The All Wales Coastal Path means it's the only country in the world with a national walking trail that follows its entire coastline, all 870 miles of it. Wales also boasts six World Heritage sites and more than 150 stunning beaches.
You'll need to leave some time to explore Snowdonia National Park, visit the brilliant theatres in Llandudno, Mold and Bangor, cheer on a Welsh rugby game in Cardiff or even visit the annual, world-famous literature festival in Hay.

World Learning seeks a short-term consultant to serve as the lead writer in support of World Learning staff in preparation for upcoming higher education programming in Lebanon. Ideal candidates will bring technical expertise in workforce development, private sector partnerships, entrepreneurship ecosystem development, and/or capacity strengthening for higher education institutions to improve graduate employability.

Responsibilities
- Serve as lead writer for the funding opportunity.
- Participate in technical design, including identifying and analyzing potential solutions in response to development challenges through desk research and ideation with specialists across the organization.
- Collaborate with specialists across the organization to build the evidence, local context, and analysis to inform and justify technical solutions.
- Write compelling technical sections that are compliant with bid requirements and tell a differentiating story of how the proposed approach will result in systemic change.
- Participate in quality control milestones and revise iterative drafts in response to feedback from reviewers.
- Ensure seamless integration of all inputs to the technical narrative, to achieve one voice.
Requirements
Required Experience/Education:
- Bachelor’s degree in international relations, international development, business, or related field and at least seven years of relevant experience; master’s preferred.
- Five years of experience developing and writing successful proposals to USG donors.
- Familiarity with USG requirements for proposal compliance and responsiveness.
- Experience with USAID projects is a plus.
- Behavioral and Managerial Competencies:
- Strong technical writing, editing, and design skills.
- Ability to synthesize large amounts of information into concise narratives.
- Strong organizational management skills, including the ability to prioritize tasks, adhere to tight deadlines, and respond with flexibility in a fast-paced environment.
- Excellent oral and written communication skills.
- Professional proficiency in written and spoken English.
- Technical Competencies:
- Knowledge of competitive proposal processes and the role of a proposal writer.
- Technical expertise in workforce development, private sector engagement, entrepreneurship ecosystem development and/or capacity strengthening for higher education institutions.
- Understanding of the education and employment landscape in MENA and/or Lebanon preferred.
- Experience sustaining or supporting the creation of HEI – industry links and partnerships is a plus.

The Position: The primary goal is to update a holistic and cross-sectoral youth health situation analysis. This analysis will cover demographic trends, health and nutrition, education, out-of-school programs and services (including life skills, sports, arts, and social activities), care and protection, and disability, with a particular focus on gender and equity to ensure the inclusion of the most vulnerable groups.
Key objectives include:
Comparing national youth health programs, practices, and initiatives with international and regional standards.
Developing actionable recommendations to scale up youth health efforts in the south.
Presenting findings and recommendations at a Validation and Guidance workshop with stakeholders and partners to validate the study’s results and plan future actions.
The consultancy will be supervised by the UNFPA Yemen Youth Programme Team. How you can make a difference:

These results capture our strategic commitments on accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon UN Member States, organizations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to reproductive health and reproductive rights, recover lost gains and realize our goals.
In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards, and who will defend them courageously and with full conviction.
UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.
The scope of the consultancy includes the following key activities:
1. Literature Review: o Conduct a comprehensive review of existing literature and evidence on youth health in Yemen, focusing on the southern regions. 2. Stakeholder Engagement: o Conduct interviews and focus group discussions with key stakeholders, including government agencies, non-governmental organizations, community service providers, and youth representatives. 3. Data Collection: o Collect primary and secondary data on demographic trends, health and nutrition, education, out-of- school programs, care and protection, and disability among youth. 4. Comparative Analysis: o Compare Yemen’s youth health policies and programs with international and regional standards to identify gaps and best practices. 5. Reporting: o Develop and submit an inception report, draft analytical assessment report, workshop report, and final consultancy report in both Arabic and English. 6. Workshop Facilitation: o Present findings and recommendations at a Validation and Guidance workshop with national stakeholders and incorporate feedback into the final report. 7. Recommendations: o Provide actionable recommendations for scaling up youth health efforts, ensuring gender and equity considerations to include the most vulnerable groups.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:
To ensure effective monitoring and progress control, the consultant will adhere to the following reporting requirements and schedule:
1. Inception Report: o Deadline: Within 3 days of contract start. o Format: 3-page summary. o Content: Understanding of the work, proposed methodology, and detailed work plan. o Approval: Must be approved by the study management committee.
2. Draft Analytical Assessment Report: o Deadline: 1 months after the inception report approval. o Format: Detailed document in Arabic and English. o Content: Comprehensive analysis of youth health situation, findings, and preliminary recommendations. 3. Workshop Report: o Deadline: 1 weeks after the validation workshop. o Format: Summary report. o Content: Workshop proceedings, stakeholder feedback, and recommendations. 4. Final Consultancy Report: o Deadline: 2 weeks after the workshop. o Format: Detailed document in Arabic and English. o Content: Finalized situation analysis, incorporating all feedback, and policy briefs. 5. Policy Briefs: o Deadline: Concurrent with the final consultancy report. o Format: Concise documents. o Content: Specific recommendations on youth health issues.
Supervisory arrangements: The consultancy will be supervised by the UNFPA Yemen Youth Programme Team, ensuring alignment with project objectives and timely delivery of outputs. The specific supervisory arrangements are as follows: 1. Primary Supervisor: o The UNFPA Yemen Youth Programme Analyst will serve as the primary supervisor, providing overall guidance and ensuring the consultant's work aligns with UNFPA’s strategic priorities. 2. Secondary Supervisor: o The UNFPA Yemen Reproductive Health Specialist will provide technical oversight, ensuring the accuracy and relevance of the health-related components of the analysis. 3. Study Management Committee: o A study management committee, comprising key UNFPA staff and relevant stakeholders, will be established to review and approve key deliverables, including the inception report, draft reports, and final consultancy report. 4. Regular Check-ins: o Bi-weekly meetings will be scheduled between the consultant and the primary and secondary supervisors to discuss progress, address challenges, and ensure the work remains on track. 5. Feedback Mechanism: o The consultant will receive timely feedback on all submitted reports and deliverables from the study management committee to ensure quality and adherence to the agreed-upon scope and objectives. 6. Coordination with Stakeholders: o The consultant will work closely with relevant national stakeholders, including government agencies, non-governmental organizations, and community service providers, as guided by the UNFPA Yemen Youth Programme team.
Expected travel: The consultant will need to conduct field visits within the southern regions of Yemen for data collection, stakeholder meetings, and validation workshops.
Required expertise, qualifications and competencies, including language requirements:
Advanced university degree (Masters or higher) in the social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), medicine, public health, or in other relevant health science areas.
Minimum 10 years overall relevant experience and expertise in designing, implementing, managing, and delivering results-based programmes and/or interventions on gender and Youth health at the senior level; Demonstrated country experience on design, development or strategic planning on gender and adolescent health programmes;
Strong research, conceptual and analytical skills relevant to gender, Youth issues and health.
Proven skills and experience in strategic planning for health, Youth health, and/or gender.
Strong leadership, diplomatic, and negotiation skills, along with the ability to deliver results.
Ability to express ideas and concepts clearly and concisely in written and oral form; and
Excellent understanding of UN systems and international development issues.
