Ph.D. Graduates Stream

Ontario PhD Graduate Stream offers a pathway to permanent residency in Ontario for international students who hold a PhD degree from one of Ontario’s 19 eligible universities, all without requiring a job offer. Candidates must have completed their PhD  within the last two years, demonstrating language proficiency of CLB 7 or higher, showing ties to the province, and having sufficient settlement funds. The application process involves creating an Expression of Interest (EOI) profile, receiving an Invitation to Apply (ITA), submitting required documents, and, upon receiving a provincial nomination, applying for permanent resident status through the federal government. Processing times range from 90 to 120 days, and the application fee is $1,500 CAD.

Ontario PhD Graduate Stream: Immigrate without a job offer

Ontario’s PhD Graduate Stream is a pathway for international students with a PhD degree from an eligible Ontario university to get their PR, even without having a job offer. This program is not an express entry stream, so processing times are longer. And thus, unlike some of the other OINP streams, for the PhD graduate stream in Ontario, the applicants must create an expression of interest in OINP.

  • Minimum Eligibility Criteria:

To be eligible for the OINP PhD Graduate Stream, individuals must have the following criteria and apply with proper proof of documentation:

  • Have graduated from an existing PhD program from one of the 19 eligible  universities in Ontario;
  • At least two years of your PhD studies must have been completed while legally living and studying in Ontario..
  • Apply  within two years of completing the requirements necessary to obtain the PhD degree. For example, if your degree is dated June 1, 2023, you must have registered an EOI, received an Invitation to Apply, and submitted your application on or before June 1, 2025.
  • Residing in Ontario with legal status, not another province, while applying from inside Canada must show legal status and keep that status until receiving a nomination (i.e., study permit, work permit, visitor record) OR apply outside of Canada.
  • Must prove the residency in Ontario. At least 12 months of residency in Ontario in the last two years before the application submission date is required;
  • Intention to live and work in Ontario. Past study, work or travel history plays a vital role in assessing the intention. The OINP assess this through different series of factors;
  • Proof of funds as demonstrated by bank statements or statements of accounts showing other investments, such as fixed-term deposits and mutual funds, that can be readily converted to cash.
  • Proof of having annual earnings from ongoing employment in Ontario; and/or
  • Having a job offer in Ontario.
  • You can also use a combination of your job offer and savings to meet the desired funds requirements e.g. $30,000 salary and $6,000 in savings.

Not all applicants who meet the eligibility criteria will receive an ITA. In order to receive an ITA, you must also score enough points on the scoring scale. To calculate your points, use this free calculator.

In 2023, OINP invited 486 applicants through the PhD stream, in 5 different rounds of invites. The lowest scores ranged from 39-48. So, if you’re in this range, you may have a good chance of success with this program.

Ontario PhD Graduate Stream

The Ontario PhD Graduate stream gives international students, who have graduated from a PhD program at an eligible university in Ontario, the opportunity to immigrate permanently to Ontario without the requirement of a job offer.

Applicants who are successfully nominated under the Ontario Immigrant Nominee Program (OINP's) PhD Graduate Stream may apply to Immigration, Refugees and Citizenship Canada (IRCC) for Canadian permanent resident status.

Eligible PhD graduates do not need a job offer to apply.

For more information on the Ontario PhD Graduate Stream, this page will cover the following topics:

  • Eligibility Requirements
  • Application Process
  • Who is not Eligible to apply for the PhD Graduate Stream?
  • Eligible Ontario Universities

Eligibility Requirements

In order to be eligible for the OINP PhD Graduate Stream, individuals must:

  • Have completed all the necessary requirements to obtain a PhD degree from an eligible Ontario university with  at least two years  of the degree requirements completed while lawfully living and studying in Ontario;
  • The applicant will be required to provide documentation with his or her full name and address in Ontario to prove that this requirement is met. For example, phone bill, car insurance, hydro/energy bill, leasing document, etc.
  • Dependent family members include: Spouse or common-law-partner, children under the age of 22 and their children.
  • Submit the application within two years of the date on which the PhD was granted;
  • Intend to live and work in Ontario; and
  •  The OINP accepts applications from potential applicants who are on  maintained status  at the time of applying.

Settlement Funds

Potential applicants to the OINP PhD Graduate Stream can demonstrate they have sufficient funds to economically establish themselves in Canada through one or a combination of the following:

  • Funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed term deposits, mutual funds, etc;
  • Annual earnings from ongoing employment in Ontario; and/or
  • A job offer in Ontario.

If an applicant uses employment or a job offer in Ontario to meet the settlement funds requirement, he or she must include an employment contract/job offer letter indicating the position, hours of work, and wage. If currently working in Ontario, the applicant must provide two (most) recent pay slips as proof of funds.

Ties to Ontario

While potential applicants to the PhD Graduate Stream do not need to be residing in the province at the time of applying, all applicants must intend to reside in Ontario.

Potential PhD Graduate Stream applicants can demonstrate a connection to Ontario by listing his or her ties to the province, which can include:

  • Current and/or previous employment in Ontario;
  • Job offers or jobs applied/interviewed for in Ontario;
  • Education in Ontario;
  • Volunteer work in Ontario;
  • Lease agreements for a residence in Ontario or property ownership;
  • Professional networks and affiliations;
  • Family ties;
  • Social connections or personal relationships; and/or
  • Previous visits to Ontario.

Application Period

An applicant's degree must be dated within two years of the OINP application submission date. For example, if the degree is dated June 1, 2017, the eligible graduate must apply before June 1, 2019. If the degree has not yet been granted, the applicant can use the date indicated on an official letter from the academic institution indicating when the degree will be granted.

Application Process

Before applying.

Prior to submitting an application, the OINP encourages potential applicants to review the eligibility criteria, document checklist, and ensure that the application is complete. All documents uploaded to Ontario's e-Filing portal must be clear and legible.

The OINP may request additional documents from PhD Graduate Stream applicants during the processing of the application.

Applying for the PhD Graduate Stream online through the OINP's e-Filing portal may take approximately two hours to complete.

Once a registration to apply is submitted through the OINP's online system, the applicant has  14 calendar days  to complete and submit the application or the registration will expire and get withdrawn. The OINP encourages applicants to complete an application before submitting a payment. Once an application is submitted to the OINP, the applicant will not be able to make any changes.

Applicants are responsible for the translation and notarization of any supporting documents that are not in English or French. It is the responsibility of the applicant to locate a certified translator accredited by the  Association of Translators and Interpreters of Ontario (ATIO)  and/or obtain a notarization of documents translated by a translator not certified by the ATIO.

If an applicant located in Ontario is not able to find a certified translator accredited by the ATIO, the translation must be notarized. A letter explaining the reasoning and efforts taken to locate a certified translator must included with the application.

If applying from outside Ontario, the translation must be notarized. If deemed insufficient, the OINP may require applicants to obtain a translation from a certified translator accredited by the ATIO. Translations completed by the applicant, their representative, or others with personal ties to the applicant will not be accepted even if these individuals are considered certified translators.

After Applying

If the OINP considers an application to be incomplete, individuals looking to apply for the OINP PhD Graduate Stream will be required to resubmit a new application. The OINP may consider an application to be incomplete if inaccurate supporting documents are provided or documents that require translation are not certified or notarized.

Applicants who believe the OINP's decision was made in error may request an internal review of the application within 30 calendar days of receiving the notice of the decision (if residing in Canada) or within 60 calendar days if residing overseas. The request must not include any evidence that was not submitted to the program before the decision was made unless the evidence was not reasonably available at the time of applying. The OINP's internal review decision is final.

If the application is successful, applicants will be issued a Letter of Nomination (Nomination Approval Letter) and a Confirmation of Nomination (OINP Certificate of Nomination).

The next step after obtaining a nomination from the OINP is to submit a Canadian permanent residence application to IRCC within six (6) months of being nominated by the OINP. Applicants must include a copy of both the Letter of Nomination and the OINP Confirmation of Nomination with their permanent residence application to IRCC.

The OINP states that a nomination does not guarantee the approval of an application for Canadian permanent residence with IRCC. The OINP requires that nominees continue to demonstrate, on a reasonable basis, the intention to reside in Ontario.

While nominations are valid for a six-month period, the nominee may submit a request for an extension of the Nomination Certificate if it is no longer valid and:

  • IRCC returns the permanent residence application due to incompleteness requiring the submission of a new application; or
  • the nominee is experiencing delays in securing supporting documents for the permanent residence application (i.e. a police criminal record check) and has not yet applied to IRCC.

The OINP has an immigration stream dedicated to international students who have a master's degree from an eligible Ontario university. Learn about the OINP Masters Graduate Stream .

Application procedure

To apply to the OINP PhD Graduate stream, candidates must follow these five steps:

Step One: Submit an Expression of Interest (EOI)

The OINP PhD Graduate stream uses a points-based ranking system to invite the top-ranked candidates to apply. In order to be considered for an invitation to apply (ITA), candidates must begin by submitting an Expression of Interest (EOI) using the OINP e-Filing Portal .

After submitting an EOI, candidates will receive a score based on the OINP EOI Selection System .

Step Two: Receive an Invitation to Apply (ITA)

Periodically, the OINP will conduct a draw for candidates. In these draws, invitations will be issued to candidates who have submitted EOIs and received a certain threshold of points.

Step Three: Submit an application for provincial nomination

Once a candidates receives an invitation to apply (ITA), they are given 14 calendar days to submit an application. These applications can be submitted electronically using a ONe-key account . Applications require extensive personal information and supporting documentation — ensure you’re ready if you receive an ITA.

Step Four: Receive a provincial nomination

The processing time varies for OINP applications. Generally, an application will be processed somewhere between 30 and 150 days. If an application is approved, the applicant receives a formal provincial nomination from the province of Ontario.

Step Five: Submit a federal application for permanent resident status

With a provincial nomination, candidates are eligible to submit an application to the federal government for permanent resident status. This application will include extensive personal information and supporting documentation — similar to the application for provincial nomination.

Notably, the PhD Graduate stream is not aligned with Canada’s Express Entry system — this means that the applications are processed at a slower pace. Applicants should be prepared to wait more than one year for applications to be processed.

Ontario’s EOI selection system — points breakdown

The OINP PhD Graduate stream uses a points-based ranking system to assess Expressions of Interest (EOI) submitted by candidates. Periodically, Ontario will invite candidates with a certain threshold of points to apply — refer to the draw history for more details .

Prepare a Strong Research Proposal

Your research proposal is crucial to your PhD application, as it demonstrates your ability to think critically, conduct independent research, and communicate your ideas effectively. Be sure to clearly outline your research question, methodology, and expected outcomes, while demonstrating your familiarity with relevant literature in your field.

Ontario’s Masters and PhD Graduate Streams: Invitations to Apply for Permanent Residence

Ontario’s Masters and PhD Graduate Streams: Invitations to Apply for Permanent Residence

On August 1, 2023, Ontario issued invitations to potential candidates in the Expression of Interest (EOI) system pool who may qualify for the Masters Graduate and PhD Graduate streams. These streams offer an excellent opportunity for international students with advanced degrees to apply for permanent residence in Ontario, Canada. This article will provide an overview of the key details from the recent invitation round.

Masters Graduate Stream Invitation

In the first draw, invitations were issued to potential candidates in the EOI pool who met the eligibility criteria for the Masters Graduate stream. To receive an invitation, candidates needed to have a minimum score of 48 or above. This score is based on various factors, including education, language proficiency, work experience, and other criteria.

PhD Graduate Stream Invitation

In a separate draw, invitations were issued to potential candidates who may qualify for the PhD Graduate stream. The eligibility requirement for this stream was a minimum score of 39 or above in the EOI system. Candidates with PhD-level qualifications and relevant skills were considered for invitations.

Applying to the Graduate Streams

If you received an invitation to apply for either the Masters Graduate or PhD Graduate stream on August 1, 2023, you can proceed with the application process. Here are the steps you need to follow:

Review Eligibility Requirements: Before applying, carefully review the respective stream pages for the Masters Graduate and PhD Graduate streams on the Ontario Immigrant Nominee Program (OINP) website. Ensure that you meet all the specified requirements.

Document Checklists: Access the document checklists provided for the Masters Graduate or PhD Graduate streams and make sure you have all the mandatory documents ready for the application process.

Log in to OINP e-Filing Portal: To start your application, log in to the OINP e-Filing Portal using your newly created file number. The file number will have the prefix NMAS for Masters Graduate stream applicants and NPHD for PhD Graduate stream applicants.

Note about File Numbers: It’s important to understand that your new application file number is different from your EOI file number. The EOI file number (EOI-NMAS-XXXXXX or EOI-NPHD-XXXXXX) will be greyed out, but this is not an error. The new file number is what you will use for your application.

The Masters Graduate and PhD Graduate streams of the Ontario Immigrant Nominee Program offer exciting opportunities for international students with advanced degrees to obtain permanent residence in Ontario. If you received an invitation to apply on August 1, 2023, for either of these streams, you are encouraged to carefully review the requirements and submit your application through the OINP e-Filing Portal. Ontario Immigration Nominee Program (OINP) on PhD Graduate stream

Canada again issued invitations for potential candidates in the Expression of Interest pool who qualify under the PhD Graduate stream. Only those candidates with a score of 42 can receive the invitation to apply. The PhD Graduate stream presents international graduates with an Ontario PhD degree. So that they will get the chance to live and work in Ontario permanently.

Before your online application for the nomination for permanent residence by the Ontario government, you need to register first in the OINP’s Expression of Interest System. Then, you will receive an invitation to apply.

After getting approval, you must apply to the federal government through Immigration, Refugees and Citizenship Canada (IRCC). Their final decision will help you to get a permanent residency in Canada.

PhD Graduate stream requirements:

After receiving the invitation to apply, you can submit your PhD Graduate stream application. To get approval for your application, you should fulfill all the requirements the Canadian government mentioned.

  • Expression of interest and invitation to apply:

After receiving the invitation, submit your application before the deadline. Before that, it is necessary to prove that you have the qualifications you previously claimed in your expression of interest. Then, you need to show the Ontario Immigrant Nominee Program (OINP) that you meet the requirements.

  • Education Requirements:
  • You must have that qualification that makes you eligible for a PhD degree. Also, you must have that degree from a qualified university in Ontario.
  • At least two years of your PhD studies must have been completed while you were legally living and studying in Ontario.
  • If you have received a bursary, grant, or scholarship that requires you to return to your home country after completing your PhD, unfortunately, you don’t qualify. Only after fulfilling these commitments and showing your intention to live in Ontario can you apply.
  • Ontario Residency Requirements:

Before applying, you need to show some proof that you have been living in Ontario for at least one year before. Your one year of residency can add up over time, allowing for gaps in between. Overall, you should have resided in Ontario for 12 months within the past two years before applying.

  • Financial Stability:

If you are planning to relocate to Canada, you should come with enough money to support both yourself and your family. Your family members should include your spouse, common law partner, and children under the age of 22, including their children.

To meet this requirement, you have multiple options:

  • You can show the balance in your bank statements or other investment accounts.
  • You can show your annual earnings from current employment in Ontario.
  • Also, you can present your job offer in Ontario.
  • Intention to Reside in Ontario

To obtain permanent residence in Ontario, you need to demonstrate your genuine intention to live and work in the province. The country will assess this by looking at various indicators, such as:

  • Your work history in Ontario
  • Job offers in Ontario
  • The education you continue
  • Owner of any property.
  • Regular visit to Ontario
  • Any professional or social relationships
  • Your Legal Status in Canada

When applying from within Canada, you must have legal status at the time of application and maintain it until the nomination process is complete.

If you are on ‘implied status’ when submitting your OINP application, you are still eligible. This means you have applied with IRCC to renew or extend your temporary status document before it expires. Until a decision is made on your application, you can work or study in Canada under the same conditions as your current permit.

  • Application deadline:

You have two years from when you finish the requirements to get your PhD to submit your application. This is the date that your degree was awarded, not the day that you were invited to apply.

How do you know your score factors?

Your points will be calculated when you show interest in this stream according to the following criteria:

  • If your employment or study permit is still valid, you will receive 10 points.
  • Earnings of at least $40k annually will give you 3 points.

Should you receive an application invitation, you must submit supporting documents for each point you were awarded. It is imperative to acknowledge that scoring elements and stream criteria are not the same. When you apply, ensure you meet all the requirements and provide the necessary paperwork.

Are you ready to apply?

Want to check your score and make it above 43 to get your permanent residence in Canada?

Federpath Consultants can help you. We will guide you in preparing all the required documents, and those are needed. Visit our website or call us at 9052350583 to book a consultation session and make your path towards your permanent residence in Canada.

Furthermore, 71 invitations to apply are issued under the PhD Graduate stream to all the EOI profiles with a score of 40 and above.

Invited candidates will now have 14 days to submit their application in support of the information mentioned in their Expression of Interest profile to get permanent residency (PR) in Ontario.

Reiterating our suggestion for Canada permanent residency aspirants in times of increasing Comprehensive Ranking System (CRS) scores in Express Entry draws .

Rather than purchasing LMIAs or running payrolls, international students seeking PR in Canada can enroll in a Masters degree at one of the qualifying universities , which will:

  • boost their academic performance for future career opportunities
  • offer them the right to remain in Canada as students, and
  • offer a significantly better chance of obtaining permanent residency.

Because no job offer is required for the OINP Masters Graduate Stream , it is better to spend your money developing your career profile rather than buying employment offers/LMIAs/Payrolls.

Six of Canada’s provinces invite candidates in latest provincial immigration results

phd stream canada immigration 2023

Ontario, British Columbia, Quebec, Alberta, Manitoba, and PEI have invited candidates to apply for provincial immigration.

All Canadian provinces and territories, except Quebec and Nunavut, may invite economic immigrants to apply for a provincial nomination through the Provincial Nominee Program (PNP). A nomination strengthens a candidate's application for permanent residency when they apply to Immigration Refugees and Citizenship Canada (IRCC).

Quebec has a separate agreement with the federal government and has total autonomy over the number of economic immigrants it may choose for permanent selection.

Discover if You Are Eligible for Canadian Immigration

New Immigration Levels Plan and Strategic Immigration Program

Each year, IRCC releases an Immigration Levels Plan to set a target for the number of permanent residents that will be invited over the coming three years. The overall target is divided among IRCC's immigration programs and pathways.

The latest Immigration Levels Plan, covering 2024-2026, was released on November 1st . It shows that in 2024, IRCC will admit 110,000 newcomers through the PNP and 120,000 in both 2025 and 2026.

The Plan is based heavily on IRCC’s recently released Strategic Immigration Program . The program outlines three key pillars for improving efficiency at IRCC, making it easier for newcomers to settle, and coordinating the growth of immigration levels with infrastructure requirements and settlement services.

IRCC plans to meet its goals by speaking with relevant stakeholders, such as provincial governments, to better understand local needs and capabilities. This will ensure that newcomers have everything they require to integrate successfully while improving affordability and balancing the needs of all Canadians.

Provincial immigration results October 28- November 3

On October 30 Ontario issued invitations to apply to candidates in the Master’s Graduate and PhD Graduate streams of the Ontario Immigrant Nominee Program (OINP). Both draws were general, meaning no occupation was specified.

The province invited 1051 Master’s Graduate stream candidates with a minimum score of 43 and above

It also invited 66 PhD Graduate stream candidates with a minimum score of 42 and above.

British Columbia

British Columbia invited more than 203 PNP candidates on October 31.

The province held four separate draws. The largest considered Skilled Workers with a minimum score of 111 International Graduate with a score of 113 and Entry-Level and Semi-Skilled candidates who scored a minimum of 91.

The remaining three draws were occupation-specific and targeted only Skilled Workers and International Graduates. All candidates needed a minimum score of 60.

  • 48 early childhood educators and assistants
  • 22 healthcare professions
  • Less than five other priority occupations

Quebec released its own Immigration Levels Plan on November 1st. Like the federal Immigration Levels Plan, Quebec sets targets for the economic immigrants it will invite to apply for permanent selection, but this year the province only sets targets for 2024 and 2025.

Quebec typically sets targets up to four years in advance but is only doing two years in this plan to monitor the success of a new requirement that  all candidates have knowledge of French to be considered for permanent selection.

The province is targeting 30,650 skilled workers in 2024 and 31,500 in 2025.

The two most recent provincial immigration draws took place on October 26 and invited 1220 candidates. The first draw targeted multiple trades occupations with a score greater than 465 points.

The second draw targeted candidates in tech, healthcare and other priority occupations with scores that were greater than 608.

In both draws, candidates also required a level 7 oral proficiency (or higher) in French according to the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent.

Alberta recently published draw results for October 24 and October 26.

On October 24, the province invited 22 candidates through the Dedicated Healthcare Pathway with Alberta job offer stream. The lowest-ranking candidates had a Comprehensive Ranking System (CRS) score of 326.

The October 26 draw invited 100 candidates who were eligible under the Family Connection and Primary Occupation In Demand stream. These candidates needed a minimum CRS score of 369.

In both draws, candidates were also in the Express Entry pool of application.

Manitoba invited 400 candidates to apply for nomination through the Manitoba PNP on November 2.

The province held three separate draws. The first was for 204 Skilled Workers in Manitoba with a minimum score of 768. It was a general draw.

The second was for Skilled Workers Overseas. The province invited 65 candidates with a score of 708 as part of a strategic recruitment initiative.

The final draw invited 131 candidates from the International Education Stream . No minimum score was specified.

Prince Edward Island

Also on November 2, PEI invited 41 Labour and Express Entry candidates to apply.

Candidates were selected if they were working in the healthcare, manufacturing, food processing and agriculture sectors.

In the past 12 months, PEI has invited 2,385 candidates to apply through the PEI PNP.

Key Facts and Figures

Study permit applications.

  • The volume of study permit applications have increased dramatically in the last five years.
  • In 2023, Immigration, Refugees and Citizenship Canada (IRCC) received over 914,000 new study permit applications (excluding extensions). Compared to that number in 2022 – 713,000 new permits – this represents a 28% increase just in the past year.
  • Most new study permits are processed within 66 days, as of January 31, 2024. New study permit applications under the Student Direct Stream are processed within 34 days as of January 31, 2024.
  • The measures announced on January 22, including a cap on study permit intake, aim to curb the rapid increases in the number of international students arriving in Canada.

Post-Graduate Work Permits

  • Similarly, in the last five years, the number of post-graduation work permit (PGWP) holders has more than doubled. On December 31, 2023, there were over 396,000 individuals who held a PGWP compared to 179,000 in 2019 (i.e. 121% increase).
  • More than half of all PGWP holders in Canada are working in Toronto, Vancouver, or Montreal. Of the individuals who held a PGWP on December 31, 2023, 39% indicated to IRCC that they were destined to Toronto, 12% to Vancouver, and 8% to Montreal.

Key Messages

  • The volume of international students coming to Canada has significantly increased in the past five years.
  • IRCC is taking action to curb volumes, ensure that international students have a positive experience here, and keep Canada’s competitive edge in recruiting top talent.
  • IRCC has already introduced a number of measures through the International Student Program review.
  • To reduce volumes and mitigate incidence of fraud, the Department introduced mandatory letter of acceptance verification to all post-secondary institutions in December 2023 and increased the minimum funds requirement in January 2024 so that students are financially better prepared for life in Canada.
  • IRCC is also looking to adopt a Recognized Institutions Framework to attract and retain top international talent – with redacted related to housing.
  • Finally, on January 22, IRCC implemented a two-year cap on study permit applications, with some exceptions. This measure is meant to slow the growth of the program to ensure that international students are adequately supported while they are here.

Supplementary Information

  • From December 31, 2022 to December 31, 2023, the number of international students in Canada grew by over 200,000, the largest one-year increase in the program’s history.
  • Over the past five years, the number of study permit applications received by IRCC per year has more than doubled. In 2019, IRCC received 425,000 new study permit applications (excluding extensions) compared to 914,000 in 2023.

OINP Masters Graduate stream

Learn how to apply for a nomination for permanent residence in Ontario if you have a masters degree from an Ontario university.

On this page Skip this page navigation

The Masters Graduate stream gives international graduates with an Ontario masters degree the opportunity to apply to permanently live and work in Ontario.

You must first register in the OINP ’s Expression of Interest System and receive an invitation to apply before you can apply online to be nominated by the Ontario government for permanent residence.

If you are nominated, your next step is to apply to the federal government through Immigration, Refugees and Citizenship Canada ( IRCC ). They make the final decision on who becomes a permanent resident.

Steps to apply

  • Register an expression of interest

Before you can apply to this stream you must:

  • register an expression of interest
  • receive an invitation to apply.
  • Review document checklist

If you received an invitation to apply

If you are using a representative, or you are a representative, the submission process is different. Learn more about how to appoint a representative or register as one .

Applications submitted by self-appointed representatives are invalid and will be withdrawn by the OINP . Your application will be returned as incomplete and your application fee will be refunded.

Follow these steps to apply:

  • Click the submit an application button below.
  • Log into your My Ontario account as a returning user.
  • From your My Applications page, click on the file number link to begin your application.

Please note your application file number is different than your EOI file number.

Stream requirements

After you receive an invitation to apply, you may apply to the Masters Graduate stream. You must meet all the requirements in the categories below in order for your application to be approved. You don’t need a job offer to apply.

Please refer to section 8 of Ontario Regulation 422/17 for more details on each requirement.

1. Expression of interest and invitation to apply

  • You must have received an invitation to apply and applied within the deadline identified.
  • You must demonstrate that you had the qualifications that you claimed you had in the expression of interest that you registered with the OINP and attested to.

2. Education

To qualify, you must have completed the requirements necessary to get a masters degree.

This means:

  • at least one academic year of full-time study (that is at least 15 hours of instruction per week over the academic year including any period of training in the workplace as part of your studies. Part-time studies may qualify, if the program is equivalent to at least one full-time academic year)
  • the degree is from an eligible university in Ontario (see the list of eligible Ontario universities below)

You don’t qualify if you are enrolled as a student when you are applying, unless at least one of the following applies:

  • it is for the purpose of meeting the requirements to be licensed in a regulated occupation in Ontario
  • you are also working full-time in Ontario

You don’t qualify if you have received a bursary, grant or scholarship that requires you return to your home country after you earn your masters degree. You may only apply after you have fulfilled those commitments and can demonstrate an intention to live in Ontario.

3. Language

You must be able to understand, read, write and speak in English or French at a Canadian Language Benchmark ( CLB ) level 7 or higher.

To prove that you have the mandatory language skills, you must take an approved English or French language test before you submit your application to this stream.

The test date must be within 2 years prior to the application submission date.

For English tests, we accept:

  • International English Language Testing ( IELTS ) we only accept the General Training test. Please note that we do not accept the IELTS One Skill Retake test.
  • Canadian English Language Proficiency Index Program ( CELPIP ) — we only accept the General test
  • Pearson Test of English ( PTE ) Core – please note we only accept the PTE Core test, not the PTE Academic test

For French tests, we accept:

  • Test d’évaluation de français pour le Canada ( TEF )
  • Test de connaissance du français pour le Canada ( TCF )

Learn more about the English and French language tests

4. Residency in Ontario

You must have legally lived in Ontario for at least one year in the past two years before you apply.

Note that your one year of residency can be cumulative. This means that there can be gaps provided that all the periods of residency in Ontario add up to 12 months within the past two years before you apply.

5. Settlement funds

You must have enough money to support yourself and your dependent family members when you settle in Canada.

Note that a family member includes your spouse, common law partner and children under the age of 22, including their children.

You can meet this requirement through one or a combination of any of the following:

  • funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed term deposits, mutual funds, etc.
  • annual earnings from ongoing employment in Ontario
  • a job offer in Ontario

Learn more about the amount of money you must have available in order to apply (see How much money you'll need ).

Example: you have checked how much money you must have available and, based on your family size, you must have $29,000 (CAD). You have a job offer in Ontario with an annual wage of $25,000 and you have a balance of $5,000 in your savings account for a total of $30,000. By using a combination of your job offer and bank statement, you would meet the settlements fund requirement.

If you provide bank statements that include a one-time large deposit, we may ask you to provide additional documentation to support that your funds are free of debt or liability.

6. Intention to live in Ontario

You must intend to live in Ontario after you’ve been granted permanent residence. We determine this by examining your ties to Ontario, which can include doing things like:

  • working or having worked in Ontario
  • getting job offers or applying/interviewing for jobs
  • volunteering
  • leasing or owning property
  • having professional networks and affiliations, family ties and personal relationships

7. Residency at time of application

At the time you apply, you must be either:

  • living in Ontario with legal status (study permit, work permit, visitor record)
  • living outside Canada

You don’t qualify if you’re living in a province or territory in Canada other than Ontario at the time you apply.

8. Legal status in Canada (if applicable)

If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination.

You may apply if you are in ‘maintained status’ at the time of your OINP application submission. ‘Maintained status’ means that you submitted an application to Immigration, Refugees and Citizenship Canada ( IRCC ) to renew/extend your temporary status document (a visitor record, work permit, study permit) before its expiry date. You can remain in Canada and continue to work or study under the same conditions as your existing permit until a decision is made on your pending IRCC application.

9. Application period

You must submit your application within two years of completing the requirements necessary to obtain your masters degree.

This means that the date on your degree must be within two years of your OINP application submission date, not the date you received the invitation to apply. For example, if your degree is dated June 1, 2021, you must have registered an EOI , received an Invitation to Apply, and submitted your application on or before June 1, 2023.

If you don’t have your degree yet, use the date on the official letter from your university which states when your degree will be granted.

Important: you must have completed your masters degree before you submit your application.

Scoring factors

Once you register an expression of interest under this stream you will be assigned points based on the following factors.

If you are invited to apply, you will be required to submit specific documents to support each scoring factor for which you received points. Scoring factors are not the same as stream criteria. You must meet all criteria for this stream and provide the mandatory documents with your application. Refer to the document checklist for the Masters Graduate stream.

These migrants arrive with complex asylum claims and, because of bureaucratic and diplomatic obstacles, are among the most difficult to deport when they don’t qualify for protection. Many are released into the United States with a pending court date that may be years away .

Some migrants say they could be killed if sent home. Many risked their lives crossing oceans or jungles to reach the border in search of a better life. The legal basis for an asylum claim is a flight from persecution, not a yearning for American prosperity.

Immigration judges are churning out decisions at a record clip. Still, decisions about sensitive cases involving violence and persecution tend to take years. That means many of the new immigrants are living in a state of long-term limbo, even as they become more enmeshed in the fabric of American life.

Economists say the migrants have helped America’s post-covid economy to be one of the strongest in the world. But the United States remains tangled in a bitter debate over the costs and benefits of these new arrivals, which has been amplified by this year’s presidential campaign .

Biden tightened border restrictions to curb asylum claims after former president and presumptive GOP nominee Donald Trump rallied Republicans to defeat a bipartisan bill that would have expanded immigration enforcement . Trump blames Biden for inviting mass migration, and he is pledging to close the border and deploy U.S. troops to carry out deportations if he’s elected in November.

Where people have settled

Unlike the immigrants of the late 1800s and early 1900s who arrived at Ellis Island on transatlantic steam ships, the journey today often unfolds in two phases. One is the physical challenge of reaching U.S. territory. A second, longer odyssey follows in the U.S. immigration court system, which must sort out who is allowed to stay.

The Post’s analysis of U.S. immigration court data shows that about 3 million migrants who have arrived since 2014 have active cases. More than three in five have entered the United States since 2021, the year Biden took office.

Their legal status in America remains unresolved, but they are already building lives: many are taking low-wage jobs, sending children to school and relocating to communities across the United States that have not been traditional immigrant destinations.

Migrant arrivals since 2014, according to court data

phd stream canada immigration 2023

Court filings show the newest immigrants are settling across rural and urban America. They and other arrivals have pushed the share of the U.S. population that is foreign-born to nearly 14 percent, the highest in more than a century. New immigrant hubs have formed around jobs in meatpacking , agriculture and petroleum.

Some of the biggest growth areas are in Florida and Texas, where the immigrant population continues to expand thanks to plentiful jobs and cheaper housing — and despite immigration crackdowns by Republican Govs. Ron DeSantis and Greg Abbott .

The growth is uneven. West Virginia , Wyoming and North Dakota — states with severe labor shortages — attracted hardly any of the newcomers, while New York, Chicago and Denver have received thousands as Abbott has bused more from the border to those cities. California, a traditional destination, is also home to large numbers of new arrivals.

Immigrant hubs by nationality

Migrants have long chosen to settle with family and friends in the United States. Some arrive with a relative’s phone number scrawled on their hands. Many newer arrivals have few contacts, however, and end up in city shelters.

Guatemalans and Hondurans have been crossing the U.S. southern border for many years, fleeing violence, drought and hunger. Like the Mexican immigrants facing deportation, they are widely distributed across urban and rural areas, with fast-growing communities in western and southern U.S. states.

Venezuelans became a top group entering the United States for the first time under the Biden administration, a surge that has demonstrated how rapidly migration can change. New enclaves of Venezuelan migrants have formed in places such as Salt Lake City, Denver and Dallas. If Maduro extends his rule during next month’s election, he could trigger another mass exodus.

Migration from El Salvador has fallen in recent years under President Nayib Bukele , who has generated both accolades and criticism for an iron-fisted anti-gang campaign. El Salvador has gone from one of Latin America’s most dangerous countries to one of its safest, and far fewer Salvadorans are leaving.

Cuban migration to the United States has been at record levels due to the country’s tanking economy and long-standing U.S. penalties that tightened under Trump. Cubans enjoy special privileges under U.S. law, and roughly five percent of the island’s population has crossed into the United States since 2021. Louisville, Las Vegas and Houston are new destinations for Cubans, court filings show.

Turmoil in Haiti has sent more people fleeing — and made U.S. deportations to Haiti more controversial. Many of the Haitians who have surged to the United States have arrived from Chile or other South American nations where they found refuge after Haiti’s devastating 2010 earthquake. They risk deportation to a place they left years ago. Haitian communities in Massachusetts, New Jersey and Florida have expanded in recent years, the data show.

Immigration court cases have jumped for other Latin American nations, including Colombians, Brazilians, Peruvians and Ecuadorians , the latter fleeing new waves of drug-fueled gang violence . Those groups are concentrating in New York, Florida and the Midwest.

During the past two years, U.S. border authorities have apprehended more migrants from Africa and Asia than ever before. Guided by smuggling organizations, these groups often arrive to South America then head north to follow the dangerous Darién Gap jungle route between Colombia and Panama, eventually reaching the U.S.-Mexico border.

About 50,000 Chinese migrants have crossed into the United States along the Mexico border since 2023. Court data show many of the most recent migrants are settling in Queens or Los Angeles’s Monterey Park area. Migrants from India are streaming to California. Russians, many of whom say they’re fleeing the war on Ukraine and forced conscription, are going to New York, Sacramento and Los Angeles.

About this story

The Washington Post used immigration court case data through May 2024 released by the Justice Department. Reporters limited their analysis to cases with entry dates since the start of 2014, omitting all cases missing entry dates. Although migrants may have multiple cases of entry over the decade, each person is only counted once. And although the overall analysis figures include detainees currently in government custody, the maps of where migrants have settled do not.

The data does not specify how every migrant entered the United States, but an analysis of charges and reporting on the topic revealed that most migrants entered through the southern border of the United States.

The Justice Department agency that runs the immigration courts, the Executive Office for Immigration Review, started releasing the data monthly to the public after receiving requests from the Transactional Records Access Clearinghouse at Syracuse University, which publishes the information.
