Do you want to be part of a team that conducts in-depth air quality investigations that apply the latest scientific and technical principles? If the answer is yes, then the Air Quality Analysis Section (AQAS) in the Air Quality Planning and Science Division (AQPSD) has an Air Pollution Specialist position for you.

The Air Quality Planning and Science Division is seeking a highly qualified and motivated Air Pollution Specialist (APS) for the Air Quality Analysis Section (AQAS). The AQAS is responsible for conducting a number of complex air quality investigations. Section responsibilities include evaluating the state of California's air quality, the progress made towards air quality standards, and the impact of transport.  Section staff evaluate information from diverse sources to further the understanding of how emissions, weather and other factors contribute to air quality problems. Another major area of responsibility includes conducting evaluation of data to support federal and State designations, classifications, and nonattainment boundaries for air pollutants. Staff also prepare portions of State Implementation Plans (SIP), including Weight of Evidence assessments for ozone, and work on the impact of fire emissions on ozone air quality and the Exceptional Events demonstrations. Other duties include preparing federally mandated monitoring network plans and network assessment plans and working with air districts, U.S EPA, and CARB's Monitoring and Laboratory Division (MLD) to implement network plans for revised federal standards, including ongoing evaluation of monitor siting issues.

Under direction of AQAS Air Resources Supervisor I, the APS will work with a team of air quality professionals to develop and apply sophisticated data analysis techniques and modeling tools to evaluate air quality trends, source-receptor relationships, and the impact of weather and emissions on air quality; Develop recommendations and proposals related to designations for new, revised, and existing federal and State standards; Evaluate the impact of Exceptional Events, including prescribed burns and wildfires, on measured ozone concentrations and lead the efforts to support air districts with Exceptional Events demonstrations to ensure an increase in the use of prescribed fire does not hinder NAAQS attainment status.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

Desirable Qualifications

We are looking for a self-motivated, creative, and analytical individual with strong technical background; and excellent oral and written communication skills. Applicants should be familiar with the ambient air quality data collection and analysis, and have a strong background and knowledge of the atmospheric processes that may impact the air pollution, especially ozone, levels in California.  The ideal candidate will have experience in applying sophisticated analysis techniques on complex data sets, including surface and upper air measurement data, output from photochemical modeling results, as well as satellite data. The most successful applicants will also possess the ability to work independently and cooperatively with other staff and agencies; meet deadlines; follow written and verbal instructions; and work effectively under pressure.
