G20 (ग्रुप ऑफ ट्वेंटी), 19 देशों और यूरोपीय संघ से मिलकर बना एक मंच है और इसकी स्थापना 1999 में अंतरराष्ट्रीय आर्थिक सहयोग और विकास से संबंधित विषयों पर चर्चा करने के लिए की गई थी। पहला G20 शिखर सम्मेलन 2008 में वाशिंगटन डीसी (यूएसए) में आयोजित किया गया था। G20 का आयोजन हर साल अलग-अलग देशों में किया जाता है। इस साल G20 शिखर सम्मेलन 9-10 सितंबर, 2023 को नई दिल्ली, भारत में आयोजित किया गया। भारत ने पहली बार G20 नेताओं के शिखर सम्मेलन की मेजबानी की और इस शिखर सम्मेलन का विषय “वसुधैव कुटुंबकम” था, जिसका अर्थ ‘एक पृथ्वी, एक परिवार, और एक भविष्य’ है।

G20 (ग्रुप ऑफ़ ट्वेंटी) एक अंतरराष्ट्रीय मंच है जिसमें 19 देश और यूरोपीय संघ शामिल हैं। इसकी स्थापना 1999 में की गई थी। G20 अंतरराष्ट्रीय वित्तीय स्थिरता, जलवायु परिवर्तन, व्यापार, कृषि और सतत विकास सहित वैश्विक आर्थिक मामलों से संबंधित महत्वपूर्ण विषयों पर काम करता है। हर साल G20 की अध्यक्षता अलग – अलग सदस्य देशों द्वारा की जाती है और इस सम्मेलन की अध्यक्षता करने वाले देश का मुख्य कार्य किसी विशिष्ट विषय पर सभी देशों के बीच आम सहमति बनाना होता है। G20 की पहली बैठक 2008 में वाशिंगटन डीसी (USA) में हुई थी और अब तक G20 की कुल 17 बैठक हो चुकी है और इस साल इसकी 18वीं बैठक की मेजबानी भारत द्वारा 9 से 10 सितंबर, 2023 को नई दिल्ली में की गई है । G20 नई दिल्ली शिखर सम्मेलन की अध्यक्षता माननीय प्रधानमंत्री नरेंद्र मोदी ने की है। भारत की ओर से G20 शिखर सम्मेलन की थीम ‘वसुधैव कुटुंबकम’ रखी गई है। इसका मतलब ‘एक पृथ्वी, एक परिवार, और एक भविष्य’ है।

G20 (ग्रुप ऑफ ट्वेंटी) विश्व की 20 प्रमुख अर्थव्यवस्थाओं के वित्त मंत्रियों और केंद्रीय बैंक के गवर्नरों का एक संगठन है, जिसमें 19 देश (अर्जेंटीना, ऑस्ट्रेलिया, ब्राजील, कनाडा, चीन, फ्रांस, जर्मनी, भारत, इंडोनेशिया, इटली, जापान, कोरिया गणराज्य, मैक्सिको, रूस, सऊदी अरब, दक्षिण अफ्रीका, तुर्किये, यूनाइटेड किंगडम और संयुक्त राज्य अमेरिका) और यूरोपीय संघ शामिल हैं। G20 फोरम की स्थापना 1999 में अंतरराष्ट्रीय आर्थिक सहयोग और विकास से संबंधित नीतिगत मुद्दों पर चर्चा और उनका समाधान करने के लिए की गई थी। G20 सदस्य वैश्विक सकल घरेलू उत्पाद का लगभग 85%, वैश्विक व्यापार का 75% से अधिक और विश्व जनसंख्या का लगभग दो-तिहाई प्रतिनिधित्व करते हैं।

G20 की अध्यक्षता हर साल सदस्यों के बीच बदलती रहती है। अध्यक्षता करने वाला देश, पिछले और अगले राष्ट्रपति पद धारकों के साथ मिलकर, G20 एजेंडा की निरंतरता सुनिश्चित करने के लिए ‘ट्रोइका’ बनाता है। G20 की अब तक कुल 17 बैठक हो चुकी है। 18वें G20 की प्रेसीडेंसी भारत को सौंपी गई थी । भारत में G20 शिखर सम्मेलन 9-10 सितंबर 2023 को  नई दिल्ली में प्रधानमंत्री श्री नरेंद्र मोदी की अध्यक्षता में संपन्न हुआ है। भारत की G20 अध्यक्षता की थीम  “वसुधैव कुटुंबकम” थी जिसका अर्थ है “एक पृथ्वी, एक परिवार, एक भविष्य। G20 नई दिल्ली शिखर सम्मेलन में अमेरिका, ब्रिटेन, फ्रांस, कनाडा, इटली, सऊदी अरब, अर्जेंटीना समेत दुनिया के तमाम शक्तिशाली देशों के राष्ट्राध्यक्ष शामिल हुए थे। भारत के पास 1 दिसंबर 2022 से 30 नवंबर 2023 तक G20 की अध्यक्षता है। इसके बाद 2024 में 19 वें G20 की अध्यक्षता ब्राजील के पास होगी।

G20 अर्थात ग्रुप ऑफ ट्वेंटी 19 देशों और यूरोपीय संघ (EU) से मिलकर बना एक अंतर सरकारी मंच है। 

G20 फोरम की स्थापना 1999 में वाशिंगटन डीसी में एक बैठक के बाद सात देशों – कनाडा, फ्रांस, जर्मनी, इटली, जापान, यू.के. और यू.एस. के वित्त मंत्रियों और केंद्रीय बैंक गवर्नरों द्वारा की गई थी। G20 फोरम की स्थापना 1997-98 में हुए वित्तीय संकट और उसके परिणाम से प्रेरित होकर किया गया था। G20 का प्राथमिक उद्देश्य मध्यम आय वाले देशों को शामिल करके वैश्विक वित्तीय स्थिरता को सुरक्षित करना था।

पहला G20 शिखर सम्मेलन 2008 में वाशिंगटन डीसी (यूएसए) में आयोजित किया गया था।और उसी साल से इसमें सरकार/राज्य प्रमुखों के स्तर तक बढ़ा दिया गया। 2009 के अपने शिखर सम्मेलन में, G20 ने खुद को अंतर्राष्ट्रीय आर्थिक और वित्तीय सहयोग के लिए प्राथमिक स्थल घोषित किया। अगले दशक के दौरान समूह का कद बढ़ गया है, और विश्लेषकों द्वारा इसे काफी वैश्विक प्रभाव डालने वाले के रूप में मान्यता दी गई है। 

 यह मंच शुरुआत में व्यापक अर्थशास्त्र से संबंधित मामलों को देखता था, लेकिन पिछले कुछ वर्षों में यह व्यापार, जलवायु परिवर्तन, सतत विकास, स्वास्थ्य, कृषि, ऊर्जा, पर्यावरण, जलवायु परिवर्तन और भ्रष्टाचार विरोधी मुद्दों को वैश्विक स्तर पर विस्तारित करने लग गया है। G20 को वैश्विक नेतृत्व के अधिक प्रतिनिधि और समतावादी समूह के रूप में देखा गया है। 

इस समूह का कोई अपना स्थायी सचिवालय नहीं है। G20 के तहत प्रक्रियाओं को दो समानांतर ट्रैक में विभाजित किया गया है – वित्त ट्रैक और शेरपा ट्रैक।  वित्त ट्रैक का नेतृत्व सदस्य देशों के वित्त मंत्रियों और केंद्रीय बैंक गवर्नरों द्वारा किया जाता है, जो पूरे वर्ष मिलते हैं। शेरपा, नेताओं के निजी दूत होते हैं, देखरेख करते हैं और शेरपा ट्रैक का नेतृत्व करते हैं। शिखर सम्मेलन और शेरपा बैठकों (जो बातचीत और आम सहमति बनाने में मदद करती हैं) के अलावा, पूरे वर्ष विभिन्न अन्य कार्यक्रम और समूह बैठकें भी आयोजित की जाती हैं। और इसमें सदस्य देशों के संबंधित मंत्रालयों और आमंत्रित/अतिथि देशों के प्रतिनिधि भी शामिल होते हैं।

G20 की अध्यक्षता हर साल सदस्यों के बीच बदलती रहती है, और अध्यक्षता करने वाला देश, पिछले और अगले राष्ट्रपति पद धारकों के साथ मिलकर, G20 एजेंडा की निरंतरता सुनिश्चित करने के लिए ‘ट्रोइका’ बनाता है। भारत ने 1 दिसंबर 2022 से 30 नवंबर 2023 तक की G20 की अध्यक्षता इंडोनेशिया के बाली में 15-16 नवंबर 2022 को आयोजित 17वां G20 शिखर सम्मेलन से ग्रहण की थी।

भारत में यह शिखर सम्मेलन 9-10 सितंबर 2023 को भारत मंडपम अंतर्राष्ट्रीय प्रदर्शनी-कन्वेंशन सेंटर, प्रगति मैदान, नई दिल्ली में आयोजित किया गया था। G20 नई दिल्ली शिखर सम्मेलन G20 की अठारहवीं बैठक थी। यह भारत में आयोजित पहला G20 शिखर सम्मेलन था और इसकी अध्यक्षता प्रधानमंत्री नरेंद्र मोदी जी द्वारा की गई। भारत की G20 अध्यक्षता की थीम – “वसुधैव कुटुंबकम” यानी – “एक पृथ्वी, एक परिवार, एक भविष्य”। इस सम्मेलन में अमेरिका, ब्रिटेन, फ्रांस, कनाडा, इटली, सऊदी अरब, अर्जेंटीना समेत दुनिया के तमाम शक्तिशाली देशों के राष्ट्राध्यक्ष शामिल हुए थे। पीएम नरेंद्र मोदी ने सम्मेलन के समापन के दौरान ब्राजील के राष्ट्रपति लुईस ईनास्यू लूला डा सिल्वा को G20 समूह की अध्यक्षता सौंप दी।

नीति आयोग के पूर्व मुख्य कार्यकारी अधिकारी अमिताभ कांत भारत की G20 की अध्यक्षता के लिए भारत के G20 शेरपा हैं। भारत की G20 प्रेसीडेंसी की पहली शेरपा बैठक, 4-7 दिसंबर 2022 को उदयपुर राजस्थान में हुई थी, और अब तक 28 राज्यों और केंद्रशासित प्रदेशों को कवर करते हुए 41 शहरों में G20 की 100 बैठकें आयोजित की जा चुकी है, और लगभग 60 शहरों में G20 से संबंधित 200 से अधिक बैठकों के लिए विदेशी प्रतिनिधियों की मेजबानी की जाएगी।

दुनियाभर में अनेकों सम्मेलन आयोजित होते हैं। यह सम्मेलन इसलिए आयोजित किए जाते हैं ताकि दुनिया के सभी नेता बैठकों के जरिए वैश्विक मुद्दो को सुलझा सकें। ऐसा ही एक सम्मेलन भारत में भी आयोजित हुआ। यह सम्मेलन था G20 शिखर सम्मेलन (G20 summit)। इस सम्मेलन का आयोजन भारत के बेंगलुरु शहर में रखा गया था। यह सम्मेलन वर्चुअल मोड में आयोजित किया गया था। इस सम्मेलन के माध्यम से हमें यह पता चलता है कि फिलहाल वैश्विक अर्थव्यवस्था कैसी चल रही है।

जी20 सम्मेलन दुनिया का एक महत्वपूर्ण सम्मेलन है। इस सम्मेलन को ग्रुप ऑफ ट्वेंटी (Group Of 20) भी कहा जाता है।यह सम्मेलन आर्थिक सहयोग को भी बढ़ावा देता है। इस साल इस सम्मेलन को आयोजित करने का मौका भारत को मिला था। बहुत से देश के बैंक गवर्नर और वित्त मंत्री इस सम्मेलन की बागडोर संभालते हैं। इस सम्मेलन की शुरुआत 1999 में इसलिए की गई थी ताकि एशियाई वित्तीय संकट को खत्म किया जा सके।

जी20 सम्मेलन एक बहुत ही महत्त्वपूर्ण सम्मेलन माना जाता है। दुनियाभर के 19 देश साथ मिलकर इस सम्मेलन को सफल बनाते हैं। इंडोनेशिया, अर्जेंटीना, कनाडा, ऑस्ट्रेलिया, जापान, मैक्सिको, दक्षिण अफ्रीका, यूनाइटेड किंगडम, तुर्किये, संयुक्त राज्य अमेरिका, कोरिया गणराज्य, भारत, चीन, जर्मनी, फ्रांस, सऊदी अरब, ब्राजील, रूस, इटली और यूरोपीय संघ वह 19 देश हैं जो G20 सम्मेलन का हिस्सा बनते हैं। इस सम्मेलन की थीम रखी थी- एक पृथ्वी · एक परिवार · एक भविष्य’ अर्थात् ‘वसुधैव कुटुंबकम’। इसे अंग्रेज़ी में कहेंगे- ‘One Earth · One Family · One Future। इस सम्मेलन में बहुत महत्त्वपूर्ण मुद्दो पर बात की जाती है।

G20 शिखर सम्मेलन क्या है?

G20 सम्मेलन पूरे एक साल में होने वाली एक अंतर्राष्ट्रीय बैठक है, जो बहुत महत्वपूर्ण मानी जाती है। यह एक ऐसा सम्मेलन माना जाता है जिसमें दुनियाभर के बड़े दिग्गज नेता आवश्यक मुद्दो पर चर्चा करते हैं। इस सम्मेलन में विकसित और विकासशील राष्ट्र अपना अहम योगदान देते हैं। यह सारे देश मिलकर वैश्विक आर्थिक मुद्दे पर चर्चा करते हैं। 90 के दशक में दुनिया में एक भारी वित्तीय संकट पड़ा था। उस संकट को देखते हुए ग्रुप ऑफ ट्वेंटी (G20) का गठन होना समय की मांग थी। इस सम्मेलन की मदद से हमें आर्थिक विकास, अंतर्राष्ट्रीय सहयोग और वित्तीय संकट से निपटने में सहायता मिलती है। G20 सम्मेलन का मुख्य उद्देश्य वित्तीय संकट को खत्म करना रहता है। किंतु इसके अलावा यह सम्मेलन जलवायु परिवर्तन, विकास सहायता, कृषि, ऊर्जा और वैश्विक स्वास्थ्य जैसे मुद्दो पर भी ध्यान केंद्रित करता है।

G20 सम्मेलन 2023 के सदस्य

Excellencies,

I express my gratitude to all of you for accepting my invitation and joining this summit today. On behalf of 140 crore Indians, you all are heartily welcomed.

I remember the moment when my friend, the President of Indonesia, Joko Widodo, handed me the ceremonial gavel on November 16 last year. At that time, I had said that together we will make the G20 inclusive, ambitious, action-oriented and decisive. Over the past year, together we have realized that vision. Together we have taken G-20 to new heights.

Amidst a world fraught with distrust and challenges, it is mutual trust that binds us, connects us to each other.

In this one year, we have believed in "One Earth, One Family, One Future". And, we have shown unity and cooperation beyond controversies.

I can never forget that moment when all of us in Delhi unanimously welcomed the African Union to the G-20.

The message of inclusivity that G-20 has given to the whole world is unprecedented. v It is a matter of pride for India that Africa has got a voice during its Presidency.

In this one year, the whole world has also heard the echo of the Global South in G-20.

In the Voice of Global South Summit last week, about 130 countries have wholeheartedly appreciated the decisions taken at the New Delhi G-20 Summit.

The G-20 has emphasized the adoption of a human-centric approach while supporting innovation and digital technology. The G-20 has renewed faith in multilateralism.

Together we have given direction to multilateral development banks and global governance reforms.

And along with these, during the Presidency of India, G-20 has got the recognition of People's 20.

Crores of ordinary citizens of India joined G-20, and celebrated it as a festival.

When I had proposed this virtual summit, there was no forecast of what the global situation would be today. Recent months have brought forth new challenges. The insecurity and instability in the West Asia region, concerns us all. Our coming together today is a sign that we are sensitive to all these issues and stand together to resolve them.

We believe that terrorism is unacceptable to all of us.

The death of civilians, wherever they may be, is condemnable.

We welcome the news of the release of hostages today, and hope for the swift release of all hostages. Ensuring the timely and continuous delivery of humanitarian aid is imperative. It is also crucial to ensure that the conflict between Israel and Hamas, does not take on any kind of regional form.

The clouds of crises that we are witnessing today, as One Family, we possess the strength to work towards peace.

From the point of view of human welfare, we can strengthen our voice against terror and violence, and for humanity.

Today, India is prepared to walk together shoulder to shoulder, to meet the expectations of the world and of humanity.

The 21st century world will have to give top priority to the concerns of the Global South moving forward.

The countries of the Global South are going through many difficulties for which they are not responsible.

In this context, the need of the hour is to give our full support to the development agenda.

It is important that reforms are brought in the global economic and governance structures to make them bigger, better, effective, representative and future ready.

Ensuring timely and affordable assistance to countries in need. Implement the action plan adopted to accelerate the 2030 Sustainable Development Goals.

Our Aspirational District Program stands as a notable example of progress in the SDGs at the local level in India. I invite the G-20 countries and the Global South to examine the Aspirational District Programme, and witness the transformative impact it has had on the lives of 25 crore people in India.

At the New Delhi Summit, a decision was made to establish a Digital Public Infrastructure Repository, and I am pleased to announce its completion. Over 50 DPIs from 16 countries have been incorporated into this repository. To facilitate the implementation of DPIs in Global South nations, I propose the creation of a Social Impact Fund. On India's behalf, I also announce an initial contribution of 25 million dollars to this fund and hope for your participation in this initiative.

In the era of Artificial Intelligence, there is a need to use technology in a responsible manner. There is growing concern about the negative use of A.I all over the world.

India firmly believes that we should work together on global regulation of A.I.

We have to move forward, understanding the seriousness of how dangerous DeepFake is, for society, for the individual.

We desire that A.I. should reach the people, and it must be safe for the society.

With this approach, the Global A.I. Partnership Summit is being hosted in India next month.

And I believe all of you will cooperate in this as well.

At the New Delhi Summit, I had talked about green credit regarding environmental protection.

You know that in India we have started it. Through the Global Biofuels Alliance launched in New Delhi, we are reducing carbon as well as promoting the development of alternative fuels.

The G-20 has recognized mission LiFE, i.e. Lifestyle for Environment, for a pro-planet approach; called for taking renewable energy three times by 2030; shown commitment towards clean hydrogen; recognized the need to take climate finance from billions to trillions.

In a few days, during the COP-28 which will be held in the UAE, concrete steps need to be taken on all these initiatives.

A new working group on women empowerment has also been formed.

In this context, I am very happy to share that India has taken a historic decision in the first session of its new Parliament House.

To strengthen women-led development, we have decided for 33% reservation for women in Parliament and state legislative assemblies.

Prime Minister Narendra Modi on Saturday gave his opening remarks at the G20 Leaders’ Summit at the Bharat Mandapam in Delhi and said India's G20 presidency had become a symbol of inclusion and togetherness within and outside the country. He called on world leaders to transform the global trust deficit into confidence in order to find new solutions to age-old challenges.

Before starting the formal proceedings, on behalf of all of us, I would like to express my heartfelt condolences to the people affected by the earthquake that occurred in Morocco a moment ago. We pray that all the injured people get well soon. The entire world community is with Morocco in this difficult time, and we are ready to provide them with all possible assistance.

As the President of the G20, India extends a warm welcome to all of you.

At the place where we are gathered today, just a few kilometres away from here, stands a pillar that is nearly two and a half thousand years old. Inscribed on this pillar in the Prakrit language are the words:

'àä¹àå‡àäµàä® àä²àå‹àä•àä¸àä¾ àä¹àä¿àääàä®àåàä–àå‡ àääàä¿, àä…àäå àä‡àäïàä® àäèàä¾àääàä¿àä¸àå àä¹àå‡àäµàä®'

‘The welfare and happiness of humanity should always be ensured.’ Two and a half thousand years ago, the land of India gave this message to the entire world.

Let us begin this G20 Summit by remembering this message.

The 21st century is a time that has the potential to give a new direction to the entire world. It's a time when years-old challenges demand new solutions from us. Therefore, we must move forward by fulfilling all our responsibilities with a human-centric approach.

After Covid-19, a huge crisis of lack of trust has come into the world. Conflict has deepened this trust deficit.

Just as we can overcome Covid, we can also overcome this crisis of mutual trust.

Today, as the President of the G20, India invites the entire world to come together and, first and foremost, transform this global trust deficit into global trust and confidence.

This is a time for all of us to walk together, and the mantra of 'Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas' can become a guiding light for all of us.

Whether it is a turbulent global economy, or the North-South divide, or the distance between East and West, Management of food, fuel and fertiliser, Or dealing with terrorism and cybersecurity, Or ensuring health, energy and water security,

We must move towards concrete solutions for these challenges, not just for the present but also for future generations.

India's G20 presidency has become a symbol of inclusion, both within the country and beyond, representing the spirit of 'Sabka Saath'.

It has become a 'People's G20’. Millions of Indians have engaged with it.

Over 200 meetings have been held in more than 60 cities across the country.

It was in the spirit of 'Sabka Saath' that India proposed permanent membership for the African Union in the G20. I believe that we all agree on this proposal.

With your consent, before we proceed with further proceedings, I invite the Chairperson of the African Union to take their place as a permanent member of the G20. Together, the G20 members account for approximately 85% of the world's total economic output (GDP), more than 75% of worldwide trade, and nearly two-thirds of the global population, making it a vital forum for international economic cooperation. The G20 Summit is important as it serves as a platform for the leaders of the world's largest economies to collaborate on pressing global matters. 

At the G20 Summit, leaders exchange ideas, deliberate on policy solutions, and coordinate efforts to tackle various global challenges, encompassing economic issues like recessions, trade, and investments, as well as social concerns like poverty, inequality, and climate change.

Importance of India’s G20 Summit Presidency 2023

G20 is the premier forum for international economic cooperation representing around 85% of the global GDP, over 75% of the global trade, and about two-thirds of the world population.

During the course of its G20 Presidency, India will host about 200 meetings in 32 different sectors in multiple locations across India.

• According to Prime Minister Modi, this term can be an opportunity for India to share its expertise with the world in areas of women empowerment, democracy and digital technologies.
• As a country with core democratic values, India can show the world that the scope of conflict can come to an end when democracy becomes a culture. This gains significance amidst the ongoing Russia-Ukraine conflict.
• India’s foreign policy is focusing on the ‘global common good’. Through its G20 leadership, India hopes to extend this principle towards finding sustainable solutions to some of the key global challenges emerging out of the interconnectedness of the world, such as climate change, new and emerging technologies, food and energy security, etc.
• This would be the first time when the Troika would consist of three developing countries and emerging economies.
• It is hoped that as a result there would be a shift in the balance of power within the G20 favouring emerging economies to have a greater share in decision-making at this grouping.
• The G-20 Presidency presents a great opportunity for India to correct the long-standing anomalies that go against developing countries, especially in the domain of agriculture and food subsidies.

New Delhi: Prime Minister Narendra Modi on Saturday addressed the first sitting of the G20 Summit being held at Pragati Maidan Bharat Mandapam. During the first session, ‘One Earth’, Modi welcomed world leaders including US President Joe Biden and UK Prime Minister Rishi Sunak, and called upon the world to together transform the global trust deficit into one of trust and reliance. 

"India's G20 Presidency has become a symbol of 'Sabka Sath' inside and outside of the country. This has become the people's G20 in India and over 200 meetings were held across the country," PM Modi said.

G20 की स्थापना कब हुई थी?

G20 2023 की थीम क्या है?

G20 UPSC in Hindi में 2023 के आयोजन की थीम पूछी जा सकती है, इसलिए बता दें कि G20 की थीम के लिए भारतीय सनातन संस्कृति के मूल मंत्रों में से एक ‘वसुधैव कुटुंबकम’ को आधार बनाया है। G20 की थीम भारत सरकार की लोककल्याणकारी और दूरगामी सोच का प्रत्यक्ष प्रमाण है, जो ‘वसुधैव कुटुंबकम’ अर्थात ‘विश्व एक परिवार है’ की भावना को मजबूत करता है। G20 2023 की अध्यक्षता भारत “एक पृथ्वी, एक परिवार और एक भविष्य” के मूल मंत्र के साथ कर रहा है।

भारत की मेजबानी में दो दिवसीय G-20 शिखर सम्मेलन की शुरुआत हो चुकी है. अलग-अलग देशों से आए राष्ट्रीय अध्यक्षों का स्वागत करते हुए प्रधानमंत्री नरेंद्र मोदी ने शिखर सम्मेलन की शुरुआत उस संदेश से की जो भारत की भूमि से ढाई हजार से पहले विश्व को दिया गया था. उन्होंने भाषण की शुरुआत एक शिलालेख से की जो करीब 2500 साल पहले सम्राट अशोक द्वारा स्थापित किए गए स्तंभ पर लिखा है.

भारत ने हजारों साल पहले विश्व को दिया था ये संदेश पीएम मोदी ने कहा, “हेवम लोकसा हितमुखे ति, अथ इयम नातिसु हेवम” अर्थात, मानवता का कल्याण और सुख सदैव सुनिश्चित किया जाए. ढाई हजार साल पहले, भारत की भूमि ने, यह संदेश पूरे विश्व को दिया था.'  यह शिलालेख प्राकृत भाषा में लिखा गया है जो पाली और संस्कृत का मिश्रण है, जो दिल्ली के फिरोजशाग कोटला में स्थापित अशोक स्तंभ पर लिखा है, जिसे दिल्ली-टोपरा स्तंभ भी कहा जाता है.

यह उद्धरण छठे शिलालेख का भाग है जिसका उल्लेख इस स्तंभ में किया गया है. यह स्तंभ अशोक के शिलालेखों का एक हिस्सा है जो सही सिद्धांत और जीवन की संहिता को फैलाने के लिए बनाया गया था, जो अपने लोगों के कल्याण के लिए दया, सहनशीलता और चिंता की बात करता है.

दिलचस्प बात यह है कि दिल्ली में ऐसे दो अशोक स्तंभ हैं, एक फ़िरोज़ शाह कोटला किले में और दूसरा बारा हिंदू राव अस्पताल के सामने दिल्ली रिज क्षेत्र में. किंवदंतियों में कहा गया है कि फ़िरोज़ शाह कोटला को ये दोनों अपने सैन्य अभियानों के दौरान स्थानीय लोगों से मिली थीं, जिनका मानना था कि ये दोनों स्तंभ महाभारत के भीम की चलने की छड़ें थे.

कहां है दिल्ली-टोपरा अशोक स्तंभ दो स्तंभ शिलालेख अभी भी दिल्ली में हैं. दिल्ली विश्वविद्यालय परिसर के नजदीक, बारा हिंदू राव अस्पताल के प्रवेश द्वार के सामने दिल्ली रिज पर स्थित, दिल्ली-मेरठ स्तंभ के रूप में लोकप्रिय है. दूसरा, फिरोज शाह कोटला के मैदान में, दिल्ली-टोपरा स्तंभ के रूप में जाना जाता है. दिल्ली-टोपरा स्तंभ को हरियाणा के यमुनानगर जिले के टोपरा कलां से स्थानांतरित किया गया था और फिरोज शाह कोटला में महल की इमारत के ऊपर खड़ा किया गया था. भारत के प्राचीन इतिहास का यह मूल्यवान स्तंभ 13 मीटर (43 फीट) ऊंचा है (मंच से एक मीटर नीचे) और बलुआ पत्थर से बना है.

दिल्ली-टोपरा अशोक स्तंभ का इतिहास बुद्ध से प्रेरित होने के बाद अशोक ने महसूस किया कि उनके साम्राज्य में अलग-अलग धर्मों को मानने वाले लोग हैं और इससे कई बार टकराव पैदा होता है. जानवरों की बलि दी चढ़ाई जाती है, दास और नौकरों के साथ क्रूर व्यवहार किया जाता है, ऐसी कई समस्याएं हैं जिनका निदान करना उनका कर्तव्य है. उन्होंने धम्म-महामात्म नाम के अधिकारियों की नियुक्ति की जो जगह जाकर लोगों को शिक्षा देते थे. इसके अलावा अशोक ने अपने संदेश कई स्थानों पर शिलाओं और स्तंभों पर खुदवा दिए. उन्हीं में से एक दिल्ली-टोपरा का अशोक स्तंभ. अधिकारियों यह संदेश दिया गया था कि वे राजा के संदेश को उन लोगों को सुनवाएं जो खुद पढ़ नहीं सकते थे. कई स्रोतों के अनुसार इतिहासकार बताते हैं कि सम्राट अशोक ने गुजरात की गिरनार पहाड़ियों में इस स्तंभ को बनवाया था. इस स्तंभ पर प्राचीन ब्राह्मी लिपि और प्राकृत भाषा में लिखी गई उनकी सात राजाज्ञाएं खुदी हुई हैं.

फिरोज शाह तुगलक ने 1351 और 1388 के बीच मध्ययुगीन काल के दौरान दिल्ली से सुल्तान के रूप में शासन किया था. फिरोज शाह, अपने एक अभियान के दौरान, दो शानदार मोनोलिथ - उत्कीर्ण अशोक स्तंभों से मंत्रमुग्ध हो गए, एक अंबाला के पास टोपरा में और दूसरा मेरठ के पास. उसने इन स्थानों से स्तंभों को हटाकर दिल्ली में खड़ा करवाया. पहला उसकी नई राजधानी में और दूसरा पीर-ग़ैब के पास. पहला स्तंभ 1350 के दशक में नए शहर फिरोजाबाद में शुक्रवार की मस्जिद के बगल में बनाया गया था.

G20 क्या है.

• G20 समूह विश्व बैंक एवं अंतर्राष्ट्रीय मुद्रा कोष के प्रतिनिधि, यूरोपियन यूनियन एवं 19 देशों का एक अनौपचारिक समूह है।
• साथ में, G20 सदस्य विश्व सकल घरेलू उत्पाद के 80% से अधिक, अंतर्राष्ट्रीय व्यापार के 75% और विश्व की 60% आबादी का प्रतिनिधित्व करते हैं।

उत्पत्ति 

• यह एक मंत्रिस्तरीय मंच है जिसे G7 द्वारा विकसित एवं विकासशील दोनों अर्थव्यवस्थाओं के सहयोग से स्थापित किया गया था। वर्ष 1999 से वित्त मंत्रियों और केंद्रीय बैंक के गवर्नरों का सम्मेलन आयोजित किया जाता है।
• वर्ष 2008 के वित्तीय संकट के दौरान दुनिया ने उच्चतम राजनीतिक स्तर पर एक नई सर्वसम्मति की आवश्यकता को महसूस किया। इसके परिणामस्वरूप यह निश्चय किया गया कि वर्ष में एक बार G20 राष्ट्रों के नेताओं की बैठक की जाएगी।
• G20 राष्ट्रों के वित्त मंत्री एवं केंद्रीय बैंक के गवर्नर वर्ष में दो बार बैठक करते हैं जिसमें विश्व बैंक एवं अंतर्राष्ट्रीय मुद्रा कोष के प्रतिनिधि भी भाग लेते हैं।

G20 के कार्य:

• फाइनेंस ट्रैक G20 समूह के वित्त मंत्री एवं केंद्रीय बैंक के गवर्नर और उनके प्रतिनिधियों के साथ सभी बैठकों में वित्तीय विनियमन, राजकोषीय मुद्दे एवं मुद्रा पर केंद्रित होता है।
• शेरपा ट्रैक राजनीतिक जुड़ाव, भ्रष्टाचार का विरोध, विकास, ऊर्जा आदि जैसे व्यापक मुद्दों पर ध्यान केंद्रित करता है।

G20 समूह के सदस्य

• G20 समूह में अर्जेंटीना, ऑस्ट्रेलिया, ब्राज़ील, कनाडा, चीन, यूरोपियन यूनियन, फ्राँस, जर्मनी, भारत, इंडोनेशिया, इटली, जापान, मेक्सिको, रूस, सऊदी अरब, दक्षिण अफ्रीका, दक्षिण कोरिया, तुर्की, यूनाइटेड किंगडम और संयुक्त राज्य अमेरिका शामिल हैं।
• स्पेन को एक स्थायी, गैर-सदस्य के रूप में आमंत्रित किया जाता है जो प्रत्येक वर्ष G20 सम्मेलन में भाग लेता है।

G20 के कार्य एवं संरचना: 

• G20 समूह का अध्यक्ष पद सदस्य देशों के मध्य वार्षिक तौर पर एक प्रक्रिया के तहत रोटेट होता रहता है जो समय के साथ-साथ क्षेत्रीय संतुलन सुनिश्चित करता है।
• अध्यक्ष पद के चुनाव के लिये 19 राष्ट्रों को 5 समूहों में विभाजित किया जाता है, प्रत्येक समूह में 4 देश से अधिक नहीं होते हैं। अध्यक्ष पद वार्षिक स्तर पर प्रत्येक समूह में रोटेट (Rotate) होता है। प्रत्येक वर्ष G20 का कोई समूह, अध्यक्ष पद के लिये किसी अन्य समूह से किसी एक देश का चयन करता है। भारत समूह 2 में है जिसमें रूस, दक्षिण अफ्रीका एवं तुर्की भी शामिल हैं।
• G20 समूह के पास स्थायी सचिवालय या मुख्यालय नहीं होता है। इसके अतिरिक्त G20 समूह का अध्यक्ष अन्य सदस्यों के साथ परामर्श करके G20 एजेंडा को लागू करने और वैश्विक अर्थव्यवस्था के विकास हेतु उत्तरदायी है।
• ट्रोइका (Troika): प्रत्येक वर्ष जब एक सदस्य देश अध्यक्ष पद ग्रहण करता है तो वह देश पिछले वर्ष के अध्यक्ष देश एवं अगले वर्ष के अध्यक्ष देश के साथ समन्वय स्थापित करके कार्य करता है और इस प्रक्रिया को ही सामूहिक रूप से ट्रोइका कहते है। यह समूह के एजेंडे की अनुकूलता एवं निरंतरता को सुनिश्चित करता है।
• वर्ष 2010 में टोरंटो में G20 राष्ट्रों के नेताओं ने इसे वैश्विक आर्थिक-को ऑपरेशन का प्रमुख मंच घोषित किया।
• वित्तीय स्थायी बोर्ड (The Financial Stability Board- FSB): इसकी स्थापना G20 नेताओं द्वारा वैश्विक वित्तीय संकट के बाद की गई थी।
• अंतर्राष्ट्रीय श्रम संगठन

G20 सम्मेलन में भारत की प्राथमिकताएँ

• भ्रष्टाचार से लड़ने के लिये कर अपवंचन की जाँच करना।
• आतंकवादी वित्तपोषण को अवरुद्ध करना।
• प्रेषण की लागत में कटौती।
• प्रमुख दवाओं तक बाज़ार की पहुँच।
• विश्व व्यापार संगठन में सुधार।
• पेरिस समझौता को पूर्णतः लागू करना।
• तीव्र निर्णयन: G20 समूह अपने सदस्यों के सहयोग से नई चुनौतियों से निपटने के लिये शीघ्रता से निर्णय लेता है।
• समावेशी: आमंत्रित देशों, अंतर्राष्ट्रीय संगठनों एवं सिविल सोसाइटी के मध्य समन्वयकारी समावेशन। 
• समन्वित कार्रवाई: G20 समूह ने देशों के बीच बेहतर समन्वय स्थापित करके अंतर्राष्ट्रीय वित्तीय विनियामक प्रणाली को मज़बूत बनाने में अहम भूमिका निभाई है।
• जब निजी क्षेत्र के वित्तीय स्रोत कम हो गए थे तब बहुपक्षीय विकास बैंक से एक बार में 235 बिलियन यूएस डॉलर ऋण देने की सुविधा में वृद्धि की गई।
• वर्ष 2008 के वैश्विक वित्तीय संकट के दौरान तत्कालीन वित्तीय ज़रूरतों को शीघ्र पूरा करना G20 समूह की एक बड़ी उपलब्धि है।
• यह राष्ट्रीय वित्तीय संस्थाओं के कार्य निष्पादन में सुधार करके अंतर्राष्ट्रीय वित्तीय सस्थाओं में सुधार करने का भी कार्य करता है। जैसे G20 समूह ने कर पारदर्शिता के मानकों एवं G20/OECD आधार क्षरण एवं लाभ हस्तांतरण (BEPS) के माध्यम से अंतर्राष्ट्रीय कर प्रणाली में सुधार किया है।
• G20 समूह ने व्यापार सुविधा समझौते के अनुसमर्थन में (Ratification of the Trade Facilitation Agreement) एक महत्त्वपूर्ण भूमिका निभाई। WTO ने यह अनुमान लगाया गया है कि यदि समझौते को पूर्णतः लागू किया जाता है तो यह वर्ष 2030 तक वैश्विक GDP में 5.4% से 8.7% के बीच योगदान कर सकता है।
• बेहतर संचार : G20 समूह चर्चा के माध्यम से निर्णय लेता है और इसके लिये उच्च विकसित एवं विकासशील देशों द्वारा वैश्विक मंच पर चर्चा की जाती है।
• उन्होंने रोम घोषणा को अपनाया है।
• इससे पहले, G20 जलवायु जोखिम एटलस जारी किया गया था जो G20 देशों में जलवायु परिदृश्य, सूचना, डेटा और जलवायु में भविष्य में परिवर्तन प्रदान करता है।

चुनौतियाँ 

• कोई प्रवर्तन तंत्र नहीं: G20 समूह द्वारा समन्वित कार्रवाई करने के लिये सूचनाओं और बेहतरीन कार्यप्रणाली के सरल आदान-प्रदान से लेकर आम सहमति, मध्यम श्रेणी के लक्ष्य तक को क्रमबद्ध करता है। 
• विधिक रूप से बाध्यकारी नहीं : आम सहमति एवं चर्चा के आधार पर निर्णय लिया जाता है और इसी के आधार पर घोषणाएँ की जाती हैं। ये घोषणाएँ कानूनी रूप से बाध्यकारी नहीं होती हैं। यह 20 सदस्यों का सिर्फ एक सलाहकारी या परामर्शी समूह होता है।
• अमेरिका पहले ही रूसी राष्ट्रपति को आमंत्रित न करने की मांग कर चुका है, अन्यथा अमेरिका और यूरोपीय देश उनके अभिभाषण का बहिष्कार करेंगे।
• चीन की रणनीतिक वृद्धि, नाटो के विस्तार, जॉर्जिया एवं क्रीमिया में रूस की क्षेत्रीय आक्रामकता और अब 2022 में रूस-यूक्रेन संघर्ष ने वैश्विक प्राथमिकताओं को बदल दिया है।
• वैश्वीकरण अब आदर्श शब्द (Cool Word) नहीं है और बहुपक्षीय संगठनों के पास विश्वसनीयता का संकट है क्योंकि दुनिया भर के देशों ने G-7, G-20, ब्रिक्स, P-5 (UNSC स्थायी सदस्य) और अन्य पर 'G-zero' (राजनीतिक टिप्पणीकार इयान ब्रेमर द्वारा 'हर राष्ट्र को स्वयं के लिये' को निरूपित करने के लिये गढ़ा गया एक शब्द) चुना है।
• 10 वर्ष बीत जाने के बाद भी G20 समूह अंतर्राष्ट्रीय सहयोग के लिये एक महत्त्वपूर्ण मंच है।
• G20 समूह की तरह एक प्रभावी वैश्विक विनियमन आवश्यक है क्योंकि बढ़ती शक्तियाँ वैश्विक आदेश को प्रभावित करने के लिये अवसरों की तलाश करती हैं।
• G20 को अंतर्राष्ट्रीय संगठनों जैसे IMF, OECD, WHO, विश्व बैंक और WTO के साथ साझेदारी को मज़बूत करना चाहिये और उन्हें प्रगति की निगरानी का कार्य सौंपना चाहिये।
• सभी सदस्य देशों के लाभ के लिये व्यक्तिगत हितों पर वैश्विक सहयोग को प्राथमिकता दी जानी चाहिये।
• यूक्रेन-रूस संघर्ष और रूस और पश्चिम के बीच मतभेदों जैसे मुद्दों को हल करने के लिये संवाद और कूटनीति का उपयोग किया जाना चाहिये।
• भारत को आक्रामक व्यापार बाधाओं/प्रतिबंधों, अंतर्देशीय संघर्षों और वैश्विक शांति और सहयोग की वकालत जैसे मुद्दों पर चर्चा करने के लिये एक मंच के रूप में G20 2023 शिखर सम्मेलन का उपयोग करने पर ध्यान केंद्रित करना चाहिये।
