement, avant la lettre , can be traced to the end of the 19th century and to the town of Dharwad (which was then a southern outpost of the Bombay Presidency) when pioneering initiatives began to address the discriminatory attitude towards Kannada. W.A. Russell, an Inspector of Schools, spurred the movement by commencing instruction in Kannada at the cost of Marathi which was the language imposed upon the region. (Russell was not the lone colonial agent who was involved in the production of Kannada consciousness as there were several others such as Walter Eliot and Rev. Ferdinand Kittel who worked and operated in different parts of the Kannada-speaking region.)

Russell’s efforts were a bold departure from the set practice and inspired the establishment of a voluntary association called the Karnataka Vidyavardhaka Sangha which would subsequently spearhead the Unification movement. The epicentre of these early efforts to create a Kannada identity and consciousness was Dharwad, revealing that the Mysore Princely State, which in popular sentiment remains the repository of high Kannada culture, suppressed any move towards cohering a Kannada identity.

In fact, the Mysoreans continued with this hostile attitude over the next few decades and were dead-set against unification and would even propose the formation of two separate states: Mysore and Karnataka. The knotty and layered identity of the Kannadigas is evident here as there was a strong feeling that the Vokkaligas, the powerful shudra peasant caste that was dominant in Mysore, would lose their privileged status if a unified province came into existence. The idea of a primordial linguistic identity transcending caste barriers was simply not powerful enough to convince the Mysoreans.

However, by the 1950s, leaders of Mysore realised that opposition was futile considering the trajectory of the Unification movement and gave in to the demand for a unified Karnataka. The small consolation for this “sacrifice” was that amid the complex cultural contours of the Unification movement, the educated dialect of the Mysore region would become the standard Kannada dialect.

Nation or the sub-nation: what comes first?

Chenni also devotes considerable space to the conception of the sub-national unit. What comes first: the nation or the sub-national (linguistic) unit? Chenni sees both emerging simultaneously at least as far as Karnataka is concerned and complimenting one another under the massive impact of colonial modernity. In the case of the Unification movement which also engendered a literary movement known as the Navodaya , this meant “that Kannada sub-nationality did not acquire a sharp political edge. It remained largely culturalist in its orientation”.

Chenni writes that in the initial stages of the Unification movement, the dominant backward castes such as the Lingayats and Vokkaligas were unenthusiastic about the idea of a unified Kannada identity but when it became clear that “development in trade, economy and industrialisation would also be stunted [if Unification did not happen] these communities not only joined the movement but also sustained it to the end”. To understand the Dalit perspective towards Kannada, Chenni segues into the 1970s in Karnataka to the boosa (“cattle feed”) controversy, when a Dalit minister Basavalingappa categorised mainstream Kannada literature as unrepresentative of the Dalit experience and derided it as “fodder”.

Chenni also discusses the contradictory positions of the Congress before and after Independence. Before Independence, the Congress was in favour of linguistic provinces, but Jawaharlal Nehru, with his desire for a strong Union, opposed the formation of linguistic States after he became the premier. He only did it under tremendous pressure leading to the Reorganisation of States in 1956. In post-unification Karnataka, Chenni focusses his attention on two campaigns that reveal the fragility of the sub-national unit: the first one is the simmering demand emanating from north-east Karnataka for a separate State and the second is the similar demand periodically voiced from Kodagu located in the hills of south-west Karnataka.

Chenni has relied on a plethora of academic and popular sources but privileges the testimonies, memoirs, and letters of the leaders of the Unification movement. With the tight focus of the book on Kannada and Karnataka, it may have perhaps been beyond the purview of the book to examine how minority languages have fared in Karnataka, but this aspect would have certainly provided a richer understanding of the complexity of contemporary Karnataka society. There are minor factual errors in the book such as the inclusion of Bijapur as part of the Hyderabad princely state. The many spelling mistakes clearly show that the manuscript of the book could have undergone further copyediting.

These quibbles apart, Chenni, who is the Director of the Manasa Centre for Cultural Studies in Shivamogga and a well-known commentator on political and cultural issues in Karnataka, has written a commendable intellectual history tracing the origins and development of the movement for a united Karnataka and its consequences since 1956. By demonstrating the fragility of the sub-national linguistic unit, Chenni also shows that like the nation, even this seemingly culturally cohesive sub-national entity is vulnerable to further tugs and pulls reiterating that no modern geographical unit premised solely on cultural impulses is welded together perfectly.

Reiterating that Kannada should be the administrative language to take the administration and government programmes to the majority of Kannada people across the State, Chief Minister Siddaramaiah on Wednesday, November 1, said that he would write to the Centre expressing opposition to conduct of examinations in English and Hindi.

Leading the State-wide celebrations of the 68 th Kannada Rajyothsava and 50 years of renaming Mysore state as Karnataka in a colourful event at the Kanteerava Stadium here organised by School Education and Literacy department, the Chief Minister said: “Government correspondence and administrative language should be in Kannada because we have to converse with Kannadigas. Only when corresponding with neighbouring states and the Centre, English should be used. If administration and programmes have to effectively reach people, Kannada should be used effectively.” Asking bureaucrats and politicians to use Kannada, he said: “Use of Kannada should not remain merely a slogan.”

He said that the Centre’s move in conducting examinations in English and Hindi — an issue earlier highlighted by Shivajinagar legislator Rizwan Arshad —  should be opposed. “Examination should be conducted in the language known to the locals. I will review it and will write to the Prime Minister.”

Urging people to develop pride about the language, land, water, arts and culture, Mr. Siddaramaiah said: “Every Kannadiga should have pride and take oath that they will uphold them. I will not say that we do not have pride at all. However, unlike in other States we do not have that much pride.”

In a veiled advice to non-Kannadigas, the Chief Minister said: “Unlike in Tamil Nadu, Kerala, Telangana, Andhra Pradesh and Maharashtra, you can survive in Karnataka by speaking Telugu, Malayalam and Tamil without speaking in Kannada. This is true in several areas. I am not insisting that other languages should not be learnt, but speak in Kannada. Everyone should understand that Kannada is the sovereign language here.” He added, “Every resident should learn Kannada. We have to respect the local language.”

On the medium of instruction, he said: “The medium of instruction should be Kannada and several efforts have been made in this regard. Court is also not cooperating with our efforts and has said that the decision on medium of instruction is with the parents. Kannadigas should make the decision to learn in Kannada medium. At least till SSLC, children should study in Kannada medium.” Stating that people had got into a false understanding on the medium of instruction, he said: “In recent times, the passion for English medium has increased and there is a misnomer that only English medium helps people to become scholars, enlightened and find employment. This is not the right understanding. Several leading scientists from Karnataka studied in Kannada medium and became world famous.”

The Chief Minister also took a dig at the previous BJP government for not celebrating the golden jubilee of renaming of the State in a proper manner. “Technically, the State should have observed the event last year and should have completed the celebrations this year. The previous government did not do so. I had announced in the budget that from November 1, 2023 to November 1 2024, the State will observe Karnataka Sambhrama. Till next year, we will create awareness among people.”

He said that to commemorate the 50 years of renaming Mysore State as Karnataka, “Karnataka Sambhrama-50” will be observed with a slogan “Hesarayitu Karnataka-Usiragali Kannada”. The year-long celebration will mark the history, culture, language, music, art and folk of Karnataka across the State to create awareness among people.

The Congress government is making efforts to build a “Vibrant Karnataka” by implementing four of the five guarantees that is empowering people socially and economically, he added.

Free power and water to govt schools

Chief Minister Siddaramaiah announced the supply of free electricity and water to government schools with immediate effect on Wednesday. His announcement came after a request from the Education Department. The CM said that there have been efforts to improve Kannada medium schools to ensure uniform good quality education.

“However, caste and religion, in some circumstances, are coming in the way of providing quality education. It is possible to provide good education in Kannada medium and government schools also and it is not restricted to English medium alone,” he said.

PM celebrates Karnataka

Its people, a blend of warmth and wisdom, fuel the state’s relentless march towards greatness. May Karnataka continue to thrive, innovate and inspire. This Kannada Rajyotsava, we are celebrating Karnataka’s consciousness.”

Everyone living in Karnataka must speak Kannada: CM

BENGALURU: Chief minister Siddaramaiah on Thursday laid the foundation for the installation of a 25-ft statue of Goddess Bhuvaneshwari in the Vidhana Soudha premises. He said the work on the installation will be ready by November 1 this year, and urged those who live in Karnataka to learn the Kannada language and respect it.

Siddaramaiah said that in Karnataka, people revere Goddess Bhuvaneshwari. The statue will be installed at the west gate of the Vidhana Soudha, and will be made of copper. The Department of Kannada and Culture has taken up this initiative.

Speaking to reporters, Siddaramaiah said it is the responsibility of all Kannadigas to safeguard the Kannada language, and the land and water of the state. He said every Kannadiga should begin speaking in Kannada with others. “Kannadigas are large-hearted people. That is why non-Kannadigas and people speaking other languages are not learning Kannada. If you go to Tamil Nadu, Kerala or Andhra Pradesh, people there speak in the local language, unlike people in Karnataka. We need to communicate with others in Kannada. This should actually be a matter of pride, and one need not feel inferior while speaking in our language,” he said.

Further, the CM suggested that everyone living in Karnataka must learn to speak the state language. “We need to learn to appreciate our language, and respect our land and water,” he added.

Siddaramaiah directed officials to complete the work on the statue before November 1. “Work has started and there is no dearth of funds in the state. This statue will be an added attraction to people. We have installed statues of many political leaders in the Vidhana Soudha premises,” he said.

The CM said that on November 1, 2023, the state completed 50 years of renaming Karnataka, when the government decided to celebrate the event for a year. This will culminate on November 1, 2024, when the Goddess Bhuvaneshwari statue will be unveiled.

D. Devaraj Urs served two separate terms as Chief Minister for the state of Karnataka. His first term was between the 20 th of March 1972 and the 31 st of December 1977. His second term as Chief Minister was between the 28 th of February 1978 and the 7 th of January 1980. He was succeeded by R. Gundu Rao in the Chief Minister’s chair.

D. Devaraj Urs – The Public Figure

He was a politician with a cause. His popularity with the people was unquestionable. He won the elections consecutively for a span of 28 years. He was repeatedly elected to the Legislative Assembly from Hunsur constituency between 1952 and 1980. His term as Chief Minister is also one of the longest terms in the history of Karnataka.

His tenure as Chief Minister was interrupted by the President’s rule and not due to falling out of favor with the people, reiterating his popularity with the people. Some of the revolutionary decisions that Devaraj Urs made during his tenure as Chief Minister led to his fame and goodwill amidst the people of Karnataka.

The Landmark Decisions of Devaraj Urs

D. Devaraj Urs is held famously as the greatest social reformers ever from Karnataka. He made several key changes that brought not only relief, but also restored a sense of dignity to the people of Karnataka. Several decisions made by Urs were met with disbelief and strong opposition from members of the society and members of his own party as well as the opposition party.

He is remembered as the man who gave a voice to the oppressed. For the first time perhaps the issues that were hitherto swept under the rug were addressed head on. He was the minority of leaders and politicians that addressed the pressing question of social justice.

A follower of the late Mrs. Indira Gandhi, Urs sought to implement the “elimination of poverty” agenda during his term as Chief Minister. He addressed several questions such as,

  • Education of the “backward” classes of society.
  • Establishment and maintenance of hostels for members of the backward classes and minorities.
  • Allocation of stipend funds for the 16,000 odd unemployed members of the minority sections of society.
  • Abolition of bonded labor, night soil carrying duties allocated solely to members of the Dalit caste.
  • Land reforms according to which the tiller or the farmer became the owner.
  • The Kali project for irrigation purposes.

Political and Social Reforms by Devaraj Urs

The land reforms were especially applauded as they were instrumental in erasing the Zamindar system. They afforded self-respect and a sense of dignity to the farmers who were hitherto treated as bonded labor. The question of social justice therefore saw the light of day due to the efforts and changes effected by Devaraj Urs.

Further, Devaraj Urs chose educated academics to be members of the state cabinet. This was a move that was new and received stiff opposition from party members.

Further his land reforms were the first step in equalizing land distribution throughout the state. Shelters for migrant workers, forgiveness for rural debt and electricity in every house across the state were some of the other reforms in the State.

The major change that Devaraj Urs effected is one that has changed the landscape of Bangalore. The initial plans for an electronic city were drawn up during his tenure. Although the plans were met with skepticism and blatant opposition, Devaraj Urs believed in the plans and approved them.

His terms as Chief Minister not surprisingly were riddled with opposition and disillusionment. Once a staunch follower of Mrs. Indira Gandhi, Urs fell out of favor and eventually set up his own political party. His party, however did not win the subsequent elections+. He joined forces with the Janata party after the loss at elections.

Today Devaraj Urs is remembered as the man who ushered in a revolution by closing the vast disparity between the landed gentry and the bonded labor.

On this day, the former princely states of Mysore, Hyderabad, and Travancore-Cochin, as well as the Kannada-speaking regions of the Madras Presidency, merged to create the state of Karnataka. This day is declared as a state holiday. The people of Karnataka celebrate Kannada Rajyotsava Day with great pomp.

When Karnataka was formed, it was first renamed Mysore, which was the name of the former Princely State. But the people of North Karnataka did not favour this name and demanded a change of name. Due to this, the name was changed to Karnataka on November 1, 1973. The change of name was cheered by all.

The name Karnataka is formed from Karunadu means “lofty land”. The very name Kannada and Karnataka evoked unity between the people of Karnataka. The chief minister at that time was Devraj Arasu. Many people worked hard to unify Karnataka, some of which are B.M. Srikantaiah, Masti Venkatesha Iyengar, A.N. Krishna Rao, Kuvempu, and K. Shivaram Karanth.
