PhD in Political Science

Our doctoral students are advancing political science as a discipline. They explore the empirical phenomena that produce new scholarly insights—insights that improve the way governments and societies function. How the PhD program works

The MIT PhD in Political Science requires preparation in two of these major fields:

  • American Politics
  • Comparative Politics
  • International Relations
  • Models and Methods
  • Political Economy
  • Security Studies

We recommend that you take a broad array of courses across your two major fields. In some cases, a single course may overlap across the subject matter of both fields. You may not use more than one such course to "double count" for the course distribution requirement. Keep in mind that specific fields may have additional requirements.

You are free to take subjects in other departments across the Institute. Cross-registration arrangements also permit enrollment in subjects taught in the Graduate School of Arts and Sciences at Harvard University and in some of Harvard's other graduate schools.

Requirements

1. number of subjects.

You will need two full academic years of work to prepare for the general examinations and to meet other pre-dissertation requirements. Typically, a minimum of eight graduate subjects are required for a PhD.

2. Scope and Methods

This required one-semester seminar for first-year students introduces principles of empirical and theoretical analysis in political science.

3. Statistics

You must successfully complete at least one class in statistics.
You must successfully complete at least one class in empirical research methods.

5. Philosophy

You must successfully complete at least one class in political philosophy.

6. Foreign language or advanced statistics

You must demonstrate reading proficiency in one language other than English by successfully completing two semesters of intermediate-level coursework or an exam in that language, or you must demonstrate your knowledge of advanced statistics by successfully completing three semesters of coursework in advanced statistics. International students whose native language is not English are not subject to the language requirement.

7. Field research

We encourage you to conduct field research and to develop close working ties with faculty members engaged in major research activities.

8. Second Year Paper/workshop

You must complete an article-length research paper and related workshop in the spring semester of the second year. The second-year paper often develops into a dissertation project.

9. Two examinations

In each of your two elected fields, you must take a general written and oral examination. To prepare for these examinations, you should take at least three courses in each of the two fields, including the field seminar.

10. Doctoral thesis

As a rule, the doctoral thesis requires at least one year of original research and data collection. Writing the dissertation usually takes a substantially longer time. The thesis process includes a first and second colloquium and an oral defense. Ph.d. in political science.

We are ranked as a top-ten research department and our graduate program has an excellent job placement record. Over the past decade, the vast majority of our PhD graduates have gone on to attain tenure-track positions, and many other students have become leaders in the public, private, and non-profit sectors. 

In addition to a demanding sequence of courses during the first two years, our graduates begin working with faculty from the very first day, to gain an appreciation of the challenges involved in producing innovative research.

This paves the way to their own intellectual development, the first major milestone of which is a solo-authored research paper to be presented to the department during their second year in the program. From that point on, until the completion of the dissertation in year five, the focus is primarily on independent and collaborative research.

Our graduate program is organized around subfields that address major theoretical questions about political life, encourage collaboration across intellectual boundaries, and place us at the frontiers of the discipline. Ph.D. Program

Thank you for visiting the graduate program website and for giving us the opportunity to introduce ourselves. We take special pride in our Department’s high national ranking in the discipline — and in the shared determination of our faculty to continue to build an exciting intellectual community. Our graduate program combines outstanding faculty and students, a broad-ranging curriculum oriented toward research, and the resources of one of the nation’s great universities. In addition to housing many leading departments in the social science, humanities and natural sciences, UCLA offers one of the world’s foremost research libraries, exceptional computing facilities, and an extensive network of interdisciplinary centers and institutes that foster linkages across disciplinary boundaries.

Our Department is a fairly large one, staffed by approximately 45 core faculty. Each year we aim for an entering class of about 15 to 20, which allows for considerable personal attention to each of our students. Currently, we have about 150 students in residence. We consider ourselves a “full service” department: our large and intellectually diverse faculty offers coursework and opportunities for research in all of the major sub-fields of the discipline. In addition, our graduate students have found that our curriculum facilitates intensive study in a number of cross-cutting areas – empirical and theoretical, contemporary and historical. Among these interdisciplinary concentrations are political economy, American political development, race and politics, and the philosophical, historical, and literary dimensions of political theory. Because UCLA is home to a large number of centers for language and area studies our students often focus their doctoral research on the politics of specific world regions while drawing theoretical and empirical leverage from sources that transcend conventional boundaries.

Our emphasis on rigorous academic training and independent research creates a diverse and intellectually exciting graduate student community. Most of our doctoral graduates go on to careers in academic institutions, but many have also found challenging employment in the public sector or in private organizations that emphasize research and analytic skills. In the past decade or so, our graduates have obtained tenure-track academic positions at Princeton, Yale, Harvard, Harvard’s Kennedy School, Stanford, Pittsburgh, Rochester, Michigan, UC Berkeley, and UC San Diego. Others have joined such institutions as the World Bank, the State Department, the Federal Reserve Bank, RAND, and the Carnegie Endowment.

The requirements for the Ph.D. in political science are divided between those that must be satisfied by all candidates for that degree and those particular to the student’s major and minor fields.

Department-Wide Requirements

All candidates for the Ph.D. must satisfy the following requirements:

Course Requirements

  • To fulfill the requirements for the Ph.D. in Political Science students must complete 12 courses at the 600-level with a grade of B or better.
  • Of these 12 courses, eight must be graduate-level (600-level) courses taken in the Political Science department.
  • No more than two of these eight courses (600-level) may be Independent Studies.
  • If a graduate student is interested in taking an undergraduate-level course, the student must make arrangements to take a graduate-level Independent Study with the professor teaching that course. (NB: As noted above, a student may take no more than two Independent Studies for credit toward fulfilling the requirements of the PhD.)
  • A graduate student may take no more than one graduate-level course at another division of Johns Hopkins University (i.e. SAIS, Public Health, etc.) for credit toward fulfilling the requirements of the PhD in Political Science.
  • Students may make a formal request to the DGS to have up to two graduate-level courses taken at another institution count for credit toward fulfilling the requirements of the Ph.D. in Political Science at JHU.

Foreign Language Requirement

All students must demonstrate proficiency in a foreign language. This requirement can be fulfilled as follows:

  • Demonstrate fluency in a foreign language (granted automatically for students whose first language is not English).
  • Complete four semesters of college-level foreign language instruction.
  • Pass a translation exam.
  • Earn a degree from a University where instruction is not in English.
  • With a degree from an institution in which the language of instruction is a language other than English.
  • Place into a third-year foreign language course through online placement tests (see MLL website).

Comprehensive Examination Requirement

Students are required, at a minimum, to take comprehensive exams in one major field and one minor field. Students may also elect to take two major exams or a major exam and two minor exams (one of which may be outside the Department of Political Science).

Faculty members in the field write and evaluate the exams and determine the format. Major field comprehensive exams take place over two days (8 hours per day); minor field exams take place over one day. The fields within the department are American politics, law and politics, political theory, comparative politics, and international relations.

Students choosing a second minor outside the department must devise a coherent program of study in that discipline, in consultation with their political science faculty adviser and with faculty from the other department. Students choosing an external minor must complete a minimum of three courses at the 600 level in the external minor’s discipline, earning a grade of B or better. They must also pass a comprehensive examination prepared and evaluated by faculty from that department in consultation with faculty of the Department of Political Science.

Dissertation

The dissertation is the capstone of doctoral education, and it must be a substantial work of independent scholarship that contributes to knowledge in the student’s field of study. Students must identify a tenure-track or tenured member of the Political Science faculty who is willing to supervise the preparation of their dissertation. A dissertation prospectus must be submitted to two professors (one of whom must be the dissertation advisor) and that prospectus must be accepted by them both.

Students must pass a final examination that takes the form of a defense of the doctoral dissertation that is conducted under the rules of the Graduate Board of Johns Hopkins University.

Note: Exceptions may be made to some of these requirements but only with the approval of the graduate student’s adviser and the Political Science department’s Director of Graduate Studies.

Field-Specific Requirements

Field-specific basic expectations, procedures, and requirements are stated below. These are implemented, interpreted, and adjusted in the light of the intellectual orientations and objectives of individual students. It is important that students work closely with their advisers and with the faculty in their major and minor fields in constructing and pursuing their programs of study.

American Politics

Students majoring and minoring in American Politics will work with at least two faculty members to develop a plan of study that includes recommended course work and other preparation needed to pass a comprehensive exam. Students completing a major are expected to demonstrate a breadth of knowledge sufficient for framing a dissertation in the relevant disciplinary literature and teaching undergraduate courses in the field; students who pursue a minor may focus more narrowly on an area of study in which they demonstrate fluency. These may include, but are not limited to, the following areas of faculty interest:

  • American Political Institutions (Congress, Courts, and the Executive)
  • Urban Politics
  • American Political Development
  • Race and Politics
  • Political Behavior and Public Opinion
  • Public Policy
  • American Political Thought
  • Political Parties and Elections

In addition, students majoring in the field are strongly encouraged to take AS.190.602 Introduction to Quantitative Political Science as part of their course of study.

Comparative Politics

All students majoring and minoring in comparative politics will become conversant with major substantive and methodological debates in the field, and be able to comment on the key theoretical literature in several of those debates. They will typically also develop knowledge of at least one world region. Students majoring or minoring in comparative politics are required to take AS.190.625 Theories of Comparative Politics and at least one seminar in quantitative or qualitative methods. Students are expected to master the material covered in these courses, as well as others with more specialized topics.

Students will take a comprehensive exam that will test their ability to engage with several areas of theoretical debate in comparative politics, and their ability to use comparative examples to support their arguments. Students may focus on (but are not limited to):

  • Civil Society
  • Institutional Theories
  • Transnational Relations, Social Movements, and Contentious Politics
  • Political Parties, Interest Groups, Representation, and Political Behavior
  • Comparative Political Economy
  • Comparative Racial Politics, Nationalism, and Migration and Citizenship
  • The Political Economy of Development
  • Economic and Political Transitions
  • Ideas and Politics

Within the spirit of this division of the overall field, students may propose alternative delineations of thematic subfields.

Students working in specific thematic and substantive subfields within comparative politics will be required to demonstrate competence in methodologies and bodies of theory judged by the faculty to be necessary for quality research and teaching in those subfields.

Requirements for the major exam:

Students taking the major exam are expected to compile a reading list that includes at least six fields, including a general “Theories of Comparative Politics” field. The reading list must be approved by the student’s advisor at least six weeks before the exam. We strongly advise students to submit their reading lists to all of the CP faculty for feedback at least a few months before the exam. A minimum of three CP faculty members will read each major exam.

Requirements for the minor exam:

Students taking the minor exam should seek two readers among the CP faculty for their exams. Students are expected to compile a reading list that includes at least four fields, including a general “Theories of Comparative Politics” field. The reading list must be approved by the two readers at least six weeks before the exam. We strongly advise students to submit their reading lists to all of the CP faculty for feedback at least a few months before the exam.

International Relations

All students majoring or minoring in international relations will be required to have deep knowledge of the scholarship relevant to their area of research and to be conversant with the major theoretical, substantive, and methodological themes and debates of the field. It is strongly recommended that students take AS 190.676 Field Survey of International Relations (or a similar course) and a methods/epistemology course chosen in consultation with their faculty advisers.

Students majoring in international relations will take an examination covering two subfields. The first subfield must be international politics. The other subfield is to be determined in consultation with faculty teaching international relations. Choices include but are not restricted to:

  • Science, Technology, and Art and International Relations
  • Global Political Economy

Students minoring in international relations will take a comprehensive examination of international politics.

Political Theory

Students majoring in political theory will take a comprehensive examination covering the following two subfields:

  • Contemporary Political Theory
  • History of Political Thought

Each student preparing for a major comprehensive exam will propose six or seven thinkers in the history of thought, six or seven recent or contemporary thinkers, and three or four issue areas. Examination questions are composed in light of the theorists and issues articulated in the exam prospectus.

The minor comprehensive exam in political theory asks the student to select half the number of thinkers required for the major exam and three issue areas.

Preparation for these examinations will be arranged in consultation with relevant faculty.

Students majoring in political theory will also take at least one minor field from American politics, law, and politics, comparative politics, or international relations.

Law and Politics

Law and politics focus on American constitutional thought, judicial politics, law and society, and philosophy of law. Students learn not only about the history and context of American constitutional developments but also about the operation of the judicial branch of government in the past and the present. Studying how courts and judges do their work, students also consider how that work has changed over time. Students explore how legislation, as well as court decisions, reflect and influence a society’s policies, politics, and moral commitments. In addition, they examine how social movements, interest groups, and professional networks help to shape the law’s content and implementation.

Students may major or minor in law and politics. In either case, students work closely with at least two members of the faculty to develop a plan of study regarding coursework and additional reading to prepare them for comprehensive exams. Majors are expected to demonstrate a breadth of knowledge in the field sufficient for framing a dissertation and for teaching undergraduate courses; minors may focus more narrowly on a particular area of study.

Writing Sample

A writing sample is required as part of the application and should be a recent scholarly or critical paper, 15 to 25 pages in length.

For the coordinated JD/PhD  in law and political science, applicants must apply separately to each program and indicate in the application to the PhD program that a concurrent application has been submitted to the Harvard Law School.

PhD in Political Science

Doctor of philosophy in political science.

Our program maintains the traditional concentrations of the field. Students must select one major and one minor concentration in either

  • political philosophy/political theory
  • American politics/constitutional law; or
  • comparative politics/international relations.

Each of these three traditional areas of concentration, however, will be informed by a set of questions and themes, grounded in the training and research of our faculty, which make this program unique. We focus on the foundations and operation of constitutional government, the character and cultivation of political leadership, and the relation of both to civil society and to the task of educating citizens for the exercise of liberty. Civic education involves learning the mechanics of government, but it also involves the formation of citizens through involvement with civil society and service to the community. Proper civic institutions do not merely buttress individuals from the abuse of political power; they also shape the habits of mind and heart necessary for responsible citizenship and political leadership.

Our program also allows doctoral students to work in an interdisciplinary concentration , such as "Religion and Politics" or "Politics and Literature." This concentration allows students to draw on programs throughout the university, such as Church-State Studies, English, history, philosophy and sociology.

Most importantly, our doctoral program takes as its calling not simply the education of future scholars but also the education of teachers. Teaching apprenticeships -with a one-on-one relationship between an apprentice and a teacher-is another distinguishing feature of our program. Graduate students serve as apprentices for undergraduate courses, and are then given the opportunity to teach them. Doctoral students also have the opportunity to work in Baylor's long-established program in Philanthropy and Public Service.

Political Philosophy/Political Theory

We offer courses in the history of political thought, from the Greeks to the present, as well as in contemporary debates in political theory and in the social sciences as a whole. Related to our program themes of the philosophic origins and development of constitutional government and the character of statecraft and citizenship, are questions about the future and evolution of liberalism; the nature and function of civil society; the condition of its complex web of intermediate institutions such as family, church, and civic organizations; the nature and preconditions of justice; the virtues demanded by good citizenship; and the challenges of politics in a global society.

Our graduate seminars in the history of political thought - Classical Political Thought, Medieval Political Thought, and Modern Political Thought - provide students with an exceptional foundation in the history of Western political thought. "Contemporary Political Thought" explores such thinkers as Oakeshott, Voegelin, and Strauss, or a theme such as just war theory. "Contemporary Democratic Theory" explores recent debates concerning a properly "deliberative democracy" and assesses the special challenges for citizenship and public culture posed by a radically multicultural and pluralistic political setting. Our course in "Politics and Literature" may focus on such topics as "Shakespeare as a Political Thinker," "The American Political Novel," and "Greek Drama and Political Theory." Finally, "Advanced Study in Political Phlosophy" allows professors and students to explore a particular thinker or theme in great depth, and prepares students for their own dissertation research.

American Politics/Constitutional Law

In addition to our courses in institutions, policy, administration, and behavior, our doctoral program in American politics emphasizes the study of constitutional government, especially constitutional law. Our "Seminar in Public Law," which can be taken up to three times for credit, covers a broad range of questions concerning the American judicial system, including judicial politics, constitutional and judicial theory, and jurisprudence. "The American Founding" studies the politics and principles that played a role in the American Founding, utilizing the debates at the 1787 Constitutional Convention, the First Congress, and early fundamental decisions of the Supreme Court that were seminal in its future interpretation. "American Political Development" examines the interaction between institutional structures created by the Constitution and the practice of American politics from the founding period to the present. At issue in both these courses is the relation between political ideas and practical politics, including the institutional, economic, and social constraints both in which statecraft operates and which are in turn shaped by political ideas and actions. We also offer "Presidential Rhetoric," which surveys theories of the rhetorical presidency and genres of presidential discourse in selected eras of American history, from the early republic through the present.

"Comparative Constitutional Law" enables students to study constitutional and legal issues in a comparative perspective. However important the American contribution to the theory and practice of constitutional government, constitutionalism is today a global phenomenon. Through this course students explore the problems and prospects of the fastest growing form of government in the world today. Moreover, this course not only helps to complete their education in American politics and constitutional law, but also serves as a bridge to our third subfield: comparative politics/international relations.

Comparative Politics/International Relations

In addition to our basic seminars in "International Relations" and "Comparative Politics," which offer graduate students introductions to these fields, and "Comparative Constitutional Law," mentioned above, we offer a range of graduate seminars. "American Foreign Policy" examines the intellectual background of American diplomacy, the interaction of constitutional, legal, and informal institutions that shape official actions, and the dilemmas confronting the United States at the beginning of the twenty-first century. Students with interests in both international relations and political theory will enjoy "The Development of International Relations Thought," which studies the realist, rationalist, and revolutionary traditions, as articulated by such thinkers as Hobbes, Grotius, and Kant, and the relation of these traditions to contemporary international relations thought. So, too, "The Development of Strategic Thought" examines the ideas of strategic thinkers who lived in a variety of historical periods, including Thucydides, Sun Tzu, Machiavelli, and Clausewitz.

We also offer senior-level courses for graduate credit (as in the other subfields) in courses in "Grand Strategy," "Terrorism," "Intelligence and Covert Action," "Diplomacy," "International Law," "International Organizations," "International Political Economy," and "Power, Morality, and International Relations." In the area of comparative politics, we offer courses in the governments and politics of such countries or areas as Britain, the Middle East, Asia, Latin America, Mexico, and Russia.

Course work in other departments

Having elected a major and minor field of study in political science, graduate students may take approved courses in other departments that supplement their overall plan of study in political science. In the past, graduate students who have wished to study politics and literature, for example, or religion and politics, have supplemented Political Science offerings in these areas with courses in other departments, such as English, Philosophy, History, Communication Studies, Religion, and Great Texts. We think that such courses can deepen a student’s understanding of the contributions of theology, philosophy and literature (epic poetry, comedies and tragedies, novels, etc.) to fundamental questions of political philosophy and to the formation of a nation’s or an individual’s spiritual and political self-understanding. Such courses can also deepen a student’s grasp of constitutional and political issues, such as religious freedom and its place in liberal government, or the role of civil society in linking the individual to the broader political community and in fostering a responsible and engaged citizenry.

Methodology Requirement

"Seminar in Research Design and Research Methods" provides an introduction to the discipline of political science, introduces the logic of research design as well as specific research strategies and techniques, whether quantitative or qualitative, and discusses questions related to the philosophy of science.

In addition, students are required either to demonstrate competence in one foreign language (Classical or Modern), as defined by the Graduate School, or to take an advanced methodology course, such as SOC 5312, Social Science Data Analysis (cross-listed as PSC 5312).

Teaching Apprenticeship Requirements

In their second and third years of the program, students have the opportunity to serve in an apprenticeship with a faculty member each semester. Apprenticeships will be arranged on an individual basis by the student in consultation with the graduate director. The apprenticeship will ordinarily involve full participation in planning and executing an undergraduate course. Apprentices will attend the classes of their faculty mentor, and help with student evaluation.

While apprentices, students may take a section of the 5000-level course, "Teaching Political Science," a directed readings course with a faculty member for whose course they serve as apprentice. The readings will involve the subject matter of the undergraduate course, and the requirements might involve a graduate level paper on those materials, or an annotated bibliography of materials that might be used in the undergraduate course. One section of 5396 is required of all graduate students, but no more than two are permitted to count toward the PhD requirements. "Teaching Political Science" courses count toward the major and minor.

During the third or fourth year of their program, students will have responsibility for at least one course, in most cases a course of the same kind in which they served their apprenticeship. For example, an apprentice for "Government and Politics of Latin America" or for "Government and Politics of the Middle East" might then teach a section of "Comparative Politics," depending on student preference and departmental need. "American Constitutional Development" has proven particularly useful for apprenticeships, which have prepared many of our doctoral students to teach sections of their own of this course. Student evaluations administered by the University will be given and become part of a student's placement file, along with the faculty member's evaluation.

The Graduate Program in Political Science offers an intellectually stimulating and collegial environment for the training of PhD candidates. The program is highly selective, enrolling an average of six students a year, all of whom receive full funding. The Graduate Faculty of Political Science at Boston University is a diverse community of scholars stretching across several departments and schools. Learning Outcomes

  • Produce and defend an original and significant contribution to knowledge in the discipline of political science.
  • Demonstrate mastery of subject material by developing a minimum level of competence in five of the six fields of political science (American politics, public policy, comparative politics, international relations, political theory, and methodology) and a high level of competence in two of these fields.
  • Participate in professional academic community activities, such as attending local seminar series, presenting papers at conferences, and submitting papers to academic journals.
  • Be able to teach the discipline at the undergraduate level.

Course Requirements

Students are required to complete 64 graduate-level units. Those entering the program from a Boston University MA program will be able to transfer over some of their course units by arrangement with the Director of Graduate Studies (DGS).

Selection of courses must be approved by the DGS. Courses may be drawn from the offerings of the Department of Political Science as well as other disciplines such as economics, history, mathematics and statistics, philosophy, and sociology, subject to the following requirements:

CAS PO 702 Professional Development for PhD Candidates in Political Science must be taken in years 2 or 3.

Language Requirement

There is no general language requirement. However, if knowledge of a foreign language is necessary for their research, students are encouraged to develop that competence prior to defending their PhD proposal.

Qualifying Examinations

As one element of the qualifying examination, students must submit an independent research paper of high quality. Typically, this will involve the substantial revision, expansion, and polishing of a graduate seminar paper. In addition, timed qualifying examinations are given in two fields of the student’s choosing: American politics, comparative politics, international relations, political theory, and methodology. After passing all three elements of the qualifying exam, students proceed to their dissertation work.

Dissertation and Final Oral Examination

Candidates shall demonstrate their abilities for independent study in a dissertation representing original research. Candidates must undergo a final oral examination in which they defend their dissertation before their committee and any others who may wish to attend. All portions of the dissertation and final oral examination must be completed as outlined in the GRS General Requirements for the Doctor of Philosophy Degree .

Any student who has successfully completed all course requirements and has passed the qualifying exam may request that a master’s degree be granted.

Graduate Program

Yale’s Ph.D. program has a strong historical record of producing leading scholars in the field of Political Science. (Please note: The department does not offer a stand-alone MA in Political Science. Information about the Jackson Institute MPP in Global Affairs .) Many Yale graduates have also had successful careers in government, politics, non-profit organizations, and the private sector. This historical strength is matched by a strong faculty deeply engaged in training current graduate students to succeed in contemporary Political Science.

One of the Department’s strengths is substantive and methodological pluralism—there is no single “Yale way,” and our students and faculty are motivated by a range of questions in and across the subfields of Political Science. At the same time as we acknowledge this diversity of interests, the Department’s curriculum is designed to ensure students have adequate opportunities to master the core tools of contemporary social science research, including a four-course sequence in quantitative methodology and research design (statistics), a two course sequence in formal theory, courses on experimental design, implementation, and analysis, and a training program in qualitative and archival methodology.

The Department also offers training in five substantive subfields: American Politics, Comparative Politics, International Relations, Political Economy, and Political Theory. In each of these subfields, faculty regularly teach courses that expose students to both the foundational work in these areas and current active research topics. In many subfields, this training takes the form of formal or informal “sequences,” for example Comparative Politics I and II are taught each year. These classes are supplemented by topical seminars on selected and advanced topics.

In addition to regular courses, the Department and affiliated institutions (in particular, the MacMillan Center and the Institution for Social and Policy Studies) host a variety of (near-)weekly workshops in which outside speakers and Yale affiliates present and discuss work. These workshops provide a unique opportunity for students to observe the work of leading scholars, as well as to develop their own research in conjunction with faculty and student review. Students will also take two courses as a cohort. The first, Introduction to Politics, is for all Ph.D. students in their first semester. The second, Research and Writing, spans the second year and is centered on students producing a publishable quality research paper prior to embarking on the dissertation. Students in Research and Writing present their final paper in the Department’s mini-APSA conference in April.

About eighteen students enter the Ph.D. program each year. The total number of students in residence at any one time, including students working on their dissertations, is approximately 100, of whom about 40 are taking courses.

Graduate Program

Phd requirements.

The Political Science department at UC Berkeley admits students only for the Ph.D. degree. The Ph.D. program has two major phases: coursework and examinations, and dissertation research and writing. The two phases typically take approximately five or six years (three years to candidacy and two or three for dissertation research and writing).

The coursework and examination phase requires 40 units (typically 10 classes) of graduate-level coursework and competence in three of nine  Subfields . Subfield competence is demonstrated through written exams offered each semester. The Field Exams are typically taken in the student's second and third years of the program. All students must pass one exam in a major subfield (Comparative, American, International Relations, or History of Political Theory). Competency in a second and third subfield may be demonstrated by taking a prescribed series of courses in that field with a combined GPA of 3.5.

The particular sequence of courses that a student takes in preparation for the comprehensive exams is not prescribed. Rather, the faculty assist students with selection of courses that best meet their intellectual and academic interests. There are no formal foreign language or statistics requirements although many students will find that their program of study and dissertation research will require the engagement of particular foreign language or methodology coursework.

When the coursework and examination requirements have been met, the student prepares a prospectus for dissertation research. The student convenes a committee known as the Qualifying Exam (QE) committee. The Qualifying Exam committee advises on the prospectus and examines the student on specific research plans. Berkeley is highly committed to interdisciplinary scholarly engagement and this is codified in the requirement that both the Qualifying Exam committee and the dissertation committee include a faculty member from another department at Berkeley. Engagement with members of the faculty from other departments should commence during the coursework stage so that the advisement and input of the "outside member" is represented in the prospectus.

When sufficient preparation for the proposed research has been demonstrated to the Qualifying Exam committee, the student is advanced to doctoral candidacy. It is expected (and for most funding packages, required) that students advance to doctoral candidacy by the end of their third year.

Doctoral candidacy initiates the second phase of the program during which the student normally devotes full attention to the research and writing of the dissertation. The student's dissertation committee is typically comprised of the members of the Qualifying Exam committee although there are sometimes changes in committee membership as the research evolves. The doctorate is awarded when the student submits a satisfactory dissertation to the dissertation committee. A reasonable estimate of the research and writing phase of the program is approximately two to three years although students whose dissertations require more extensive research may take longer to earn their degree.

  • Second year
  • Sixth year and beyond

The second year is used to further narrow down one's interests and to continue exploring ideas and potential advisors for a dissertation topic. Coursework continues as students prepare for the M.A./Second Year Paper and Field Exam.

Students who plan to continue in the Ph.D. program are expected to engage in advanced topical research leading to a research paper to be completed by the end of the second year, together with any additional coursework appropriate to their topical focus. Three faculty members (one of whom is selected by the student and serves as principal advisor for the paper) will review this paper. This paper, which continuing students will submit at the end of their second year, also serves as the M.A. project.

Completion of a yearlong graduate seminar (Research & Writing 290A and 290B) during the second year is strongly recommended.  Each student taking this course is advised by a faculty advisor external to the course (who will also serve as one reviewer of the second-year paper) as well as the two co-instructors of the seminar. The goal of the seminar is to assist students in preparing a high-quality research paper, which will serve as the M.A./Second-year paper as mentioned above.

All students are reviewed at the end of the second year of study on their continued overall academic performance. This overall evaluation will include GPA, successful completion of all required units, and successful completion of the M.A./Second-year paper. The Graduate Studies Committee will take these factors as well as the rigor of the academic program and the number of incompletes into consideration when determining whether to invite the student to continue in the PhD program.

Students in their second year also usually serve as a Graduate Student Instructors (GSIs), which are 20-hour per week positions

During the third year, most students continue to teach as GSIs and complete their coursework in addition to taking their Field Exam. Political Science graduate students must show competency in three Subfield specialties to be eligible to sit for the oral prospectus defense (known formally as the Qualifying Exam). Instead of sitting for three Field Exams, students have the option to "course out" of two field specialties by taking a prescribed set of three-four courses in the Subfield.

Students may sit for the Field Exam as early as the beginning of the second year, but if desired, students may sit for an exam in their second year or in the third year. Field Exams are offered at the beginning of the Fall and Spring semesters. All students are expected to have completed their Field Exam, to have “coursed out” of a two fields, and to have written and defended their dissertation prospectus (passed their Qualifying Exam) by the end of the third year. It is highly recommended (and essential to most funding packages) that students advance to Doctoral Candidacy by the end of the third year. The third year is also when students should begin to apply for extramural fellowships to support their dissertation research.

The Department of Political Science covers the four main subfields in the discipline:

  • American politics focuses on the behavior of the executive, legislative, and judicial branches of government; state and local politics; the influence of public opinion, interest groups, and political parties on decision-making; and issues of race and gender.
  • Comparative politics focuses on the comparative study of the behavior of governments and political institutions, non-governmental actors across the world, and on the relationships between political and economic factors in different cultures and societies.
  • International politics considers how political decisions are made in a world without a central authority above the nation-state. Recent emphases include a significant role for international law, norms, and organizations.
  • Political theory seeks to analyze both historically and philosophically the origins and underpinnings of political values.

Like all major history departments in this country, we divide our graduate program into fields, most of which reflect the geographic and chronological boundaries that have traditionally organized historical research in the West, but others of which cross those boundaries (such as sociomedical sciences, Jewish history, and International & Global History).Those boundaries continue to define most faculty positions in American history departments. Every prospective Columbia student thus applies to work in a specific field. There are 13 of them, each of which has slightly different requirements:

Prospective students should realize, however, that our history department, like many others, also provides opportunities for students to embrace broader lines of inquiry- both within and across traditional divisions by field. We urge our students, first, to explore the convergence of different methodological and theoretical approaches to history- to explore, for example, the intersections between political and social history, or the connections between diplomatic, cultural, and intellectual history. And we encourage our students, second, to consider research that moves beyond the period and place associated with their field. We continue to emphasize deep training in source analysis and empirical research,which are the foundations of professional history-writing. But we also urge students to take on research projects that situate their particular time or place in historical processes that decisively cross traditional boundaries.

We welcome applications, therefore,from students with strong interests in particular fields, who are eager to immerse themselves in the records of particular cultures and are prepared to acquire the techniques necessary for such work (languages and, for certain subjects, such specialized skills as paleography, statistics, or even musical training). But we also encourage applications from students who want as well to think about their work in terms of longer histories and broader theoretical questions.

Faculty members at Columbia conduct research and train students in several such broad, transnational areas, including:

However they define their fields, history students are not confined to the resources of our department. They are, rather, encouraged to look beyond our walls to other areas of the university or to other institutions in the New York metropolitan area.

In addition to Columbia’s fine departments in associated disciplines, such as languages and literature, art history, music, philosophy, sociology, political science, or anthropology, Columbia has a wide range of energetic interdisciplinary institutes that provide formal and informal training to graduate students throughout the university, among them the Harriman Institute for Soviet and Post-Soviet Studies , the Middle Eastern Institute , the Institute for Research on Women and Gender , and the East Asian Institute  (along with the Department of East Asian Languages and Culture ). Columbia’s School of Public Health, which offers a Ph.D. in the history of medicine and public health in association with our department; the Law School, with which we offer a joint Ph.D./J.D. program; Teachers College; and the School of International and Public Affairs are four of Columbia’s many professional schools that offer courses and other intellectual opportunities to enhance a student’s training in the history department.

Columbia history students are also entitled to take courses at no additional cost at other area universities through the Inter-University Doctoral Consortium , such as NYU, the New School, CUNY Graduate Center, Stonybrook, Fordham, Princeton, and Rutgers .

Whatever larger interests a student may have or may develop, each enters the history program through a particular field. The Graduate Student Handbook lists the thirteen fields and details the specific requirements for each (the principal differences concern language requirements, orals preparation,and seminars). Students and their advisors may, however, agree on adjustments to those requirements in response to a student’s particular interests. Students should also keep in mind that they can formally change fields, with faculty permission, and consequently adjust their programs to reflect their particular needs.

The mission of the Government Department Ph.D. program is to provide students with the analytical skills and substantive knowledge needed to both generate and evaluate research in political science, preparing them for careers at the highest levels of scholarship and teaching. A Georgetown Ph.D. in Government signifies theoretical, methodological, and substantive expertise in various topics of political significance, as well as the research and communication skills necessary for productive scholarship.

The degree indicates that the recipient has acquired extensive knowledge in at least two fields, both typically drawn from the four major subfields of political science, but which may also include related fields such as history, security studies, or public policy. A Georgetown Ph.D. in Government is granted only to students who have demonstrated the ability to synthesize large quantities of information and rigorously evaluate the merits of competing theoretical and empirical arguments. The degree indicates that its holder has obtained the analytical and methodological skills to design and conduct original research of the highest quality. It further certifies that its holder has the written and oral communication skills necessary to engage with debates at the leading edge of the field. Individuals holding a Georgetown Ph.D. in Government are also equipped with the knowledge and skills to teach political science at the university level in both survey courses and specialized seminars.

Doctoral-level seminars taken during coursework are designed to familiarize students with the scholarly literature in at least two fields of study. Students gain a broad understanding of the development and major topics of research within these fields, as well as expertise in several more specialized areas. Students learn to evaluate and engage with the major scholarly debates in their fields of study, both in classroom discussion and in written work. All students learn the methodological skills needed to carry out original research in their respective fields.

Ph.D. students are required to take comprehensive examinations in one major. The purpose of comprehensive examinations is to demonstrate a student’s broad familiarity with the literature in his or her fields of study. This prepares students both as professional members of a scholarly community and as future teachers at the university level. Our doctoral students write dissertations that consist of rigorous original research that contribute to our understanding of a topic of empirical importance and theoretical significance to the field of political science. Once a dissertation of high quality is complete, there is a dissertation defense at which the student presents the results of his or her research and is questioned about the implications of the work for the field of political science by the dissertation committee.

In addition to the formal requirements of the doctoral program, students are encouraged and expected to participate in opportunities for professional socialization and development. All four subfields of the department organize speaker series to host scholars from other universities and promote intellectual exchange. Doctoral students are also encouraged to attend our seminars on various aspects of the academic profession, including teaching, publishing, and the job market.

Students acquire teaching skills in a number of settings. Many serve as teaching assistants for the larger undergraduate courses offered by the department, while others may have the opportunity to teach their own undergraduate-level seminars. Students may also take advantage of training seminars offered by the department, as well as the certification offered through the  Apprenticeship in Teaching Program  run by the  Center for New Designs in Teaching and Learning .

Doctoral students engage with the political science community outside of Georgetown by attending specialized seminars and presenting their research at academic conferences.

For students admitted with a Fellowship, we provide tuition and a stipend of $38,000. Typically students in their first year are assigned a service-free fellowship and will work on coursework and related research. In their second year, students normally are assigned service assistantships and and will typically serve as TA’s in GOVT courses or on other assignments. Students in their fourth year are assigned service assistantships and typically serve as an RA for a professor or some other assignment. In the fifth year, students usually also are service-free conditional on having successfully defended their dissertation prospectus and advanced to ABD status.

More About Our Graduate Program

As a discipline, political science concentrates on the theory and practice of government and politics. At the graduate level, study of political science involves in-depth investigation into a broad range of political phenomena in areas as diverse as regional specializations in comparative politics, international peace and conflict resolution, feminist political theory, and American voting behavior. The breadth of the discipline, which is exemplified by the theoretical and research interests of the political science faculty at the University of Washington, in addition to the supportive philosophy of the faculty, gives students the freedom to shape an individualized program of study to meet their personal interests and career goals.

Located in Gowen Hall, at the center of campus, the Department of Political Science maintains a graduate program of about 50 students in residence, with approximately twelve to fifteen new students entering the program each year, and a full-time and adjunct faculty of fifty members. The program remains small enough to offer students a strongly supportive environment for study and research. In addition, an active student association, which sponsors both academic and social events, fosters a collegial spirit among the graduate students.

Graduate courses, which average from eight to fifteen students, are conducted in a seminar setting where student inquiry and interaction are encouraged. Upon entering the program, each student meets with the Graduate Program Coordinator to outline the first year's course work. However, by the third quarter of residence, each student selects a faculty supervisory committee to advise the student about a program of study that meets individual needs and interests.

Graduate Program – Overview

12th among u.s. graduate programs, 5th among public u.s. graduate programs, 38 faculty members, small classes, individual attention.

Our graduate program, currently ranked 12 th among U.S. graduate programs and 5th among Public U.S. graduate programs in Political Science, is small and very selective; each year’s entering cohort is approximately 12 students. We admit students for the Doctor of Philosophy in Political Science; we welcome applicants with a bachelor’s degree, as well as applicants who already hold master’s or professional degrees.

The focus of our graduate program is to train students for professional careers in political science, usually in academic institutions but also (and increasingly) in government agencies and non-governmental organizations.   Our program emphasizes the acquisition of substantive knowledge, methodological skills and communication tools that will allow the student to conduct cutting-edge research and to teach effectively.

We aim to train political scientists for competence in the discipline as a whole, as well as with expertise in specific subfields and topics. To this end, we offer our students small graduate classes on a wide array of substantive and methodological topics. Our graduate students also receive a great deal of individual attention from faculty members, with many opportunities for collaboration and co-authorship .  Our students also gain substantial experience in teaching, both through teaching assistantships and via the opportunity to teach one’s own course. This experience, coupled with the research training we offer, is essential for success in careers in university-level teaching and scholarly research. Ph.D. candidates who elect to work in nonacademic settings, including think tanks and government agencies, also find that our program’s combination of substantive training and methodological competency is invaluable.

We have 38 faculty members, including 11 who hold endowed or distinguished professorships.  This allows us to study a wide range of substantive issues, using varying methods, and to offer a broad set of graduate courses. In American politics, we bring together research in behavior (public opinion, political psychology, elections) with the study of political institutions (courts, Congress, state politics and interest groups). Our comparative politics faculty are especially strong in Latin America, Europe, and the post-Communist regions; many faculty also work on thematic issues that span geographic regions. Our international relations faculty examine civil and interstate conflict, international political economy and the connections between conflict and economics. Within political theory, our strengths relate to contemporary normative theory. We offer thorough training in political methodology (statistics, formal theory and causal inference).

Our admissions committee aims to select students for admission who will thrive at UNC. To that end, we consider not only each applicant’s academic credentials (GRE scores, GPA, academic transcripts, letters of recommendation), but also his or her research interests, writing skills, and past research experience. We seek students who are not only highly motivated, but also whose interests overlap with those of our faculty. We give careful attention to each applicant, with an aim of making holistic assessments.

While many people assume that every U.S. president must have a Ph.D. degree, believe it or not, there is only one U.S. president with a Ph.D. Some U.S. presidents never even went to college, while others earned other kinds of advanced degrees. So who is the only U.S. president to have a PhD degree?

The Top 10 U.S. Presidents to Earn the Best Education

While most American presidents were well-educated, not all of them went to school, surprisingly. They all had very different views on education, but all held the knowledge to take on their presidential responsibilities. The presidents to have received the best education may in fact surprise you.

In no chronological order, the presidents with the highest recognized degrees are Woodrow Wilson, William Howard Taft, Franklin Pierce, Rutherford B. Hayes, Bill Clinton, Gerald Ford, George W. Bush, John F. Kennedy, Richard Nixon, and Barack Obama.

Who is The Only U.S. President To Hold A PhD?

Woodrow Wilson is known as one of the nation’s greatest presidents and is the only U.S. president to hold a Ph.D. degree.

Wilson was the 28th U.S. president and served in office from 1913 to 1921. He also held the position of president at Princeton University before becoming U.S. president and obtained his doctorate degree in 1886 from Johns Hopkins University in Political Science.

Surprisingly, Wilson was reported to have struggled with reading in school and only learned how to read at the age of 10. He was believed to possibly have been dyslexic. Woodrow Wilson is living proof that academic struggles don’t have to stop you from achieving your goals, as he went from being a struggling student to becoming the only American president with a Ph.D.!

While Woodrow is the only U.S. president with a Ph.D. degree, many other presidents also have prestigious degrees from a variety of top universities.

The university to claim the most U.S. presidents as alumni is Harvard University with eight presidents that graduated from the institution, including Barack Obama, George Bush, John F. Kennedy, both Roosevelts, John Adams, John Quincy Adams, and Rutherford Hayes.

The runner-ups for the university to claim the most presidential alumni are Yale University with 5 presidents, College of William and Mary with 3 U.S. presidents, and Princeton University with 2 presidents, including Woodrow Wilson.

Which U.S. Presidents Never Earned a Degree?

Since holding a Ph.D. degree is not a requirement to be president, many never even attended college and held no degree. This did not affect their success as they became president of the United States.

There are 9 U.S. presidents reported to have never attended college , including George Washington, Andrew Jackson, Martin Van Buren, Zachary Taylor, Millard Fillmore, Abraham Lincoln, Andrew Johnson, Grover Cleveland, and Harry Truman.

What Other Advanced Degrees Do Past U.S. Presidents Hold?

A PhD is not the only advanced degree out there and is not a requirement to be elected as president. There are many other highly educated U.S. presidents, such as Bill Clinton who holds a Master’s degree in Law from Yale. Richard Nixon holds a Master’s degree in Law from Duke University, George Bush has an MBA from Harvard, Barack Obama has a Master’s in Law from Harvard, and John F. Kennedy has a bachelor’s degree in science from Harvard University.

What lessons can we take from these presidents.

Seeing that there is only one U.S. president with a Ph.D., there are many lessons to be taken from our presidents. These U.S. presidents who never attended college knew that their education was limited, with some that only had a mere year of formal schooling.

They each chose on their own to take their education beyond the classroom and study without going to traditional school, through books, external expert sources, and mentors that they trusted.

These U.S. presidents have proven that education does not always have to take place in a classroom setting, and that practical life experience and a desire to learn can be just as good. Those presidents who obtained degrees other than PhDs knew that it was sufficient for what they wanted to accomplish.

Does This Mean You Shouldn’t Get A PhD?

Obtaining such a degree is a personal choice, and depends on a wide variety of factors. A PhD is the highest possible degree and comes with many advantages. As presidents have shown, however, it’s not a requirement for success.

Woodrow Wilson, who is the only U.S. president to have a Ph.D. degree, probably would have been elected with or without his degree. Other advanced degrees that are less expensive and time-consuming can also take you very far. Times are changing, and traditional schooling is no longer the only way.

There are many more realistic and affordable ways nowadays to obtain an accredited degree. This provides students with the chance to balance work and family obligations at the same time.

The application and funding portal for October 2025 entry is now Open. The application deadline for this course and consideration for funding is 3rd December 2024.

Our PhD in Politics and International Studies is structured as a three-year programme. With the expectation that PhD students will submit a full draft of their thesis at the end of the third year or soon after.

This is a research degree and is completed through the submission of a thesis of up to 80,000 words. As a full-time programme, it is completed in a period of between three and four years – that is between nine and twelve university terms. 

The First Year

The first year of the PhD is spent in Cambridge, with two major activities: firstly, developing a research topic with the guidance of a supervisor and secondly, training in research methods.

The development of the topic often involves extensive reading into relevant literature, the discovery of relevant information sources (such as archives or databases), and formulating plans for primary research, such as through making plans for fieldwork. This is done in combination with your primary supervisor, who discusses your progress and reviews your written work, usually fortnightly. You are also appointed a second supervisor who can be drawn upon for additional advice.

The first year culminates in the production of a report, which serves as the basis for the registration exercise at the end of the year. This registration exercise is required to move on to official registration for the PhD degree and is conducted through a meeting with your second supervisor and an independent assessor. Its purpose is to ensure that your research project is viable, that an appropriate methodology is applied and that relevant literature is drawn upon.

The second major focus of the first year is research training. There is a weekly seminar on the methodological and philosophical questions that underpin research in the contemporary social sciences, which all first-year PhD students attend. Alongside this, PhD students choose two further courses to attend from a range of options, such as statistics, qualitative methods and languages.

As the induction process and training courses start at the beginning of October, entry to the PhD programme must also begin then. We cannot therefore accept applications to begin at other points during the academic year.

The Second and Third Years

The content of the second and third years varies considerably depending on the type of research being conducted. Many students spend a considerable portion of the second year of their PhD out of Cambridge on fieldwork, while others are resident throughout. To assist you in the development of your research, we schedule an annual meeting with your primary and secondary supervisor, for which you produce a report for discussion.

In the second year and onwards, many of our PhD students contribute to the Department's teaching programme, principally in small-group teaching of undergraduates (supervisions).

There is also the opportunity to deliver a lecture if your research interests align with the taught courses. There is no obligation to be involved in this, but many of our PhD students consider this valuable experience, particularly for those considering academic careers.

Dissertations are assessed through an oral examination with two senior academics, of whom at least one must be external.

Supervision

Full-time candidates on the course are expected to devote themselves fully to their studies . Full-time students must spend at least three terms resident in Cambridge.  Part-time students are required to attend Cambridge and undergo formal supervision with their supervisor at a frequency agreed upon between the supervisor and student and determined by the nature of the research project. Generally, we would expect part-time students to be resident in Cambridge for around 45 days per year, spread throughout the year, for supervision and training.

From the Director of Graduate Programs

Our graduate program in political science reflects changes in the discipline, shifts in the political landscape, and the additional new faculty who have expanded the depth and breadth of our offerings. We currently offer a Ph.D. specializing in four of the major subfields of political science:  American politics, comparative politics, international relations, and political theory . Within each of these fields we offer coursework as well as faculty mentorship, encouraging students to get grounding in the traditional subfields as well as designing a research program drawing from our different faculty strengths. Within and across subfields we have clusters of faculty specializing in global governance, political psychology, political behavior, quantitative​ and qualitative methodology, security studies, critical theory, constructivism, and gender and politics. Our department complements training inside the department with interdisciplinary ties to the Department of Women and Gender Studies , Department of Communication , Department of Psychological and Brain Sciences ​, Africana Studies​ , the Center for Global and Area Studies​ and others.

We also provide students with access to a variety of methodological skills through coursework inside and outside the department, in addition to off-campus opportunities such as attending the​  ICPSR  at the University of Michigan and the  Institute for Qualitative and Multi-method Research  at Syracuse University.

Our program is a Ph.D. program, with students earning an M.A. along the way. Ph.D. students pursue two subfields of Political Science. Each subfield offers students opportunities to explore in depth complex theoretical, conceptual, and practical questions related to particular issues, and to develop specific research interests under the guidance of distinguished faculty.

Approximately 50 graduate students from all over the United States and the world are currently enrolled in our graduate program. Our faculty provide close advising and mentoring to our graduate students who find a collegial atmosphere in the department. Through colloquia, seminars and an annual spring speaker series, we offer a stimulating intellectual environment. In addition, we provide our advanced graduate students with opportunities to teach their own courses. Finally, we encourage our advanced graduate students to present their research at conferences and to publish their scholarship in peer-reviewed journals.

The Department of Political Science and International Relations currently offers a Ph.D. (Doctor of Philosophy) degree, which consists of coursework during the first six semesters followed by dissertation research and writing. Students earn an M.A. as part of their Ph.D.​ studies.  

The program prepares students for occupations related to several aspects of political science, but primarily for joining the professoriate, as college and university professors. 

Field Descriptions

American politics.

The American politics field broadly encompasses institutions (including Congress, the presidency, and the courts), mass behavior (including public opinion and political participation) and political organizations (like parties and interest groups). Our research program and courses are theoretically driven, but also offer opportunities for students and faculty alike to engage in applied politics. We have particular strengths in the study of political psychology, gender and politics, and race and ethnic politics.

Comparative Politics

Comparative Politics as a sub-field is a wide and diverse area of study that deals with politics beyond the U.S. It embraces a range of methodological and theoretical approaches. At the University of Delaware, our comparative politics faculty conduct research in gender and politics in Africa, governance in Africa, comparative political economy with a focus on Europe, populism in Latin America, regionalism in Asia, religion and politics in the Middle East, and ethnic conflict.

International Relations

International Relations (IR) is the study of international and transnational politics broadly understood.   Work in the IR subfield is attentive to exchanges and processes among states, peoples, corporations and other economic activity, organizations, transnational actors and movements, as well among the global, regional, and local levels of politics. The IR faculty at the University of Delaware conduct research in areas of historical IR and the historical evolution of the international system; normative IR theory; conflict and peace-building; international security; security studies; political economy; gender and IR; human rights and human security; and global, regional, and transnational governance.  

Political Theory and Law

The subfield of Political Theory consists of offerings in political theory and law. The political theory subfield focuses on the conceptual frameworks we use to understand, explain, and evaluate our political world. Our faculty includes specialists in both theory and law, many of whom overlap with other subfields in the discipline and who have interdisciplinary ties with fields including Legal Studies, Women and Gender Studies, Sexuality and Gender Studies, and Islamic Studies. Our department includes the study of both the history of ideas and contemporary political and social theory, with strengths in critical theory, modern and postmodern political theory, feminist and queer theory, democratic theory, and Islamic political thought.
